(Received July 29, 5.56 a.m.). THE HAGUE, July 28. At tho Peace Convention the Third Committee discussed the British proposal dealing with the duties and obligations of neutrals in naval warfare. Sir Ernest Satow explained that the British , Government desired to establish a uniform rule for the treatment of belligerents in neutral ports, and in the matter,wished to a?oid friction and assure impartiality. The first Sub-Committee of the First Commission adopted the proposal submitted by the United States regarding tho collection of debts, by .37 to 7 votes.
