•T.opo, Nov 17 The launching at Yokohama of the Sateuma, battleship, was attended by a sensasational incident. It has transpired that a number of foreigners resident in Yokohama laid wage 3of 7 to 3 to the extent of a hundred thousand pounds sterling against the launch being successful. Several Japanese workmen were arrested prior to the launch taking place, the supposition being that they, with others, had been bribed to obstruct the ways. A preliminary examination of the prisoners, however, did not show that the betting was connected with the alleged plot,
