THE PEBSIDENT'S MESSAGE TO CONGRESS.
United Press Association-—By Electric ' Telegraph—Copyright Washington, Jan. 31 President Eoosevelt, m a message to Congress, states that there is a widespread conviction that m some States the divorce laws are dangerously lax, resulting m diminishing the regard for the sanctity of marriage. He hopes that the States "will co-operate to secure uniform divorce laws, safeguarding family life. He advises the collection of statistics.
