Received Dec. 27, 9.3 a.m) London, Doe. 26 At the Czar's instance Pobiesky, Lieutenant of the battleship " Kniazsuvaroff," arrived at Cannes from Dakar and saw the Grand Duke Michael. He states he intends to testify before the Commission of Inquiry. He saw two Japanese toipadoers in the North Sea and thinks the Russian fire sank both.
