London, Dec. 23 j Tribesmen have surrounded Alkazarelkebir, in Morocco, ani demand the surrender of the French Consul and several British subjects, and threaten to loot the town if refused. The " Times " Tangiers correspondent reports that serious complications have occurred between the French Legation and the Sultan's Government, the latter forcing France's hand, believing that the French people will not permit their Government to act.
