The note specially draws attention to uots of violence m Korea, whose independence and integrity all the Powers had recognised, and complains that three days prior to the declaration of war a dasrterdly attack was made on warships m the neutral pcy: of Chemulpho, after stopping a telegram warning the commanders of the rupture of relations, sini that Japan had also captured merchantmen m neutral ports prior to hostilities and illegally usurped the administration of Korea, directing M. Pavloff to leave Seoul although Eussia had protested against such flagrant breaches of international law. *
