Mails not Permitted to Leave Japan
Thursday Island, Feb. 24 The Tsinan has arrived from Japan. No mails have come from that country, the officials being determined to maintain the profoundest secrecy. The captain states that so close was news of the outbreak of hostilities kept that he was not aware that war was on till he got to sea, where the activity of the fleet, incessant signalling, and use of searchlights, showed something was afoot.
