The "Neve Frie Presse " states that the Government buildings at Burgas, in the vilayet of Adrianople, have been destroyed j^y dynamite ; 250 people were killed. ■ " London, August 25 The " Times " declares tlrit the presence flf the Russian squadron set the vilayet aflame, and that Rus.3ia has no desire for genuine reform. While she is not desirous to precipitate matters, it is her traditional policy to allow the States she intends to absorb to sink into an advance state of decomposition. The Powers must try a fresh, scheme of reform. Received August 26, 9.2 a.m. Constantinople, August 25 One version of the Adrianople massacre is that the fort fired on the insurgents, attacking an outpost. A panic followed, in which the populace assai'ed the Christians. Another is that a Turkish officer tried to enter a Bulgarian house, and that the resistance offered excited the Moslem soldiers and Bashi Bazouks, who attacked the Bulgarian quarter.
