THR VIOTOBIAN CONSTITUTION.
United Press Association—By Be uric Telegraph—Copyright Melbourne, July 13 The Government Bill to amend the State Constitution, necessary on the establishment of the Commonwealth, has been circulated.
Adelaide, July 10 Parliament opens today. The Speech from the Throne announces that, subject to the approval of Parliament, the Government agreed to tae construction of tha Western Australian railway by the Commonwealth, and also to the transfer of the Northern Territory on fair terms. Bills are promised to provide for reductions in the number of members of both Houses by a third, aud tojmake the Council franchise a household one. Stonm, Jnly 18 The Governor's speech will refer to the satisfactory state of tbe finances. Despite the extraordinary expenditure the revenue will meet everything, except the expense of the South African Contingents. A Convention will be appointed to deal witb the reform of Parliament, made necessary by the establishment of the Commonwealth. Bills will be introduced dealing witb Industrial Arbitration and Adult Suffrage.
