Special Report. I am directed to report that this Committee desires to express its appreciation of the courtesy and business ability of the Chairman (Mr. Malcolm). The Committee recognizes that the thoroughness and despatch with which a large amount of business has been disposed of is largely due to the Chairman's tactful conduct of affairs. sth November, 1912.

Final Report. I am directed to report, — (1.) That the Committee held 15 meetings during the session. (2.) That the Committee dealt with 123 petitions (including 5 held over from last session). (3.)
