NELSON. (Memorandum.) Crown Lands Office, Nelson, 15th July, 1879. CANTERBURY. (Memorandum.) Crown Lands Office, Christchurch, 21st July, 1579. In explanation of the mode of management of the education reserves by the School Commissioners, Canterbury, I enclose copy of the rules adopted by the Board for the conduct of its business, and of the conditions of the appointment of the Steward, and the definition of his duties. The salary paid to the Steward, to include travelling expenses, is £GOO per annum. He is the only salaried officer. The member of the Board of Commissioners who represents the South Canterbury Education Board is paid £3 3s. travelling expenses for each attendance at Christchurch. I hold the offices both of Chairman and Treasurer, and do what would be the duties of Secretary if there were one. The present mode of management meets all requirements, and I am unable to suggest any improvement of it, provided that the offices of Chairman and Treasurer, or at least the former, are always held by some Government officer, whose duties lie in his office, and who is willing to do the routine work attaching to them. The Under Secretary for Crown Lands. Joiin Maeshman, Commissioner of Crown Lands.
