Wheeeas by the twenty-seventh section of " The Public Eevenues Act, 1867," it is enacted that if and so often as it shall appear necessary for the public service that money shall be expended during the recess of Parliament in excess of or without the appropriation of the General Assembly, the Minister for the service of whose Department such supplementary expenditure is required shall make a statement, in writing, setting forth the reasons rendering such expenditure necessary, and shall lay such statement before the Governor in Council; and it is thereby enacted that if the Governor in Council shall approve thereof, the Treasurer shall prepare a supplementary requisition in the form set forth in the Schedule D. to the said Act, and shall transmit the same to the Comptroller, accompanied by an Order in Council directing the Comptroller to countersign such requisition : And it is enacted that in that case it shall be the duty of the Comptroller to countersign the same, and to transmit to the Colonial Treasurer the Order as hereinbefore provided, for the transfer of the amount named therein from the Public Account: And whereas the Honorable Theodore Minet Haultain, the Minister for Defence in New Zealand, being the Minister for the service of whose Department the supplementary expenditure hereinafter mentioned is required, did on the fourteenth day of April, one thousand eight hundred and sixty-nine, make a statement in writing setting forth reasons rendering necessary an expenditure of forty thousand pounds in excess of and without the appropriation of the General Assembly, for maintaining a force for the suppression of rebellion in the North Island, and did lay the same before His Excellency the Governor in Council: Now, therefore, His Excellency the Governor, in exercise and pursuance of the powers and authority'vested in him by the said recited Act, and with the advice and consent of the Executive Council of New Zealand, doth hereby approve of the expenditure of the said sum of forty thousand pounds, specified in the said statement of the Honorable the Minister for Defence, and doth order and direct the Comptroller of Public Accounts of the Colony of New Zealand to countersign any supplementary requisition for the said expenditure, in the form hereinbefore mentioned, which may be transmitted to him by the Honorable the Colonial Treasurer of New Zealand, or such Member of the said Executive Council as may be acting for the said Treasurer in his absence. In accordance with the provisions of an Act of the General Assembly, entitled " The Public Eevenues Act, 1867," I hereby require that the several sums as hereinafter classified and arranged under the Heads of Service that have been employed in the appropriation thereof, amounting in the whole to the sum of twenty thousand pounds sterling, and which are likely to become due and payable by law during a period not exceeding one month from the date hereof, shall be transferred from the Consolidated Pund Branch of the Public Account to the Account of the Paymaster-General.
