Memoeandtjm by the Compteollee. Comptroller's Office, 13th July, 1869. The Comptroller of the Public Account has the honor to transmit to the House of Representatives a copy of an Order in Council, and two Requisitions made upon him therein, for the issue of the sum of forty thousand pounds in excess of the votes of Parliament. The Comptroller begs to express his regret that he should have neglected to lay these papers before Parliament within ten days after the commencement of the Session, as required by law; but he was under the impression that they were to be presented by the G-overnment, and had overlooked the fact that the duty of doing so was imposed on the Comptroller. G. P. Bowen, Governor. OEDEE IN COUNCIL. At the Government House, at Wellington, this twenty-seventh day of January, 1869. Present:—His Excellency the Goveenoe in Council. Wheeeas by "The Public Eevenues Act, 1867," it is enacted that if the current income of the Consolidated Fund shall be at any time insufficient to provide the sums which may have been appropriated to the public service by the General Assembly, or which may be required for the public service under the provisions of the twenty-seventh clause of the said Act, it shall be lawful for the Colonial Treasurer, under the authority of an Order in Council to be issued on that behalf from time to time during the recess of Parliament, but not otherwise, to borrow from any Bank or other person any sums of money: Provided that the total amount so borrowed shall not at any one time exceed sixty thousand pounds: And whereas the current income of the Consolidated Pund is, to the extent of thirty thousand pounds, insufficient to provide the sums appropriated to the public service for the year ending the thirtieth day of June, one thousand eight hundred and sixty-nine : Now, therefore, His Excellency the Governor, in exercise and pursuance of the power and authority conferred on him in this behalf by the said Act, and with the advice and consent of the Executive Council of New Zealand, doth hereby order that for the purposes aforesaid the sum of thirty thousand pounds shall be borrowed by way of overdraft, or on the security of Deficiency Bills, in the manner provided by the fifteenth section of the said Act, and the Colonial Treasurer shall be and is hereby authorized and empowered to borrow the said sum of thirty thousand pounds in the manner aforesaid.
