Ordered, " That a Select Committee be appointed, consisting of ten members, to whom all Local Bills shall stand referred after the first reading ; tho Committee to report whether the rights and prerogatives of the Crown are in any way affected by the provisions of the Kills, and to recommend such amendments as it may think proper, and to report, when necessary, on the merits of the Bills ; the Committee to have power to confer with any Committee appointed for a similar obi ect by the Legislative Council: the Committee to consist of Mr. Anderton, Mr. Barclay, the Rev. Mr. Carr, Mr. Coleman, Mr. Grigg, Mr. Jull, Mr. Massey, Mr. Macfarlane, Mr. Munro, and the Mover."—(Hon. Mr. Parry.) Wednesday, the 16tji Day of August, 1939. Bluff Harbour Board and Bluff Bobough Council Empowebing Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Hill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed without amendment. 4th August, 1939. Christchurch City Council Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with : that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 15th August, 1939.

New Plymouth Borough Lanu Exchange and Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected, in that certain clauses of the Bill may affect public domains vested in the Crown; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 15th August, 1939.

Papanui Memobial Hall Enabling Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 15th August, 1939. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected, in that the land described in the Bill forms part of a Railway Reserve ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 17th August, 1939.

Nelson Harbour Boabd Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 17th August, 1939.

Otago Harbour Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected, in that the Crown is concerned to acquire by purchase from the Otago Harbour Board, for defence purposes, certain land described in the Bill; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 25th August, 1939.

Chbistchubch Tramway District Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with, with the exception of Standing Order 306, which, in so far as it relates to the number of days from the commencement of the session within which Local Bills may be introduced, was suspended by the House ; that the rights and prerogatives of the Crown are not affected; and that the Committee recommends that the Bill be allowed to proceed, vvitli the amendments as shown on the copy of the Bill annexed hereto. 25th August, 1939.

Auckland Transport Board Rating Exemption Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not, affected ; and that, in the opinion of the Committee, the rating of public utilities is a question of general policy and a matter for the consideration of the Government. The Committee therefore recommends that the Bill be not allowed to proceed this session. 25th August, 1939.

Wancanui Harbour District and Empowering Amendment Bill. The Local Bills Committee, to which was referred the; above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 30th August, 1939.

Napier Harbour Board Loan Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with; that the rights and prerogatives ol the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed without amendment. 31st August, 1939.

Lower Clutha River Improvement Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected by the Bill as printed, but are affected by the amendments suggested by the Committee, as, if enacted, the said amendments will confer on the Lower Clutha River Trust certain powers and rights over the bed of the Clutha River, which is vested in the Crown. N ote —The amendments referred to form part of the provisions of the Lower Clutha River Improvement Amendment Bill (No. 3), which, the Committee recommends, should be withdrawn ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 13th September, 1939.

Lower Clutha River Improvement Amendment Bill (No. 2). The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with, with the exception of Standing Order 366, which, in so far as it relates to the number of days from the commencement of the session within which Local Bills may be introduced, was suspended by the House ; that the rights and prerogatives of the Crown are not affected ; and that the Honourable Member in charge of the Bill has informed the Committee that he wishes to withdraw the same ; and the Committee therefore recommends that leave to withdraw it be accorded him. 13th September, 1939.

Lower Clutha River Improvement Amendment Bill (No. 3). The Local Bills Committee, to which was referred the above-mentioned Bill, lias the honour to report that it is a Local Bill ; that the Standing Orders have been complied with, with the exception of Standing Order 366, which, in so far as it relates to the number of days from the commencement of the session within which Local Bills may be introduced, was suspended by the House , that the rights and prerogatives of the Grown are affected, inasmuch as the Bill confers on the Lower Clutha .River Irust certain powers and rights over the bed of the Clutha River, which is vested in the Crown. The Committee, however, recommends that the provisions of the Bill which confer these powers and rights be incorporated in the Lower Clutha River Improvement Amendment Bill, on which the Committee has already reported ; and that the honourable member in charge of the Bill has informed the Committee that he wishes to withdraw the same; and the Committee therefore recommends that leave to withdraw it be accorded him. Waikato Airport Bill. The Local Bills Committee, to which was referred the above mentioned Bill, has the honour to report That it is a Local Bill. That the Standing Orders have been complied with, except in the following respects (a) Standing Order 366 was not complied with in so far as it relates to the number of days from the commencement of the session within which Local Bills may be introduced, but it was suspended by the House to enable the Bill to be introduced and to proceed. (b) Standing Order 364 was not complied with, in that the copies of the Bill which were deposited for public inspection in the Magistrates' Court and in the office of the Hamilton Borough Council were not accompanied by the requisite plans or surveys. Note. —The attention of the promoters having been drawn to the breach of Standing Order 364, they deposited plans for public inspection for eight days and advertised the same twice in a daily newspaper circulating in the Waikato district. The Committee considers that by doing so they sufficiently complied with the intention of Standing Order 364 in regard to giving publicity to their proposals, and the Committee also considers that, at the present time, it is desirable in the public interest that the Waikato Airport should be established. In the circumstances, therefore, it is recommended that the breach of Standing Order 364 be waived. That the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 20th September, 1939.

Local Legislation Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it has carefully considered the same, and taken evidence thereon, and recommends that it be allowed to probeed without amendment. 22nd September, 1939.

Local Legislation Bill (Amendments proposed by His Excellency the Governor-General, and contained in Supplementary Order Paper No. 11). The Local Bills Committee, to which were referred the amendments to the Local Legislation Bill proposed by His Excellency the Governor-General and contained in Supplementary Order Paper No. 11, has the honour to report that it has carefully considered the said amendments and taken evidence thereon, and recommends that they be allowed, to proceed without amendment. Special Report. I have the honour to report that the Local Bills Committee desires to place on record its appreciation of the able and impartial manner in which its Chairman, Mr. J. W. Final Report. I have the honour to report that the Local Bills Committee, consisting ot' ten members, has held twelve meetings during the session, with an average attendance of seven members per meeting. Seventeen Local Bills and the Local Legislation Bill were referred to the Committee, and, with the exception of the Christchureh Metropolitan Milk Bill, all were considered and reported on. 6th October, 1939.
