REPORT.
PART I.—FRIENDLY SOCIETIES. General. Actuary. —Towards the end of the year a Government Actuary's Branch of the Treasury Department was created, and the Actuary, Mr. S. Beckingsale, F.1.A., from the Government Insurance Department, was placed in charge. No doubt when the present problems are out of the way this arrangement should operate to the advantage of friendly societies. King George V National Memorial Fund.—An outstanding event of the year was the response by friendly societies to the Government's appeal for subscriptions to the King George Y National Memorial Fund. As the object for which this fund was raised—the safeguarding of the health of children — bears so close a relation to the prime purpose of friendly societies, it is not surprising that they responded so readily to the appeal. It is most pleasing to record that through the direct channel of the societies (taking no account of members' personal contributions to local Mayors' funds, &c.) no less a sum than £4,400 was raised. Validation. —Validating legislation has been promoted to meet cases where such contributions were paid from the Sick and Funeral Funds of societies or lodges. Auditors. —In Appendix A will be found a list of public auditors approved by the GovernorGeneral for the purposes of the Act. There is evidence that societies and lodges appreciate the skilled services of these auditors, and it is hoped, bearing in mind the magnitude of the funds involved, that still wider use will be made of those services.

Increases. —The forward trend in membership and funds that was remarked upon in the last report has been maintained, the net increase in members being the largest so far recorded.
Per Capita Funds. —As in the previous year, the substantial increase in membership has been responsible for a reduction in the average capital per member, which now stands at £45 7s. Id. Interest— Net interest credited to the Sick and Funeral Funds amounted to £177,761, equal to a rate of £4 6s. lid. per cent., as compared with £4 lis, sd. per cent, during 1936. Sick and Funeral Funds. —The average contributions and interest per member credited to the Sick and Funeral Funds decreased from £3 lis. sd. to £3 9s. 7d., and the cost of sickness and funeral benefits from £1 19s. 2d. to £1 19s. when compared with the previous year. The total net gains in these particular funds for the year amounted to £1 3s. sd. per member. Deaths. —The number of deaths was 1,007, equal to 9-07 per thousand members at risk, as against 951 and 8-95 respectively during 1936. Registrations. There were registered during the past year twenty new branches, as follows—M.U.l.O.O.F. : Loyal Taneatua Lodge, Loyal Taipuha Lodge, Loyal Te Puke Lodge, Loyal Opotiki Lodge, and Loyal Moerewa Lodge (Auckland District). 1.0.0. F. : Waverley Lodge, Hiwa Rebekah Lodge,' Rose of Waikare Rebekah Lodge, and Mountain Spa Lodge. A.O.F. : Court Te Toa and Court Pride of Raglan (Auckland District), Court Lindsay, Juvenile (Hawke's Bay District). H.A.C.8.5.: St. Therese of the Little Flower's Branch (Ngaruawahia), St. Peter's Branch (Beckenham), St. Francis' Branch (Marton), St. Teresa's Branch (Riccarton), Sacred Heart Branch (Eketahuna), St. Denis's Branch (Woolston-Sumner), and St. Patrick's Branch (Fairlie) (New Zealand District). G.U.0.0.F. : Loyal Coronation Branch. There were registered also four isolated friendly societies—Buller Medical Association, Lewis Pass Maruia Road Medical Association, The Public Service Emergency Aid Society, and The New Zealand Medical Benevolent Society. The following registrations were cancelled by request —1.0.0. F.: Southern Star Lodge. 1.F.5.: Inangahua Miners' Accident Relief Association. The following amalgamation was registered—P.A.F.S.A. : St. Albans Lodge with Alexandra Lodge. The total funds of the societies and branches as at the 31st December, 1937, amounted to £5,120,125, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £4,718,816 ; Medical and Management Funds, goods, &c., £401,309. Dividing the total funds by the number of members at the end of the year it is found the average capital per member it now £45 7s. Id. Taking the several years 1928-37, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under : —
These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The following statement shows the disposal of the total funds (including those of the central bodies) as at the 31st December, 1937 : —

Sickness. The number of members sick during 1937 was 22,014, equal to 21-5 per 100 members at risk. The sickness experienced during 1937 was 277,373 weeks, equal to 12 weeks 4 days per sick member, and 2 weeks 4 days for each member at risk. Mortality. A statement of the average mortality experienced during the years 1933-37 is given below, but it takes no account of age incidence : —
Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1937 amounted to £206,699. Divided by the mean number of members, the average for 1937 was £1 17s. 5d., as against £1 17s. 2d. for 1936. The interest and rent received by the lodges and central bodies amounted to £177,761 in 1937, equal to £1 12s. 2d. per member, as against £1 \ 4s. 3d. for 1936. The amount of sickness benefit paid was £166,830 in 1937, equal to £7 lis. 7d. per member sick, and £1 10s. 2d. per member, as against £7 Bs. 2d. and £1 10s. lOd. respectively for 1936. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 12s. in 1937, as against 12s. 2d. for 1936. The funeral benefit paid amounted to £48,739 in 1937, equal to Bs. lOd. per member, as compared with Bs. 4d. for 1936. The total worth of the Sick and Funeral Funds at the beginning of 1937 was £4,116,121, and at the end of the year £4,245,472. The balance of gain for the year was £129,351, or £1 3s. sd. per member, in 1937, as compared with £122,555, or £1 3s. 2d. in 1936. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1937 amounted to £177,761, the average rate being £4 6s. lid. per cent., as against £4 lis. sd. in 1936.

Valuations. In Appendix B will be found a summary of the quinquennial valuations completed by the Actuary during the year ended 31st December, 1937. As in previous years, the sickness and mortality bases adopted in making the valuations were, in general, the New Zealand Friendly Societies' experience, with suitable loadings in the case of female members. The rate of interest employed in each case was 4 per cent. Interest yields ranged from an average rate of 3-86 per cent, to 5.31 per cent, per annum, and, in common with other societies reported on during recent years, were in all cases less than those obtained during the previous quinquennium, while the sickness claims have on the whole, tended to increase.

A detailed valuation report was supplied to each society, but the following summary may be of general interest: — Southland District, M.U.I.O.O.F.—This society consisted of fourteen lodges, each being responsible for the actual cost of sickness benefits paid to its own members, but combining for the purpose of distributing the costs of funeral benefits over the whole district. Seven of the lodges disclosed surpluses aggregating £13,149, while the total deficiencies of the remainder was £6,878. The net surplus over the district was £6,271, an improvement of £9,490 for the period under review after allowing for surplus appropriations during the quinquennium. Sickness claims of male members were 11-7 per cent, below the standard table, while that of female members was 58-6 per cent, above the same standard. The average annual rate of interest over the whole district was 4-80 per cent. Auckland Provincial District, N.I.O.O.F.—The valuation of this society, which comprises two lodges, disclosed a deficiency of £2,579, as against £3,744 at the previous valuation. Although the amount of the deficiency was reduced, there was only a small increase in the ratio of solvency, due to the proportionately large decrease in membership. The average annual rate of interest credited was 3-86 per cent., while the sickness claims, although heavier than in the previous period, were still below the standard adopted in the valuation. Hawke's Bay District, A.O.F. —This district, which consisted of fourteen courts, disclosed a surplus of £9,467, and as the whole of the surplus declared at the previous valuation was used for the purpose of consolidating the securities the improvement during the quinquennium is represented by the amount of surplus now shown. Sickness claims were somewhat heavier than in the previous period, but were still below those expected by the standard table, while the average rate of interest credited was 5 per cent, per annum. South Canterbury District, A.O.F. —The four courts comprising this district each controls its own Sick and Funeral Fund, but reassures funeral benefits with the District Funeral Fund. Three of the courts had surpluses aggregating £11,812, one court a deficiency of £428, and the District Funeral Fund a surplus of £572. This net surplus of £11,956 over the district as a whole was £6,548 better than at the previous valuation, having regard to surplus appropriated during the period. Light sickness claims were experienced, to which three of the four courts contributed, while the average annual rate of interest credited to all benefit funds was 4-84 per cent. New Zealand Central District, I.O.R.—The valuation of this society, which consisted of forty-six tents, disclosed a surplus of £31,530, an improvement of £18,394 after allowing for surplus appropriations during the period. The sickness experienced by male members was 12 per cent, below the standard table, while that of female members exceeded the same standard by 62-5 per cent. The average annual rate of interest credited to the consolidated Sick and Funeral Fund as a whole was 5-31 per cent. New Zealand District, H.A.C.B.S. —Consisting of sixty-six branches, this society showed a surplus of £43,434, this being an improvement of £20,461 after taking into account appropriations during the quinquennium. The average annual rate of interest credited to the consolidated Sick and Funeral Fund as a whole was 5-13 per cent. The sickness claims exceeded those expected by the standard tables by 5-2 per cent, in the case of male members and by 24-9 per cent, in the case of female members, approximately one-half of the branches experiencing heavy claims. Wellington Corporation Tramways and Electric Lighting Friendly Society. —The valuation disclosed a surplus of £2,181, which is £1,542 better than the position at the beginning of the quinquennium, after allowing for surplus appropriations. The favourable sickness experience—l 2-8 per cent, below the standard —was similar to that of the previous period, while the average annual rate of interest credited was 5-25 per cent. Wellington Municipal Employees' Sick Benefit and Death Levy Society. —This society, which was valued for the first time, showed a deficiency of £1,183, due mainly to unfavourable sickness and mortality experience. Had it not been for considerable fluctuation in membership a much greater deficiency would probably have been disclosed. PART lI.—TRADE-UNIONS. One new trade-union was registered during the year —viz., Puponga Coal Miners Society. The registrations of twenty-one unions were cancelled during the year —viz., Christchurch Operative Bootmakers' Society ; New Zealand Union of the Federated Stewards' and Cooks' Union of Australasia ; Wellington Operative Bootmakers' Society ; Grey Valley Coal Miners' Association; New Zealand Federated Wharf Carters', Expressmen's, and Storemen's Union ; Hawke's Bay Operative Bootmakers' Union ; Wellington Eight Hour Federated Union ; West Coast Workers' Trade Union ; The Whangarei Coal Miners' Trade Union ; The Lyttelton Stevedores' Trade Union ; The Wellington Waterside Workers' Union ; The Hikurangi Coal Miners' Trade Union of Workers ; Taratahi Meat Works Employees' Union ; The Auckland Waterside Trade-union of Workers ; The Point Elizabeth State Miners' Trade Union; The Westport Waterside Workers' Union ; The Northern Fishermen's Union ; Wellington Municipal Employees Trade Union ; The Wellington General Merchants Employees Trade Union ; The Taranaki Stock and Station Agents Clerical Employees Trade Union ; The Otago and Southland Stock and Station Agents' Clerical Employees' Trade Union. The following change of name was approved : " Hawke's Bay Accountants' and Sharebrokers' Employees' Guild " to " Hawke's Bay Public Accountants' and Sharebrokers' Employees' Guild." Three partial amendments were registered: New Zealand Locomotive Engineers, Firemen, and Cleaners' Association; The New Zealand Workers' Union ; Hawke's Bay Public Accountants' and Sharebrokers' Employees' Guild. There were twenty unions on the register at the end of the year.
