FRIENDLY SOCIETIES AND TRADE-UNIONS SIXTIETH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES FOR THE YEAR ENDED 31st DECEMBER, 1936.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section 16.

REPORT.

As mentioned in last year's report, Mr. C. Gostelow, F.1.A., assumed the position of Registrar in addition to his duties of Government Actuary. In September Mr. Gostelow relinquished his connection with the Department to take up an appointment under the New South Wales Government. Since that date the actuarial duties under the Act have been carried out by Mr. S. Beckingsale, F.1.A., Actuary to the Government Insurance Department. It is proper for me to point out here that under this arrangement it is not possible to deal expeditiously with the large volume of actuarial work requiring attention. PART I.—FRIENDLY SOCIETIES. General. The membership of friendly societies increased during the year from 103,612 to 108,059, a gain of 4,447, equal to 4-29 per cent. This represents the largest increase in any one year since 1929, while the total membership now shown is the highest in the history of the friendly-society movement in New Zealand, a reflex of the generally improved tone in the community over this period. The total accumulated funds of societies increased from £4,812,787 to £4,956,948, the average capital per meriber being now £45 17s. 5d., as compared with £46 9s. at the end of 1935. The reduction in the average capital per member is entirely due to the comparatively large increase in membership mentioned above. Net interest credited to the Sick and Funeral Funds during the year amounted to £181,279, equal to a rate of £4 11s. sd. per cent., as compared with £4 Bs. 3d. per cent, during the previous year. The average contributions and interest per member credited to the Sick and Funeral Funds increased from £3 9s. lid. to £3 11s. 5d., while the cost of sickness and funeral benefits decreased from £1 19s. sd. to £119s. 2d. The total net gain in these particular funds for the year amounted to £1 3s. 2d. per member. The number of members who died was 951, equal to 8-95 per thousand members at risk, as compared with 887 and 8-64 respectively during 1935. Registrations. H.A.C.B.S. : St. Joseph's Branch (Te Aroha), St. John of the Cross Branch (Whakatane), i.nd St. Michael's Branch (Rotorua), (Northern (N.Z.) District) ; St. Thomas's Branch (Rakaia) and Sacred Heart Branch (Kaikoura) (New Zealand District). There were also three isolated friendly sooietic s—The Wellington District Manchester Unity Independent Order of Oddfellows Hospital Association, Tl e Inangahua Valley Medical Association, and Wharerata Medical Association. The following change of name was approved—" The New Zealand Branch of the Manchester Unity Independent Order of Oddfellows Friendly Society " to "The Manchester Unity Independent Order of Oddfellows (New Zealand) Friendly Society." The position of the Orders in respect of registrations is shown by the following summary as at the beginning and end of 1936.

Rules. The rules of fifty-eight societies and branches were amended during 1936 :— Complete Amendments of Rules registered. The total funds of the societies and branches as at the 31st December, 1936, amounted to £4,956,948, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred tō special funds out of surplus), £4,571,363 ; Medical and Management Funds, goods, &c, £385,585. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £45 17s. sd. Taking the several years 1927-1936 the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under : —

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges.

* The word "lodge" when applied to all societies is to be understood as embracing the synonymous terms " court," " tent," &c, as used in the various orders.

The following statement shows the disposal of the total funds (including those of the central bodies) as at the 31st December, 1936 :—

_ The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States according to the latest received statistics and in the Dominion of New Zealand as at the 31st December,' 1935, arranged in order of membership : —

Sickness. The number of members sick during 1936 was 22,049, equal to 22-4 per 100 members at risk. The sickness experienced during 1936 was 267,614 weeks, equal to 12 weeks 1 day per sick member, and 2 weeks 4 days for each member at risk. Mortality. A statement of the average mortality experienced during the years 1932-36 is given below, but it takes no account of age incidence : —

,_„,,.-,. . ... . Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1936 amounted to £196,804. Divided by the mean number of members the average for 1936 was £1 17s 2d as against £1 16s. 7d. for 1935. The interest and rent received by the lodges and central bodies amounted to £181,279 in 1936, equal to £1 14s. 3d. per member, as against £1 13s. 4d. for 1935. The amount of sickness benefit paid was £163,343 in 1936, equal to £7 Bs. 2d. per member sick, and £1 10s.. 10d. per member, as against £7 7s. Id. and £1 11s. id. respectively for 1935. Viewing .the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 12s 2d in 1936,; as against 12s. 4d. for 1935. ' '.' ■' The funeral benefit paid amounted to £44,253 in 1936, equal to Bs. 4d; per member as compared with Bs. Id. for 1935. The-total worth of the Sick and Funeral Funds at the beginning of 1936 was £3,993,566, and at the end, of the year £4,116421. Valuations. In Appendix B will be found a summary of the following quinquennial valuations completed during the year —namely, Independent Order of Odd Fellows of New Zealand, Aorangi Lodge, 8.U.0.0.F., Court City of Auckland A.0.F., Grand Lodge of Otago and Southland U.A.0.D., and National Division O.S.T. of New Zealand. As in previous years, the bases adopted in making the valuations were in general the New Zealand Friendly Societies' Experience at 4 per cent., with suitable loadings in the case of female members A detailed valuation report was supplied to each society, but the following summary may be of general interest: — 1.0.0. F. of New Zealand. —The valuation of this society, which comprised two hundred and one lodges, disclosed a net surplus of £121,511, as compared with £81,006 at the previous valuation, a net improvement of £59,384 after allowing for surplus appropriations amounting to £18,879. The annual rate of interest credited to the combined benefit funds was 5-29 per cent. The gains from this source and from secessions were offset to some extent by an unfavourable sickness experience. The sickness cost for male members exceeded the expectation by 3 per cent., while that for female members was 76 per cent, above the male standard. Aorangi Lodge, B.V.O.O.F. —Valuation discloses a surplus of £1,454, an improvement of £1,053 after taking into account appropriations during the period. A feature of the experience was the light sickness, the claims being only 70 per cent, of those expected by the standard table, while the interest credited averaged 5| per cent, per annum. Court City of Auckland, A.O.F. (Court out of District). —The surplus in this Court amounted to £2,783, as against £4,552 at the previous valuation, or a net improvement of £1,971 after allowing for appropriations during the period. The financial gains from light sickness and from good interest rates were to some extent counteracted by the unfavourable effect of a light mortality experience. Grand Lodge of Otago and Southland, U.A.O.D. —The valuation comprised twenty-five lodges and a membership of 3,770. The Sick and Funeral Fund showed a surplus of £36,788, and the Special Funeral Funds an aggregate deficiency of £19,810, thus disclosing a net surplus of £16,978 over the benefit funds of the society as a whole. The improvement during the quinquennium, which amounted to £19,985, was mainly due to high interest rates, comparatively light sick claims, light mortality, and to profit from secessions. The average rate of interest credited was nearly 6 per cent., the sick claims, although somewhat higher than in previous periods, were 9f per cent, below those expected by the standard table, while the gains to the Special Funeral Funds owing to light death claims more than counterbalanced a small loss to the Sick and Funeral Fund from this source. National Division O.S.T. of New Zealand. —This society, which had nine branches and 513 members, showed a surplus of £8,468. After allowing for surplus appropriations the net improvement during the quinquennium was £5,562. This improvement was largely due to a good interest return, light sick claims, and to profit on secessions. The sickness cost of male members was 22J per cent, below the expected, while that of female members exceeded the same standard by 50 per cent. A feature of the female sickness is the gradua reduction in the excess claims during the past twenty years.

Fifteen new trade-unions were registered during the year, viz. : The Wellington General Merchants' Employees' Trade Union ; The Wellington Stock and Station Agents' Clerical Employees' Trade Union ; The Auckland Stock and Station Agents' Clerical Workers' Guild ; The Canterbury Stock and Station Agents' Grain and Seed Merchants' Clerical and Allied Employees' Union ; The New Zealand Clerical Workers' (in Employers' Organizations) Trade Union ; The Taranaki Stock and Station Agents' Clerical Employees' Trade Union; The Canterbury Associated Retailers' Union of Office Employees ; The Marlborough Stock and Station Agents' Grain and Seed Merchants' Clerical and Allied Employees' Union ; The Westland Stock and Station Agents' Grain and Seed Merchants' Clerical and Allied Employees' Union ; The Hawke's Bay Clerical Workers' (Employed by Retail Traders) Trade Union of Workers ; Hawke's Bay Accountants' and Sharebrokers' Employees' Guild ; The New Zealand Municipal and General Workers' Union ; The Otago and Southland Stock and Station Agents' Clerical Employees' Trade Union; The Nelson Stock and Station Agents' Clerical Employees' Trade Union ; The Auckland Sugar Manufacturing Industry Technical and Engineering Staff and Office Employees' Trade Union. One partial amendment was registered : New Zealand Locomotive Engineers, Firemen, and Cleaners' Association. There were forty unions on the register at the end of the year. Legislation. Sections 77 and 78 of the Statutes Amendment Act, 1936, amended the Trade-unions Act, 1908, as follows : — " 77. (1) Section six of the Trade-unions Act, 1908, is hereby amended by inserting, after the words ' shall not apply to any trade-union', the words ' registered under this Act'; and by inserting, after the words ' the registration of any', the word ' such '. " (2) The validity of the registration before the passing of this Act of any company or society under any of the Acts specified in the said section six shall not hereafter be questioned on the ground that such company or society is or was a trade-union unless on the date of its registration under any of the said Acts it was a registered trade-union. "78. Section twenty of the Trade-unions Act,, 1908, is hereby amended by inserting, after subsection one, the following subsection: — " ' (Iα) If a trade-union makes default in forwarding to the Registrar the annual returns required by section twenty-eight hereof, the Registrar may send by post to the last known officers of the union a letter inquiring whether the union is in existence, and, if within two months of sending the letter the Registrar does not receive any answer thereto, or receives an answer to the effect that the union is defunct, the union shall for the purposes of the last preceding subsection be deemed to have ceased to exist, and the Registrar may, subject to the provisions of the next succeeding subsection, cancel the certificate of registration thereof.' "
