11l addition to these successes, 4,352 candidates passed sections of the examinations for degrees or for admission to professions; 180 gained certificates of proficiency. There were 280 candidates (including bursary candidates) for the Entrance Scholarship Examination, 32 gaining scholarships, 106 others passing the examination with credit, and 72 qualifying for matriculation. The number of candidates for the University Entrance Examination was 4,610, of whom 2,071 passed the examination.

In compliance with section 22 of the New Zealand University Amendment Act, 1926, the Senate makes the following report to the Hon. the Minister of Education of the proceedings of the University during the past year. The Entrance Board met on 21st August, 1934. Amongst other matters it referred to the Associations of the Secondary Schools, the Registered Secondary Schools, and the Technical High Schools the report of a sub-committee on the definition of history for the Entrance Examination ; it set up a committee to explore the place that science should occupy in these schools, with special reference to the Entrance Examination. It adopted a resolution that the upward limit of age of candidates for Entrance Scholarships be reduced to eighteen years on Ist December nearest the date of award. It resolved to forward to the Professorial Boards a proposal for establishing by means of conferences a liaison between the Professors of the University and teachers in charge of special subjects in the schools. The Academic Board, which met on 30th October, 1934, recommended the amendment of certain statutes and the adoption of regulations governing the award of the Michael Hiatt Baker Scholarship, tenable generally at the University of Bristol; also regulations for the granting of provisional matriculation which will be accepted for the courses in arts, science, commerce (including professional accountancy), music, engineering (mining and metallurgical only), agriculture, architecture, and forestry. The Senate met in Christchurch on 17th January, 1935, and adjourned for the day on 18th January, on receiving the news of the death of the Chancellor, Professor Emeritus J. Macmillan Brown,' M.A., LL.D., who had held the office from 22nd January, 1923, and had been a member of the Senate almost from its inception. From 1874, when he entered upon the duties associated with the chairs of English, Classics, and History, he had exercised a great influence on the shaping of the policy and institution of higher education in New Zealand. Two other former members of the Senate died during the year —Colonel the Hon. W. E. Collins, C.M.G., M.L.C., who for many years held the office of Honorary Treasurer, and Sir George Fowlds, C.8.E.,' President, Auckland University College Council, and Chairman of the Massey Agricultural College Council. Subsequently the Senate elected the Hon. J. A. Hanan, M.L.C., to be Chancellor. The Carnegie Corporation of New York made a grant of 2,500 dollars for University College library facilities and one of 30,000 dollars in decreasing annual instalments to be devoted to adult education. The grant for 1934, 12,500 dollars, was divided equally among the four constituent Colleges. From funds provided also by the Corporation two Fellowships tenable at the London Institute of Education have been awarded to graduates of the University. By the generous benefaction of Mr. George Shirtclifle, of Wellington, the University received the sum of £20,000 to establish and provide from income a Fellowship, a Research Scholarship, and a Graduate Bursary, the donor's object being to assist students of outstanding ability and character to continue their studies, more especially research studies, through which such students might ultimately render valuable service to the Dominion and to the British Empire. The Senate awarded as the third honorary degree that of Doctor of Literature to Mr. Diamond Jenness, M.A., now of the Dominion Museum, Ottawa.

REPORT. In pursuance of the provisions of the Auckland University College Act, 1882, the Council has the honour to make the following report for the year 1934 : — Council. —The only change on the Council has been the appointment by the Governor-General in Council of Mr. G. Grey Campbell in the place of Mr. H. R. Jenkins (resigned). Mention should be made of the loss to the College in the death of Sir George Eowlds. Although he had retired from the Council after the Jubilee in 1933, his interest in the College continued, and his loss is a very real one. Staff. —The four new professors in Classics, English, Mathematics, and History arrived in time for the opening session. Their advent, with their awareness of conditions overseas, has accentuated the limitations imposed here by inadequate finance. In the Department of Economics Mr. H. D. Dickinson, of Leeds University, took the place of Mr. H. R. Rodwell, who had exchanged with him for the year. Through the temporary closing of the Training College, the Chairs of English and Geology were assisted this year by the services of Mr. Shaw and Mr. Laws, and in Music Mr. Hollinrake also has rendered similar valuable service. In both English and Music the innovation of a general lecture every week, free to all students, has been a definite success, and it is hoped to extend this work to other departments. Finance. —The College has, during the past few years, used up its liquid reserves in maintaining the standard of teaching. Accordingly, the amount to be made available in Government grants in the immediate future will effect the work of the College to a marked degree. Library. —Accessions for this year number 3,100 volumes, which include some 1,200 of classics and Old Testament studies bequeathed by Professor A. C. Paterson. An important donation made this year is the Art Teaching Set, which was generously presented by the Carnegie Corporation of New York. The set is designed as reference and illustrative material for those teaching or lecturing in Art. It consists of some 200 volumes (many of them extremely valuable works), and of 2,000 mounted reprints of pictures and photographic studies of architecture and sculpture. Workers' Educational Association. —Statistics for country centres are not ali to hand, but, using a conservative estimate where necessary, enrolments have totalled 1,349 as against 1,675 last year. Of these, approximately 45 per cent, are in city classes, and 55 per cent, in the country. There has been an appreciable increase in the use of Workers' Educational Association facilities by the unemployed, some of the best students coming from this quarter. The library, of over 4,000 carefully chosen books, is taking an increasingly important place in both town and country. The broadcasting of two talks per week from IYA has continued, but present staffing and finance do not permit the adequate handling of this important service, especially at the listening end. The general financial position, though relieved by generous grants from the Carnegie Corporation, cannot but cause anxiety until the Government can be persuaded to accept the responsibility which the Carnegie grants imply.

The Victoria University College Council presents the following report for the yea.r 1934: — The Work of the College : The Staff. —Two vacancies were created on the teaching staff by the resignation of Professor F. P. Wilson and by the resignation of Professor H. H. Cornish on his appointment to the position of Solicitor-General. Professor Wilson has been associated with the College for many years. He was one of the earliest students, served as graduates' representative on the Council for several years, and after acting as Lecturer in Economics and History was appointed Professor of History in 1921. Professor Cornish succeeded Professor Garrow in the Chair of English and New Zealand Law in 1930. The vacancy in the Chair of Mathematics caused by the death of Professor Sommerville in 1934, and the vacancies in the Chairs of History and English Law have been filled. Mr. F. F. Miles, M.A., New Zealand and Oxford, a former Rhodes Scholar and for several years Lecturer in Mathematics, has been appointed to the Chair of Mathematics. Mr. J. Williams, LL.M. (N.Z.), Ph.D. (Cantab.), and a former Travelling Scholar of the University of New Zealand, has been appointed Professor of English and New Zealand Law. Mr. F. L. W. Wood, B.A. (Sydney) and M.A. (Oxon.), has been appointed to the Chair of History. It is expected that these three Professors will prove valuable additions to the staff. The Lectureship in Mathematics rendered vacant by the appointment of Mr. Miles to the Chair of Mathematics has been filled by the appointment of Mr. J. T. Campbell, M.A. (N.Z.), Ph.D. (Edin.). Mr. L. C. King, for several years Demonstrator in Geology, resigned bis position to take up a position in the University of Pietermaritzburg. Owing to the reorganization of the Law Department resulting from the appointment of a fulltime Professor, Mr. Hemery was appointed Lecturer in Evidence and Procedure in 1935 ; and the College had regretfully to terminate the appointments of Mr. Cousins and Mr. Cleary, who had been acting as Lecturers in Evidence and Conveyancing. Accountancy Classes.—A full course in Accountancy was started under Mr. H. R. Fountain, B.Com. (N.Z.), A.1.A.N.Z., Lecturer in Accountancy, and Mr. N. A. Foden, M.A., LL.M. (N.Z.). The classes were largely attended and proved a financial success so that there was no need to draw upon the guarantee furnished by the Society of Accountants. Library : Carnegie Fund. —The year has been chiefly notable in that the first Carnegie Corporation grant of 5,000 dollars for book purchase has been at our disposal. During the year we have purchased out of this fund some 1,600 volumes. Such an addition to our resources can hardly fail to be an inspiration to students and teachers in all departments. Library Extension. —In order to provide accommodation for new books and for readers the extension scheme adopted in 1933 was carried out : a new reading-roo m is now available, and shelving for 10,000 volumes, all immediately accessible to readers. Foundation Professors' Portraits.—The portraits of the four original Professors—for which the College has to thank the unselfish activity of Mr. George Dixon, supported by many old students and members of the Council and staff—were formally handed over to the Council on sth May. The large gathering in the library bore evidence to the great interest taken in the ceremony by graduates and the public generally. The presentation was made by Mr. A. H. Johnstone, K.C. The ode specially composed for the occasion by Seaforth Mackenzie was recited by Mrs. Craig Mackenzie. Accommodation. —The Council would call the attention of the Minister to the urgent need for increased accommodation. Workers' Educational Association.—A grant from the Carnegie Corporation enabled a limited programme of the Workers' Educational Association activities to be carried on during 1934. EXTRACT FROM THE ANNUAL STATEMENT OP THE CHAIRMAN OF THE BOARD OF GOVERNORS. Although to certain of the Council's tenants the year's wool prices brought welcome financial relief and encouragement for the future, others have experienced during the year difficulties that have caused anxiety to them and to the Council. Continued low prices for dairy-produce and unusually adverse climatic conditions, that seriously affected both dairy-farmers and grain-growers, made it impossible for many of them to meet their rent commitments in full. The Council has been compelled, therefore, to give sympathetic consideration to the financial position of a number of its tenants and reductions in rents have been made, payments due have been held over, and relief afforded in other ways. Concessions made, and the large amount of rent outstanding, have greatly reduced the revenue and imposed drastic limitations on expenditure. While it is now possible to make a fairly reliable estimate of the revenue to be derived from endowment lands, the value of outstanding rents remains problematical. As stated in last year's report the significance of the position is evident from the fact that, in 1928, unpaid rents for all endowment lands amounted to £2,460, whereas at the end of 1933 that amount was estimated to have increased to £20,227. This year, however, the amount of rents in arrears has been reduced to £16,580, a decrease due partly to remissions made, and to payments of rents outstanding. Of the total, £16,580, still owing, nearly £12,000 represents the arrears in the College Account as distinct from those on the books of the High Schools, the School of Art, the School of Engineering, the Museum, and the Public Library. No doubt the total amount outstanding will be further reduced, but only undue optimism could hope that the whole will be eventually recovered. The main satisfaction with the present position of the Endowment Income Account is that it has now reached a measure of stability. When many of the present leases were put up to auction competition was so keen because of expanding and profitable markets for primary products that high rentals were offered-—in some cases unduly high —rentals that could be justified only by peak prices. The Council, therefore, has been compelled to readjust rents to bear some relation to the productive capacity of the land and to prices ruling for primary products. Compared with more prosperous times the reductions have meant a considerable decrease in endowment income. During the year the Council was compelled to consider the possibility of retaining the School of Forestry. With great regret the decision was reached that the financial position left no other course open than to suspend the work of the School. When the Minister of Education decided that, for the Dominion, only one School of Forestry was warranted, and that it should be at Canterbury College, the outlook of its success was very encouraging. In addition to an annual Government grant of £1,000 there was a promise of an equal amount that had been allotted to the Auckland School of Forestry would be also available. That expected additional amount was not paid, and eventually official information was received that the annual grant of £1,000 that had been paid for the maintenance of the School at Canterbury College would no longer be made. Had this grant been continued, the School of Forestry could have been carried on, although its scope would have been necessarily restricted. In the circumstances the Council had no option but to suspend the operations of the School, hoping that at some time in the future the value of such an institution would be recognized by the Government and provision made for the resumption of the work that had been so effectively carried out. No reference to the School of Forestry at Canterbury College would be complete without an expression of the Council's appreciation of the unabated zeal and boundless enthusiasm shown by Mr. C. E. Foweraker, Lecturer in Charge, and by Mr. F. E. Hutchinson, Lecturer in Forest Utilization. The success achieved during the School's brief career —and no one can dispute that success —was due entirely to their efforts.

REPORT (ABRIDGED) OF THE CHANCELLOR OF THE UNIVERSITY OF OTAGO. In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour herewith to submit a report on the proceedings of the University of Otago for the vear ended 31st December, 1934. ' The Council—l regret very sincerely that I have to record the death during the year of two valued members of the Council, Mr. J. C. Stephens and Mr. J. C. Thomson. Mr. Stephens had represented the governing bodies of secondary schools since the year 1916. Mr. J. C. Thomson was a member of the Council as a representative of the Southland Education Board from 1920 till the time of his death. Other changes in the personnel of the Council were caused by the resignation of Dr. Inglis, a representative of the Professorial Board, owing to reasons of health, and of Mr. C. M. Gilray, a representative of the District Court of Convocation, following on his appointment as Principal of Scotch College, Melbourne. The vacancies created have been filled by the appointment of Mr. W. R. Brugh to represent the governing bodies of secondary schools, Major Stanley Rice to represent the Southland Education Board, and Dr. R. J. T. Bell to represent the Professorial Board, and by the election of Dr. F. S. Batchelor as a representative of the District Court of Convocation. Teaching Staff. No changes in the Professoriate occurred during the year. I have to report, however, that leave of absence for the whole session was granted, on the ground of ill health, to Dr! Inglis, Professor of Chemistry, and Dr. Elder, Professor of History. Both these Professors, lam glad to say, have now been able to resume duty. Leave of absence was also granted to Dr. A. G. B. Fisher, Professor of Economics, to allow his acceptance for a year of the position of Economic Adviser to the Bank of New South Wales, Sydney. From the staff of lecturers we have unfortunately lost Mr. J. B. (now the Hon. Mr. Justice) Callan, who had filled with distinction the position of Lecturer in Torts since the year 1912, and the office of Dean of the Law Faculty since 1921. He resigned early in the year on his removal to Wellington. The Council also accepted with regret the resignation of Dr. W. S. Fogg, Lecturer in Physiology since 1927. Ihe vacant posts were filled by the appointment of Mr. A. C. Stephens, LL.M., as Dean of the Law Faculty, Mr. F. M. Hanan, LL.M., as Lecturer in Torts, and Dr. Muriel Bell as Lecturer in Physiology. Library.—The Carnegie Corporation of New York in 1931 made the generous offer of a grant of $5,000 per annum for three years and of a possible annual grant of $5,000 for two further years for the purchase of books for undergraduate reading in the Faculty of Arts and Science. A condition of the offer was that the University should send a suitable person abroad for library training at the expense

of the Corporation, and should on his return appoint him as University Librarian. Its acceptance was, with the Corporation's consent deferred, but the Council in July, 1934, appointed Mr. John Harris, B.A. Oxon., to the Travelling Fellowship, and he is now attending a course of training at the London University School of Librarianship. Benefactions. —In addition to the generous gift noted above, the Carnegie Corporation of New York has been responsible for two further benefactions. The first, which is shared with Canterbury College, is a grant for rural-extension work, Home Economics work in Canterbury and Otago to be undertaken by the University of Otago, and cultural work in the two provinces by Canterbury College. The amount of the grant for the whole scheme is $52,500 which will be paid in five annual sums arranged on a declining scale. It is hoped that by the time the grant expires the recognized value of the movement will have made it self-supporting. The second gift from the Corporation comprises a set of records and aids to musical study for the cultural benefit of our students generally. It consists of 824 records illustrating the history of music from Palestrina to the present day, 251 scores, and 129 books on music, with a fine gramophone of the latest type. Another generous gift received during the year was the installation at the expense of the trustees in the estate of the late Sir Thomas Sidey, in accordance with his desire, of a set of chiming bells in connection with the University clock given by him. The chimes were inaugurated by Lady Sidey on 19th June, 1934. Teacher-training.—The Council views with great concern the decision of the Government to concentrate the training of teachers in two centres. It is intended to place certain considerations before the Honourable the Minister of Education which the Council trusts may convince the Government that it is in the general interest of education in the Dominfon that teacher-training should be resumed in each of the four University centres.
