In addition to these successes, 3,949 candidates passed sections of the examinations for degrees or for admission to professions; 144 gained certificates of proficiency. There were 295 candidates (including bursary candidates) for the Entrance Scholarship Examination, 32 gaining scholarships, 99 others passing the examination with credit, and 53 qualifying for matriculation. The number of candidates for the University Entrance Examination was 4,725, of whom 2,223 passed the examination.

In compliance with section 22 of the New Zealand University Amendment Act, 1926, the Senate makes the following report to the Hon. the Minister of Education of the proceedings of the University since the date of the last report. The Entrance Board met on 23rd August, 1932, and considered various matters relative to the Entrance Examinations. It approved of" the general principles underlying the proposals of the Academic Board regarding the school leaving certificate, and the Senate subsequently approved of the proposed School Leaving Examination to be held in conjunction with the Entrance Examination, in the hope that secondary-school pupils would be freed from the burden of examination, particularly those who had no intention of proceeding to the University. The Board set up a committee to report to its next, meeting on the question of altering the basis of award of Entrance Scholarships so as to allow greater specialization. The Council of Legal Education met on the 27th September, 1932, and set up a committee to consider and report to the Council on (1) examinations for admission as barristers and solicitors and all the degrees in law, (2) the system of teaching and examining, and (3) the relation of practical work to college work. . The Academic Board at its meeting on Ist November, 1932, recommended for adoption by the Senate a scheme by which examinations for Honours and Stage 111 subjects of the Arts and Science courses shall be, as far as possible, conducted in New Zealand. To this principle the Senate agreed, authorizing its Executive Committee to prepare the detailed arrangements necessary. In accordance with recommendations of the Academic Board the Senate at its annual meeting on 17th January, 1933, amended or enacted statutes (1) establishing a Senior Scholarship in Agriculture, (2) providing a new course for the M.Agr.Sc. degree, and (3) considerably modifying the course for the B.For.Sc. degree. The officers of the University were re-elected at this meeting—Professor J. Macmillan Brown, Chancellor, the Hon. J. A. Hanan, Pro-Chancellor, Professor T. A. Hunter, Vice-Chancellor, H. E. von Haast, Esq., Treasurer. . A Scholarship to be known as the Michael Hiatt Baker Scholarship, open to New Zealand graduates and tenable at the University of Bristol, has been established by Mr. and Mrs. Hiatt C. Baker in memory of their son,.who perished in the Napier earthquake, 3rd February, 1931. The scholar is to study for one of the degrees of the University of Bristol obtainable by research. The scholarship will be awarded every other year for a term of two years and will be of the annual value of £200. In view of the economic situation generally and of the probable efiect of the high rate of exchange on the future finances of the University, the Senate considered it advisable to withdraw some of its post-graduate and travelling scholarships so that it might be better able to provide for the necessary training of students before they reach the stage from which they might seek opportunities for prosecuting their higher studies abroad.

In pursuance of the provisions of the Auckland University College Act, 1882, the Council has the honour to make the following report for the year 1932 Council. —The Council suffered a severe loss during the year by the death of Mr. Charles Rhodes, who had been a member of the Council since 1924. Mr. Rhodes had been a most valued membei' of the Council, and his untimely demise will leave a place difficult to refill. Staff. There have been various changes on the teaching staff. Owing to the financial position, there has been no appointment as yet of a Professor to the vacant Chair of History, but Mr. W. T. G. Airey, M.A., is acting-head of the Department. Mr. K. E. Bullen, M.A., B.Sc., Lecturei in Mathematics, has gone to Cambridge for two years' post-graduate work. It is pleasing to note that Mr. Bullen has been awarded a research grant in mathematics, and has also been awarded a Strathcona Research Exhibition. Mr. Bullen's work in the Department is being carried on by Mr. D. G. Mawson, M.Sc. The Professor of Chemistry (Professor F. P. Worley) has gone to England on Sabbatical leave. A new appointment is that of Dr. R. A. Robinson, M.Sc., as Lecturer in Physical Chemistry, who will arrive in time to take up work at the beginning of the 1933 session. Carnegie Fellowships have been awarded to the following : The Professor of Physics (Professor Burbidge), the Registrar (Mr. M. R. O'Shea), and the Librarian (Miss A. E. Minchin). Professor Burbidge left for Cambridge shortly after the end of the 1932 session, and will be absent during the whole of 1933. Mr. O'Shea left for America at the beginning of September and is undertaking an intensive study of University administrative methods, and will also visit Great Britain for the same purpose. Miss Minchin is taking a post-graduate course in library science at the University of Michigan. An old student of the College (Mr. R. W. Firth) has been appointed Lecturer in Anthropology in the London School of Economics. Another honour to the College is the award of the Hutton Memorial Medal to Professor J. A. Bartrum, Professor of Geology, for his research work in geology. Finance. —The financial position during the past year has been very difficult and the prospect for the coming year does not appear to be a brighter one. The Council has been forced to economize in every possible direction, and in this has been loyally assisted by the staff. Student Successes. —Senior Scholarships at the 1931 degree examination were obtained in Latin, Greek, French, education, physics, chemistry, geology, and Roman law. School of Architecture. —Official recognition of the school has been granted by the British Institute of Architects. This confers on graduates the right to practise anywhere in the British Empire and the United States. Workers' Educational Association. —Statistics from country centres are not all to hand, but, using a conservative estimate where necessary, enrolments have totalled about 1,987 (city, 765 ; box scheme, about 618 ; correspondence course, about 412 ; Waikato, 192) as against 1,755 last year. The greatest expansion has taken place in the box scheme and correspondence work, there being sixty-three groups this year as against twenty-nine in 1931, and it would have been impossible to run this side of things apart from voluntary clerical help generously given by a number of members. A new departure has been the regular broadcasting of two Workers' Educational Association talks per week from IYA. From the financial point of view great difficulties have been experienced, the final blow coming with the abolition of all Government grants and subsidies as from April, 1932. The generous emergency grant from the Carnegie Corporation, together with an annual sum from University College endowments, have been the main factors in saving the Workers' Educational Association from entire extinction.

REPORT (ABRIDGED). Pursuant to section 44 of the Victoria College Act, 1905, the Council presents the following report for the year 1932 : — The Work of the College: The Staff. —Dr. A. B. Wildman was appointed Lecturer in Zoology in place of the late Dr. Maskell. Professor Adamson was absent during the year on account of ill health. The Librarian, Mr. H. G. Miller, to whom a Library Fellowship was awarded by the Carnegie Corporation, was absent in the United States of America during the remainder of the year fulfilling the conditions of the Fellowship. Miss Phyllis Isaac, Assistant Librarian, has been in charge of the Library during Mr. Miller's absence. Miss Erica Baillie has been appointed temporary assistant for the same period. Workers' Educational Association. —The activities of the Workers' Educational Association were successfully maintained throughout 1932, in spite of the severe restriction in regard to finance. No financial assistance is now being received from the Government, and the work was carried on largely by means of the emergency grant from the Carnegie Corporation and the grant from the National Endowment Fund. A restricted programme of tutorial work was carried out in Wellington City and suburbs, and popular scientific lectures were given weekly to unemployed men at the Wayside Club. The TutorOrganizer was able to report a successful year's work in his district. Two discussion courses, one on " New Zealand Problems " and one on " World Problems " were arranged, and proved highly successful, twenty-six groups being formed for study by this method. Forty-six groups used the box-scheme material hired from Canterbury College. The broadcasting activities of the association were considerably extended, and fifteen series of talks were given from Station 2YA. The Training of Teachers. —As foreshadowed in last report, the Government closed the Wellington Training College at the end of the year. The students whose courses were incomplete were transferred to Auckland and Canterbury, and consequently this College suffered a considerable loss. The loss of facilities for the training of teachers is a loss not merely to the College, but to the youth of this University district. Proposals are at present under consideration by the Council and the Professorial Board for the establishment of a training department similar to those in all the British Universities. Unless, however, this department is recognized and supported by the Government, as is done in Great Britain, it will necessarily be small, and will by no means repair the loss to the College or to the young people of the district. Weir House. —Some sixty-five students are already in residence, and the Council is assured that the munificence of the late Mr. Weir has enabled it to provide a very valuable addition to the corporate life of this University College.

EXTRACT FROM THE ANNUAL STATEMENT OF THE CHAIRMAN OF THE BOARD OF GOVERNORS. I have pleasure in presenting the sixtieth annual report of the Chairman of the Board for the year ended 31st December, 1932. The year has been one of constant anxiety and deep concern because of the continued decrease in revenue derived from the Board's land endowments. The unprecedented economic and financial conditions which prevail throughout the world have been reflected in materially reduced returns for primary products, and most of the Board's tenants, dependent as they are on overseas markets, have been faced with a serious and embarrassing position. At the annual meeting held in July, Colonel the Hon. G. J. Smith, after completing four years as Chairman of the Board of Governors, did not seek re-election. Appreciation was expressed of the valuable services he had rendered while occupying that position, and there is some satisfaction that, as a member of the Board, Colonel Smith's energy, enthusiasm, and keen business insight are still to be retained. Mr. C. T. Aschman was elected Chairman, and Mr. A. E. Flower, Deputy Chairman. During the year under review, Dr. James Hight, Rector of Canterbury College, had conferred upon him the order of C.M.G., a distinction that was generally recognized as a well-earned recognition of long-distinguished service in the cause of education in New Zealand. In February Professor A. Wall, who was appointed to the Chair of English Language and Literature and History in 1898, and whose resignation was referred to in the last annual report, severed his official connection with Canterbury College. He was succeeded by Professor F. Sinclaire, late of the University of Western Australia, who took up the duties of the Chair of English at the opening of the session. Professor Shelley, who had been granted leave of absence by the Board to take advantage of a Travelling Fellowship,' offered by the Carnegie Corporation of New York, to study educational developments abroad, returned in August to resume his duties connected with the Chair of Education. Mr. W. H. Rhodes, M.A. (Melb.), was appointed to the position of lecturer in English vacated by Dr. Helen Simpson, who resigned at the end of the year. Commemoration Day was observed on the 21st April, the address being given by the Right Rev. Dr. Campbell West-Watson, Bishop of Christchurch, on " Spiritual Values in Education." The iubilee of the foundation of the School of Art was celebrated in July. An exhibition of the work of past and present students was opened by Colonel the Hon. G. J. Smith, Chairman of the Board Governors, and this display, together with a programme of social functions and the publication of a booklet dealing with the history of the School of Art, marked the important occasion in an effective manner.

REPORT (ABRIDGED) OP THE CHANCELLOR OF THE UNIVERSITY OF OTAGO. In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour to submit a report on the proceedings of the University of Otago for the year ended 31st December, 1932. The Council. During the year two changes took place in the personnel of the Council. Dr. Marshall Macdonald, having accepted a seat on the Pensions Board, resigned his position on the Council. Dr. Macdonald had represented the graduates since 1920, and during his tenure of office was always a powerful advocate of any reform which he deemed to be in the interests of the University. The second vacancy in the Council was caused through the death of Mr. J. Rennie, 8.A., B.Sc., who also was a representative of the graduates, having served in that capacity for ten years. Mr.' Rennie took a deep interest in the Council's affairs, especially in'those connected with the Home Science School, and for several years he was Chairman of the Council's Home Science Committee. His loss is very deeply regretted. On Dr. Macdonald's resignation the graduates in the first instance elected Mr. C. B. Barrowclough LL.B., as his successor ; but, the Council's Solicitors advising that as a Lecturer in the Law School Mr. Barrowclough was ineligible for a seat on the Council, he immediately tendered his resignation. The Rev. D. C. Herron, M.A., was then elected, and later the Veil. Archdeacon Fitchett was elected m place of Mr. Rennie.

I desire also to refer to a change which took place during the year in the officers of the Council. For twelve years the position of Honorary Treasurer was held by Mr. L. Deans Ritchie, whose work in this office was invaluable. He spared neither his time nor his energy m the interests of the University, and on his relinquishing this post the Council expressed to him its sincerest thanks. Mr. J. Wallace, previously Chairman of the Works Committee, was unanimously elected as Mr. Ritchie's successor. The Professoriate—l regret that I am obliged to report the death of one of our Professors, Dr. Frank Dunlop, who had filled the Chair of Mental and Moral Philosophy since 1914. Dr. Duniop was a distinguished graduate of our University, whose genial temperament made him popular with both students and colleagues. The Rev. J. M. Bates, M.A., has been temporarily appointed to fill the vacancy, and applications have been called for a Professor to commence duty at the beginning of 1934. Board of Control. —I think it desirable to record an important step taken by the Council during the past year with the object of bringing it into closer touch with the students and securing a bet er method of control of social activities. To this end a Board of Control has been appointed. Ihis Board is comprised of representatives of the Council, the Professorial Board, the Lecturers Association, and the Students' Association. The results which have already followed the setting-up of this widely representative Board have been, most satisfactory. Finance.—Owing to the depression, and in accordance with the provisions of the National Expenditure Adjustment Act, the salaries of members of the staff have again been I his reduction enabled the Council to carry on for the year in spite of a considerable reduction m t e Government grant; but grave hardship has been inflicted on the staff, to whom I express my than s for the manner in which they have accepted the situation. I sincerely hope that it will be possible at an early date to restore the emoluments of our teachers to a level consistent with the importance of the duties they have to perform. It is matter for deep regret that this report cannot bear the signature of our late Chancellor, the Honourable Sir Thomas Kay Sidey, 8.A., LL.B., M.L.C., whose lamented death occurred on the 20th May, 1933. Sir Thomas Sidey had been one of the graduates' representatives on the Council since 1899. As a private member, as Vice-Chancellor for four years, and for the last eight years as Chancellor he ha always shown the strongest interest in his old University and m education generally. His personal qualities and his legal and parliamentary experience enabled him to render great service to the University and to the whole community, and his passing-away is felt by all as a most serious loss.
