STATE COAL-MINES (REPORT ON THE WORKING OF) FOR THE YEAR ENDED 31st MARCH, 1931.

Prepared in accordance with the requirements of Section 184 of the Coal-mines Act, 1925.

I have the honour to submit my annual report on the workings of the State Coal-mines for the year ended 31st March, 1931. Liverpool Collieey. Coal-winning. —The gross total output for the year was 131,102 tons 11 cwt., a reduction of 10,317 tons 17 cwt. when compared with the figures of last year. After making allowances for stocks on hand at the beginning of the year and deducting mine consumption and waste, there remained for disposal 133,195 tons 7 cwt. 1 qr., which is accounted for as follows :—

The gross total output from this colliery since its inception amounts to 2,196,842 tons 16 cwt.

Days worked. —During the year the No. 1 Mine worked 204 days and the No. 2 Mine 203 days. The possible working-days based on eleven days per fortnight, and excluding union holidays and pay Saturdays, were 271. The difference between the days worked and the possible working-days is accounted for as follows : Extra holidays at Christmas, 2 ; bins full, delays to shipping, and lack of orders, 29 ; cold bathhouse (No. 1 Mine only), 1 ; flood-water in bathhouse (No. 2 Mine only), 1 ; death of mine employees, 2 ; visit of British Eugby team, 1 ; stop-work meeting re Dobsbn, 1 ; stoppage re shades on electric lamps, 2 ; stoppage re wet - time train being late, 3 ; stoppage re trucker's lamp being stopped (No. 2 Mine only), 1 ; back Saturdays, 26 : totals, No. 1 Mine, 67 days ; No. 2 Mine, 68 days. The days worked at the Nos. 1 and 2 Mines are less by 14f and 13f respectively than those of the previous year. Employees. —In connection with coal-winning the average number of persons employed in and about the mine was 346, made up as follows : Underground —Coal-hewers, 116 ; deputies, shiftmen, and truckers, 132. On the surface —68 men and 30 boys. Expenditure. —The total expenditure in connection with coal-winning for wages, stores, minetimber, and compensation, together with subsidies on railway tickets and cost of coal used on works, amounted to £102,470 17s. 4d. Coal-hewers Average Daily Earnings. —The coal-hewers average daily earnings (gross) were £1 12s. 3d., and after making deduction for stores (explosives) the net return was £1 9s. 4d., an increase of 9d. per day when compared with the previous year. Daily Output. —The average daily mine-output was 645 tons, and the coal-hewers average daily output was 5 tons 19 cw.t. compared with 652 tons and .5 tons 18 cwt. for the previous year. Days worked by Goal-hewers. —The total number of days that could have been worked by coal-, hewers was 28,057, the number worked was 21,962, and the number lost, including those lost through sickness and ,not working on back Saturdays, was 6,095. . Deficiencies. —The total amount paid under the minimum-wage clause was £571 4s. 7d. as compared with £410 19s. 9d. for the previous year. This works out to a cost of l-04d. per ton. Accidents. —During the year there were several minor accidents, but none of a serious nature. The payments made at this colliery under the provisions of the Workers' Compensation Act amounted to £2,504 Bs. Bd. On the output produced this works out to a cost of 4-58 d. per ton, as compared with 4-21 d. per ton for the previous year. Underground Workings. —Operations underground have been carried out on similar lines as those of the previous year, namely : the developing of the No. 2 Mine and the extraction of pillars from the No. 1 Mine. At the No. 1 Mine three sections were worked formerly known as the Stable, West, and Siberia Sections. The two latter were closed down during the year, and all the plant removed therefrom. Work is still being continued in the Stable Section where seven pairs of miners are employed, but it is only a matter of a few months when this will be closed down. In the No. 2 Mine five sections are being worked, known as the Anderson, Kimbell East and West, and the Morgan East and West Sections. The Anderson Dip Section is opening up well, the coal produced being of excellent quality and thickness. The Kimbell east level was extended during the year, also rise headings in a northerly direction from it. In the extension of the main level water has been freely given off from the roof of the seam. In addition to water, feeders of gas were frequently met.with from breaks in the roof. Workings to the rise from the Kimbell east and west levels were also extended during the year. The workings in the Nos. 3, 4, and 5 banks east reached the point where the seam became unworkable, and, in consequence, pillar-extraction is now in operation in the two former banks. In the west section work was confined to the extending of the workings of the Nos. 2 and 3 banks in the direction of the workings at the No. 1 Mine. Some of these places have reached the point where a barrier pillar has to be left between the two mines, and the time is not far distant when pillar-extraction will be commenced in this section. Morgan Seam. —The Morgan east level was worked, continuously throughout the year, the seam gradually reducing in thickness as the level was extended, the thickness now being approximately 6 ft., as compared with 20 ft. and over some distance back from the face. The workings to the rise from the east and west levels were also extended towards the point where a barrier pillar has to be left between the Nos. 1 and 2 Mines. Although some of the places have been driven the required distance to where the barrier pillar is being left, it will be some time yet before pillar-extraction will be commenced in this seam. It is a great pity that the coal from this seam is of such a friable nature, for, as a result of this, O J 7 1 1 the percentage of small is exceptionally high. Stone Dusting. —Work under this head has been regularly carried out during the year ; 104 ton s of stone-dust was used for this purpose. The number of samples analysed from the various zones in the mines was 473. In addition to the latter, 100 samples were analysed from co-operative parties' mines. Surface Works. —The whole of the plant, machinery, and buildings have been maintained in good and efficient state of repair. The new double-inlet Sirocco ventilating-fan, also the steam-driven air-compressor which were referred to in my last report, were put into commission during the early part of the year, and are giving entire satisfaction. Exploratory Work. —Under this head a considerable amount of work has been carried out in tracing and stripping coal outcrops on the reserve between the Nine and Ten Mile Creeks. Along the face of the cliff overlooking the Ten Mile Creek coal outcrops have been traced for a distance of

approximately 70 chains. In this distance, however, there is a fault with a displacement of from 350 ft. to 450 ft., thus dividing the area into two blocks which are known as A and B. In Block A three seams have been traced for distances varying from 20 to 26 chains. The top seam in this block varies in thickness from 16 ft. to 18 ft., and is situated at an altitude of 1,240 ft. above sea-level at its highest point and 1,085 ft. at its lowest point along the face of the cliff. The second seam is situated about 70 ft. below the top one herein referred to, and the thickness of this seam also varies from 16 ft. to 18 ft. These two seams have been traced from fault to fault a distance of about 26 chains. The third seam in this block is situated about 550 ft. below the second one. It has been traced for a distance of approximately 20 chains, the thickness varying from 6 ft. to 12 ft. In Block B the seams are situated at a much higher level than in Block A, owing to the displacement of from 350 ft. to 400 ft. The top seam in this block, which has a varying thickness up to 21 ft., has been traced for over 40 chains along the face of the cliff. The second seam has also been traced a similar distance, but unfortunately becomes intersected with bands of stone at a point about 20 chains east of Wafer's Spur. Work is still in progress prospecting the third seam. Prospecting work so far carried out has been of a satisfactory nature, but in order to thoroughly prove the area it will be necessary to put down several bore-holes between the cliff overlooking the Ten Mile Creek and the valley of the Nine Mile Creek. With this object in view arrangements have been made for the work to be carried out. The coal in this area much resembles that worked at the old Point Elizabeth Colliery, and should be a first-class house-coal, the analysis being as follows :—

In connection with the work generally carried out on this area it would not be out of place to mention that owing to the precipitous nature of the country, together with the exceptionally bad weather experienced during the greater part of the year, the same progress has not been made as would have been made under more favourable conditions. James Colliery. Coal-winning. —-The gross total output for the year was 42,391 tons 1 cwt., a reduction of 1,573 tons 12 cwt. when compared with the figures of last year. After making allowances for stocks on hand at the beginning of the year, together with coal purchased, and deducting mine consumption and waste, there remained for disposal 42,061 tons 16 cwt., which is accounted for as follows :—■

The gross output from this colliery since its inception amounts to 285,839 tons 10 cwt.

Bays worked. —The mine during the year worked on 2SBj days, being L 6 days more ba&n the previous year. The possible working-days, based on eleven days per Fortnight and excluding union holidays and pay Saturdays, were 271. The difference between the days worked and the possible working-days is accounted for as follows : Extra holidays at Christmas, 2 ; back Saturdays, 26 ; shortage of wagons, 2 ; visit of British Rugby team, 1 ; stop-work meeting re Dobson, 1 ; death of mine employee, i day : total, 32 J days. Employees. —In connection with coal-winning the average number of persons employed in and about the mine was 78, made up as follows : Underground —Coal-hewers, 31 : deputies, shiftmen, and truckers, 28. On the surface—ls men and 4 boys. In addition to those employed on coalwinning there were on an average 7 men and 2 boys employed on prospecting work, making a total for the colliery of 81 men and 6 boys. Expenditure. —The total expenditure in connection with coal-winning for wages, stores, minetimber, and compensation, together with cost of electric power and coal used on works, amounted to £28,148 2s. 10d., an increase of £1,304 11s. 7d., when compared with the previous year. In addition to the amount expended on coal-winning, £1,204 os. 10d. was expended on prospecting work between the Nine and Ten Mile Creeks, also, the crossing of a fault in the mine. Coal-hewers' Average Daily Earnings. — The coal-hewers' average daily earnings (gross) were £1 12s. lid., and after deducting stores (explosives) the net return was £1 6s. 7d., an increase of lid. per day compared with the previous period. Days worked by Coal-hewers. —The total number of days that could have been worked by coalhewers was 8,115 ; the days worked were 6,885|, and the number lost, including those lost through sickness and not working on back Saturdays, was 1,229f. Daily Output. —The average daily mine-output was 175 tons 15 cwt., a reduction of 21 tons 11 cwt. per day compared with last year. The average daily output per coal-hewer was 6 tons 1J cwt., an increase of 3f cwt. per day when compared with the previous year. Deficiencies. —The total amount paid under the minimum-wage clause during the year was £341 Is. Bd. This works out to a cost of l-92d. per ton. Accidents.— During the year there were a few minor accidents, but not any of a serious nature. The payments made at this colliery under the provisions of the Workers' Compensation Act amounted to £598 ss. On the output produced this works out to a cost of 3-38 d. per ton. Underground Workings. —The output from this colliery was obtained from the development of workings in the crosscut section, and the extraction of pillars from the old dip and east-level sections. The work of pillar-extraction in the two latter sections has been completed, and the old workings flooded. In the crosscut section development work consisted of the following : (a) Extension of the south level and the workings to the rise towards the fault; (b) the opening up of a dip section from the east level and the extension of workings in the direction of Canneli Creek. With the exception of a stone band in the seam near the roof in the south-level section, the seam has been fairly uniform both in quality and thickness. In the dip section the seam has been fairly uniform in thickness, but somewhat variable in quality. In the dip heading also in the levels to the right the coal has been hard and of good quality. In the levels to the left of the dip heading the coal has been soft, and in consequence very little screened coal was produced from these places. This belt of soft coal appears to be about 3 chains wide, and arrangements will be made to drive as few places as possible through it. The main dip heading in this section is within 3 chains from an upthrow fault which has a displacement of approximately 190 ft. A good deal of surface prospecting work has been carried out along the line of outcrops beyond the fault, and it is regrettable to report that the area in this locality is so intersected with faults, and the areas between the faults are so small that it is doubtful whether further development in this direction is warranted. In addition to the last-mentioned area, prospecting drives were also driven on some outcrops on the south-east side of the present mine-workings. The seam in the prospecting-drives was of a good workable thickness, but the quality of the coal was poor owing to the high sulphur content. Genebal. The output from the Liverpool Colliery is 10,317 tons 17 cwt. less than the previous year, and that of the James Colliery 1,573 tons 12 cwt. less. The loss of output at the Liverpool Colliery is due to a reduction in the number of working-days, also to the average number of coal-hewers employed being less than the previous year. The number of days worked at the James Mine is greater than that of the previous year, but the average number of coal-hewers is less, thus accounting for the reduction in output. In conclusion, permit me to say that the members of the present staff have performed their duties in a satisfactory manner ; and I am also indebted to yourself for valuable services rendered in connection with several matters concerning the mines.
