ORDERS OF REFERENCE. Extracts from the Journals of the House of Representatives. Wednesday, the 18th Day.or July, 1928. Ordered, " That Standing Order No. 219 be suspended, and that a Select Committee be appointed, consisting of eleven members, to consider all matters relating to school-teachers, education, and public instruction generally, publicschool training of teachers, higher education, technical education, manual instruction, and such other matters affecting education as may be referred to it; to have power to call for persons and papers ; three to be a quorum : the Committee to consist of Mr. Armstrong, Mr. Atmore, Mr. Bellringer, Mr. Forsyth, Mr. Fraser, Mr. H. Holland, Mr. Hudson, Mr. W. Jones, Mr. Potter, Mr. Sidey, and the mover." —(Hon. Mr. Weight.) Tuesday, the 31st Day of July, 1928. REPORTS. No. 30.—Petition of William Stirling, of Blackball. Praying that broken service be counted for teachers' superannuation purposes. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for most favourable consideration. The Committee is further of opinion that the whole question raised by this petition should be reconsidered. 10th August, 1928.

Music-teachers Registration Bill. I have the honour to report that the Committee has carefully considered the above Bill, and recommends that it be allowed to proceed, with the amendments shown on the copy of the Bill attached hereto. 16th August/1928.

No. 2. —Petition of Alexander Murray Cowan, of Kumeu. Praying for an allowance, by way of a pension or otherwise, on account of services rendered as a school-teacher at Niue. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for consideration. sth September, 1928.

No. 15. —Petition of Ernest Goodall, of Dunedin. Praying for redress owing to an alleged injustice to his daughter whilst a trainee at the Dunedin Training College. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration, on the grounds that the petitioner's daughter rendered a public service in giving evidence at the request of the Police Department which led to the arrest and conviction of Abraham Alfred Isaac Leonard Lind. One of the resultant effects of her action was undoubtedly to aggravate her illness and to contribute to her present unfortunate position. sth September, 1928.

No. 211. —Petition of Mrs. S. H. Murphy and 38 Others, of Pahiatua. Praying for compensation for death of son by accident at school. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. sth September, 1928.

No. 44.—Petition of Mrs. Emma Todd, of Coutt's Island, Christchurch. Praying for certificate as a teacher, or for compensation. I am directed to report that the Committee has no recommendation to make. 25th September, 1928.

No. 60.—Petition of Robert Stout, of Belvedere School, Carterton. Praying for recognition of former services as a school-teacher in connection with superannuation. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. 25th September, 1928.

No. 179. —Petition of Thomas Richard Cresswell, of Wellington. Praying for relief by way of making provision for reasonable superannuation. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for most favourable consideration. 25th September, 1926.

No. 196.—Petition of Jessie J. N. Macintosh, of Lyttelton. Praying that her back services may count for teachers' superannuation purposes. I am directed to report that the Committee has no recommendation to make. 25th September, 1928.

No. 229. —Petition of Robert Edward Jamieson. Praying for restoration to the Teachers Superannuation Fund on the basis of his original membership. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for serious consideration, together with similar petitions already considered by this Committee. 25th September, 1928.

No. 242. —Petition of Mark W. Coates, of Aukopae, Taumarunui. Praying for an inquiry and relief in regard to alleged injuries received by his son whilst a pupil at the Wanganui Technical School. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration, and that the Government, in association with the Technical School Board, should pay a compassionate allowance to the parents, and make suitable arrangements for the boy's education and future welfare. 25th September, 1928.

New Zealand University Amendment Bill. I have the honour to report that the Committee has carefully considered the above Bill, and recommends that it be allowed to proceed, with the amendments shown on the copy of the Bill attached hereto. 9th October, 1928.

No. 290.—Petition of Mary A. Anderson, of East Gore School, Southland. Praying that former service as a school-teacher count for superannuation allowance. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for consideration, such consideration to be similar to that already recommended by this Committee in other cases on the same subject. 10th October, 1928.

Special Report. I have the honour to report that the Education Committee desires to record its hearty appreciation of the able and tactful manner in which the Chairman, Mr. Hudson, has controlled the business of the Committee during the session. It further desires that this resolution shall be recorded on the minutes of the Committee and reported to the House. T. K. Stdey, 10th October, 1928. Member of the Committee.

Special Report. I have the honour to report that the Education Committee desires to record its satisfaction at the efficiency and coutesy shown by the Clerk, Mr. Pasley, in the discharge of his various duties during the session, and trusts that the necessary steps will be taken to ensure his return to the Committee next year ; and it also desires that this resolution shall be recorded in the minutes of the Committee and be reported to the House. 10th October, 1928.

Final Report. I have the honour to report that the Education Committee, consisting of eleven members, has held ten meetings during the session, with an average attendance of eight members. The Music-teachers Registration Bill and the New Zealand University Amendment Bill were fully considered and reported to the House. Sixty-five petitions, the majority of them dealing with the adjustment of salaries of women teachers, were also considered and reported on. 10th October, 1928. R. S. Hudson, Chairman.
