FRIENDLY SOCIETIES AND TRADE-UNIONS. FORTY-FIRST ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES FOR THE YEAR ENDED 31st DECEMBER, 1917.

National Provident Fund and Finance Act, 1916. The system of benefits established in co-operation with the National Provident Fund has been in operation for the first year. It was hardly to be anticipated that the annuity tables could, in the present war conditions relating to new entrants, lie extensively promoted by the societies. The appreciation of the liberality of the tables, however, is clearly evidenced in some societies, a fact which indicates that the delay in taking up the benefit more generally is not due to any demerit of the scheme, itself. The administration of the maternity side of the system has been satisfactorily established, and the policy and methods of the National Provident Fund Board in dealing with these claims have given satisfaction to the societies. Reinsurance op Death Benefits Fund. The operations of the above fund, established by the Department to secure friendly societies from abnormal war mortality risks, show for its first year a fairly favourable experience. The premium rate fixed by the Board has so far proved adequate, but with the uncertainty that is inseparable from war experience no reduction in rates would be advisable or safe. For the year ended 31st March, 1918, the total premiums paid and due from societies were £14,305, to which is to be added the pound-for-pound subsidy of the State, making a total revenue in the fund of £28,6.10. During the same period claims paid and credited amounted to £20,165. As there were risks still outstanding this sum does not represent the full liability for the year, but the figures quoted indicate fairly safe margin. Soldier Members' Contributions. The question of soldier members' contributions, which in many societies may be regarded as an accumulated deficiency, is now reaching a serious stage, the ability of members to maintain the extra levies required to make these contributions good, having in many societies been exhausted.

As the result of representations to the Hon. the Minister the Registrar was directed to furnish a report as to the estimated liability to the .societies' benefit funds on account of these contributions. In pursuance thereof special forms were issued to all lodges, asking for the particulars relative to soldier members, as to Reinforcement, rate of contribution, benefits, date of discharge, death, &c. When these are received it will be possible to submit to the Minister the necessary data for presentation to Cabinet. Soldiers' Sick-pay. The result of inquiries goes to show that very few societies are paying sick-pay in respect of sickness while " on active service." In view of the nature of these claims, and the difficulties of administering the payments in terms of the rules, it is satisfactory to find that the, societies as a whole have realized the danger of imposing on their funds liabilities they were never meant to carry. In societies that have agreed to pay these allowances the amounts of some of the claims received sufficiently prove the wisdom of annulling the allowances while on active service; in fact, these payments are really not sick-allowances at all, as the member in many cases does not receive them while he is sick, but draws a lump sum on his return. During his military service he is on full military pay, sick or well, and in receipt of the best medical and hospital attention, so that in the average case there is no need for the society to mulct itself in a liability the extent of which cannot be even estimated, but which would have a most disastrous effect on Sick Funds- especially branch Sick Funds. It is noteworthy that for war purposes the consolidation of the risks into central funds has been much in favour, even in societies which have not acknowledged its advantages in normal times. The question might well be asked why it would not be desirable to apply the same elements of safety and strength to all benefit funds of a society in place of the scattered units, which clearly cannot face abnormal conditions in the same manner as a consolidated fund. An interesting judgment was recently given in the Magistrate's Court, Dunedin, relative to the sick-pay claimed by soldier members on active service, which is quoted hereunder : In the Magistrate's Court Mr. .1. R. Bartholomew, S.M., delivered his reserved judgment in the case John Simmonds (Mr. A. 8. Adams) v. Albert Henry Shelton, secretary of the Tvanhoe Lodge, United Order of Druids (Mr. Tonkinson). The chief point at issue was whether an invalided soldier, before being discharged from the New Zealand Expeditionary Poroe, is entitled to receive sick-pay from a friendly sooiety of whioh he is a financial member. Plaintiff claimed that, as a financial member of this lodge, he was entitled to the benefit of sick-pay from the 27th February at the rate of £1 per week. On the 4th March the defendant, as lodge secretary, disputed the claim and refused to recognize it. It was admitted that plaintiff was entitled to sick-pay after his discharge from the Forces. The Magistrate agreed with the contention that under the lodge's rules the mere receipt of pay or wages did not debar a member of the lodge from receiving sick-pay. The sole question was whether the member was able to follow any occupation. To determine whether the plaintiff was unable! to follow " the occupation of a soldier " one had first to ascertain the meaning involved in that expression. This was to.be ascertained not by any preconceived notion as to the nature of a soldier's duties, but the nature of the plaintiff's service was to be decided by the terms of his engagement. His duties and obligations were set out in the Expeditionary Forces Act, 1915. Section 6of that Act states : " All men of an Expeditionary Force shall at all times be under an obligation of military service whether in or out of New Zealand." Section 9 provided for the period of enlistment, section 10 for the date of commencement of service, and section 14 for the discharge from service. It was to be further noted that by section 7 all members of the Force were deemed to be on active service while out of New Zealand. Plaintiff then, while invalided and out of New Zealand, was engaged on active service!. The Magistrate did not think it was competent for a civil authority to draw a distinction between the different classes of military orders which might be given to a soldier according to his situation or physical condition. All orders were equally obligatory on him, and obedience to them was the essence of his service. Membership of the Force and submission to orders, and not individual capacity, constituted the attribute of service. Plaintiff's occupation, therefore, could not be said to have been to perform any particular duties, but to serve as a member of the Forces. Until his discharge he served as such member, and accordingly his occupation continued to such time. The further question arose whether the medical certificates were conclusive when they stated that plaintiff was unable to follow his occupation. The certificates were not in the form provided by the rules of the lodge. The prescribed form was a certificate that a member was unable to follow any occupation. One of the certificates stated that plaintiff was unable to follow his usual occupation, and the other " his occupation." There were also other important omissions. The form of the certificate and the footnote required that the specific sickness must be stated. Neither certificate supplied contained this information, but, even if the certificates had been in proper form, he did not think they would have been conclusive in the circumstances of this case. The function of a medical certificate was to determine medical and not legal questions. Therefore judgment would be given for defendant, with costs £1 Is. After-discharge Sioknbss. The return to civil life of soldier members on discharge from the Military Forces is bringing up in acute form the. heavy liability to be expected on account of these members' sickness. Societies may exempt themselves from paying for sickness during active service, but there is no such exemption from after-discharge liabilities, which must be met under the societies' rules. These payments constitute an additional burden on the funds, which will in some cases be seriously affected if there is an excessive experience of such sickness. The Department has taken steps to ensure that all societies shall keep a correct record of afterdischarge sickness in compiling the annual returns, in order that the experience may be separately dealt with by the Actuary. The Registrar is also in communication with the British authorities with a view to obtaining from the vastly larger experience in Great Britain information that will enable the Department to assess the measure of additional liability to be expected under these conditions.

Consolidation of Funds. The consolidation policy continues to bo adopted by fresh societies every year, and societies so constituted now represent somewhere near half the total membership. The, change is becoming so general that the question of amending the friendly societies legislation in order to meet the constitutional alterations in the status of societies and branches must before long be considered. It is clear that, if the consolidation of the branch Sick Funds throughout the various societies is effected, the old-established branch organization, with its separate legal responsibilities, becomes more or less out of date. Under the present Act a branch means " a number of members of a society under the control of a central body, and having a separate fund administered by themselves or by a committee or officers appointed by themselves, and bound to contribute to a fund under the control of a central body." In most of the consolidations that have taken place the branches have been left with a small Management Fund, although in some instances there may be funds representing surpluses which have been retained by the branches. On the whole, however, the machinery required for the administration of branch Sick Funds when they were self-controlled is now unnecessary, and consolidated societies could probably effect some economies in general expenses if the legal changes were made to conform with the present practice. The number of annual returns to the Registrar , , for instance, could be reduced to one from the society as a whole. These consolidated societies are now practically in the condition of what is known as " centralized " societies, and the branch members in the various parts of the country outside the central body have more or less the characteristics of agency groups. Special Meeting in Teems of the Act. In conformity with an application from the requisite number of members of the Wellington Working-men's Club and Literary Institute the Registrar called a special meeting of the members in terms of section 73 of the Friendly Societies Act, 1909. As these powers of the Registrar do not appear to have previously been brought into operation in New Zealand the procedure is of sufficient interest to warrant its record. The circumstances leading up to the meeting were as follows : An election of officers in this Club had, owing to irregularities in holding it, been declared illegal. The Club was consequently without officers other than the trustees, whose powers of administration were limited. There was no provision in the rules for calling a special meeting unless on application to the President, but no such officer existed. As the ordinary annual meeting at which an election could be held was some time ahead an impasse appeared to have been reached, and there was a clear case for special action in (order that the Club's affairs might be brought under responsible management. With the consent of the Minister, therefore, I called special meetings to adopt and confirm the necessary amendment of rules authorizing an election of officers forthwith. 1 attended both meetings, explained the position to the members, and required them to appoint a chairman of the meeting, to whom 1 handed a letter of instructions for his guidance. As 1 did not consider my official functions extended any further I then decided to withdraw, but at the request of the meeting remained until the business was completed, and gave advice through the Chairman on such matters as I regarded within my official scope. The same person , was elected Chairman at the confirmatory meeting subsequently held. The Chairman's reports are attached in Appendix 1. The new rule was thereupon registered, and the necessary election of an Executive followed. The circumstances in this case rarely occur as they happened under the rules of this Club, but the invocation of the Registrar's powers under this section of the Act was the only means of legally adjusting this difficulty. Staff. I have to record with regret the loss of two promising young officers, killed at the front Messrs. It. F. Weenink and A. Whelan. As in other branches of business the staff is largely maintained by female officers, there being now a larger proportion of women in the Department than of men, a reversal of pre-war conditions. Actuarial. An important change in the staff has to be recorded in the promotion and transfer of Mr. A. T. Traversi, A.1.A., Actuary of the Department, to the position of Assistant Actuary of the Government Life Insurance Office. Mr. Traversi has been associated with this Department and the work of the societies during a most eventful period. He has taken a considerable part in effecting improvements in the societies' actuarial standards, and his lucid and practicable reports have been the means of inculcating in many societies a closer knowledge of the inner workings of the finances of these institutions. During his time of office a distinct advance has been made in the direction of financial soundness and efficiency. Mr. C. E. Gal way, A. LA., of the Government Life Office, was appointed to the vacancy, and commenced duties on the Ist August, 1917.

OPERATIONS OF NEW ZEALAND FRIENDLY SOCIETIES. Registrations. There wore registered during the past year 8 new societies and branches, distributed aiming the various orders as follows : H.A.C.8.5., 6 lodges ; isolated friendly societies, 2. The following registrations were cancelled by request : — M.U.1.0.0.F. : Loyal Queen of the West Lodge (Southland District). U.A.O.D. : Oraka Lodge (Grand Lodge of Otago and Southland District, New Zealand). I.F.S. : Waihi United Friendly Societies Hospital Conference. The rules of 55 societies and branches came under revision in one form or another for amendment during 1917. The total funds of the societies and branches as on the 31st December, 1917, amounted to £2,052,753, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £1,898,129 ; Medical and Management Funds, goods, &c, £154,624. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £29 17s. *Tho word "lodge," when applied to all societies, is to be understood as embracing the synonymous terms " court," " tent," &c, as used in the various orders.

Taking the several years 1908-191.7, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under : -
These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The following statement shows the disposal of the total funds (including those of the central bodies) as on 31st December, 1917 : —
The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States and in the Dominion of Now Zealand, according to the latest received statistics, arranged in order of membership : —
Sickness. The number of members sick during 1917 was 9,950, equal to 14-34 per 100 members at risk. The sickness experienced during 1917 was 118,216 weeks, equal to .11 weeks 5 days per sick member, and 1 week 4 days for each member at risk. Mortality. The following statement of average mortality experienced during the years 1913-17 is given herewith, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1917 amounted to £117,999. Divided by the mean number of members the average was £1 13s. 10d., as compared with £1 10s. id. in 1916. The interest and rent received by the lodges and central bodies amounted to £86,147 in 1917, equal to £1 4s. 9d. per member, as against £1 2s. lid. for 1916. The amount of sickness benefit paid was £76,633 in 1917, equal to £7 14s. per member sick, and £1 2s. per member, as against £6 18s. 3d. and £1 Is. Id. respectively for 1916. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 12s. lid. in 191.7, as compared with 13s. in 1916. The funeral benefit paid amounted to £47,907 in 1917, equal to 13s. 9d. per member, as compared with 7s. 6d. for 1916. The total worth of the Sick and Funeral Funds of 730 lodges at the beginning of 1917 was £1,742,212, and at the end of the year £1,829,531. The balance of gain for the year was £87,319, or £1 ss. Id. per member in 1917, as compared with £85,614 or £1 3s. lid. in 1916. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1917 amounted to £86,147, the average rate being £4 18s. 10d. per cent., as against £5 in 1916. Trade-unions. One trade-union was registered during the year—viz., The Federated Agricultural and Pastoral Workers' Union of New Zealand, Wellington. The following registrations were cancelled : By request —The Patea Watersiders' and General Labourers' Union ; The Otago Artificers' Trade Union. There were 30 unions on the register at the end of the year. The following change of name was registered : " New Zealand Locomotive Engine-drivers', Firemen, and Cleaners' Association " to " New Zealand Locomotive Engineers', Firemen, and Cleaners' Association." Incorporated Societies Act. During 1917 there were 56 societies, clubs, or associations incorporated under this Act, and amendments of rules of 40 societies were accepted. Twelve societies were dissolved. On the 31st December, 1917, there were 1,095 incorporated bodies on the register. A classification of these societies gives : 434 sports clubs ; 299 automobile, social, and musical clubs ; 187 professional, commercial, industrial, &c. ; 84 public hall societies ; and 91 miscellaneous. REPORT BY THE ACTUARY. To the Registrar. 29th August, 1918. The work of valuation suffered considerably during the year from staff changes, due largely to the war, causing a shortage in the number of experienced officers employed. The same mortality and sickness basis has been adopted for valuation purposes as in previous years-viz., the experience of New Zealand friendly societies up to age 70, and Button's English Sickness Tables and Farr's Healthy English Mortality Tables after that age, with modification in special cases. Particulars of the valuations completed are given in Appendix V. The societies valued during the year comprise—(I) The Lyttelton District, M.U.1.0.0.F. ; (2) the Auckland Provincial District N.1.0.0.F.; (3) the Aorangi Lodge, Wellington, 8.U.0.0.F. ; (4) the New Zealand Central District 1.0. R., a partially consolidated society ; (5) the Southland District M.U.1.0.0.F. ; and (6) the Hawke's Bay District A.0.F., which has taken steps since the valuation date in the direction of the consolidation of its Sick and Funeral Funds. The valuation results may be briefly summarized as follows : (I) and (6) are completely solvent ; (2) shows an unsatisfactory financial position, due to an inadequate scale of contributions, and to adherence to the generally discarded method of equal contributions for all ages ; (3) is operating under a rather low scale of contributions, but shows an improved position, due to high interestearnings and the stationary character of the membership ; (4) had a large deficiency, chiefly due to a considerable influx of new members under an inadequate contribution scale, which has, however, been since increased ; while (5) shows an improved position. There are evidences of a progressive policy in some of the societies valued, as both (1.) and (5) adopted improved scales of contributions prior to their present valuation dates, and in the case of (4) the scale of contributions in force in 1907 has been twice increased —namely, in 1911 and 1913. Good interest-earnings have also been obtained by most of these societies, and there has been a notable improvement in this respect in the case of (5). Speaking generally, the sickness and mortality experienced in the societies valued were below the standard rates. The periods reviewed hardly came within the scope of the war. The question of the prospective effect of the war on friendly-society finance generally has been dealt with in previous reports on the subject. It may be said, however, that the loss to a society from mortality on active service is roughly indicated (if reinsurance has been effected) by the levies it pays for reinsurance of all members at the front, against which must be reckoned the contributions received on account of such members for their funeral benefits, as well as the liabilities released in respect of those who die. The loss will be fully disclosed in the first valuation after the war. Any loss from the waiving of soldiers' contributions to the Sick and Funeral Funds would show at the same valuation. As regards sickness, apartjfrom the few cases where sickness allowance is paid to soldiers on active service, there will be a prospective extra liability on account of soldiers returning temporarily or permanently impaired in health ; this factor will also affect the course of the post-war mortality. These post-war factors are practically incommensurable, and a considerable number of years may have to pass before the effects are fully disclosed. C. E. Galwey, Actuary.

APPENDIX I. Wellington Working-men's Club. The Registrar, Friendly Societies. I have to report that, in terms of section 73 of the Friendly Societies Act, 1909, a special general meeting of the club was held on Friday, 21st December, 1917, at 8 p.m. About 106 members were present. The first business of the meeting was to elect a chairman. Mr. MoCann moved and Mr. Finucane seconded the nomination of Mr. Bruce. Mr. Guyton moved, and Mr. Guppy seconded, That Mr. Lew Brown be chairman. After a division Mr. Bruce was declared chairman. Mr. Bruce then assumed the chair, and thanked the members for the honour they had conferred on him. Mr. Bruce then moved, That Mr. Hayes (Registrar) be requested to stay until the business of the meeting is finished. This was seconded by Mr. George Lindsey and carried. Tho chairman read to the meeting a memorandum addressed by the Registrar, and the notice calling the meeting, also the following : — " Draft Amendment of Rules on Wellington Working-men's Club and Literaby Institute suggested by the Registrar of Friendly Societies to be passed by the Special Meeting called by the Registrar to be held at the club's rooms on the 21st december, 1917. " New Rule. "An election to fill the offices of president, vice-president, treasurer, and committee-men shall be held on the 14th day of January, 1918, and the officers then elected shall hold office until their successors elected in August, 1918, come into office. The result of tho said eloction shall be declared by the chairman of the special meeting called by the Registrar of Friondly Societies under section 73 of the Friendly Societies Act, 1909, and such special meeting shall appoint tho scrutineers and other officers necessary for conducting tho said eloction. Kxcopt as to the mattors herein provided for, the provisions of Rule 12, as amended, shall apply to the said election. " Fbed. Marsh, Secretary." This was formally proposed by Mr. Willmott, and seconded by Mr. Dolling. Mr. Hennessey moved as an amendment, That tho following be inserted between the words " election " and " except " : " Also, for the purposes of this (flection, any candidate for the offices of president, vice-presidont, or treasurer shall be entitlod to count as valid services as a committee-man any period during which he has acted as a committee-man, whether validly elected as a committee-man or not." Mr. Harrup seconded the amendment. Mr. George Lindsey opposed tho amendment, as it was trying to make something legal which under their rules was illogal. Mr. Douglas stated that he would oppose the amendment unless the mover of same was prepared to alter it so as to give a wider scope to the members in the selection of eligible candidates, for it was very undesirable that the club should bo limited in its choice of officers in the way proposed. He also intimated that he intended to move a further amendment to tho motion, because the date named for holding the eloction did not permit sufficient time to elapso for holding a valid election. Tho further amendment which he intended to propose would avoid that difficulty. Mr. Finucano supported the amendment. Mr. Naughton opposed the amendment, and said he was quite in accord with Mr. Douglas's suggestion, and had supported it when it was proposed by him, to enable any member to bo eligible'as a candidate for these offices, hut Mr. Honnessey, tho mover of the present amendment, had then fought most bitterly against it. Mr. Reidy supported the amendment, Similar views being expressod by Messrs. Bolton and Barnes, — In answer to Mr. Barnes the Rogistrar, through the chairman, intimated that the new rule would cease to be effoetive after August, 1918. Tho amendment was then put and carried. Mr. Douglas then moved, as a furthor amendment, Tha.t the date of election be the 21st January instead of tho 14th January as proposed, and he indicated that the nominations would have to close on the Saturday—nine days before tho election to comply with the registered rules. As the new rule could not bo registered before the 4th January, 1918, an election on the 14th January made no provision for the period required for receiving nominations of candidates. This usually extended over from eight to ten days before nominations were closed. The chairman stated that the reasons given were ample and gave no grounds for debate, and on Mr. Girling Butcher seconding the alteration it was adopted unopposed. The motion as amended was then put and carried, and stood as follows : — " New Rule. 35. " An olection to fill the offices of president, vice-president, treasurer, and committee-men shall be held on the 21st day of January, 1918, and the officers then elected shall hold office until their successors elected in August, 1918, come into office. The result of the said election shall be declared by the chairman of the special meeting called by the . Registrar of Friendly Societies under section 73 of tho Friendly Societies Act, 1909, and such special meeting shall appoint tho scrutineers and other officers necessary for conducting the said election. Mr. Dolling and Mr. McCann nominated Mr. Bruce as chairman. Tho minutes of the last special general meeting were then read by the secretary, approved, and signed. After reading the Registrar's memorandum, and also the new rule as adopted on the 21st ultimo, the rule was duly confirmed, on the motion of Mr. McCann, seconded by Mr. Willmott.
