Presented to Parliament pursuant to the Provisions of the Public Service Classification and Superannuation Act, 1908.

KEPORT. The Board has the honour to submit the following report upon the transactions in connection with the Public Service Superannuation Fund. The Revenue Account, balance-sheet, and statements regarding membership and retiring and other allowances will be found appended. Board. —Under section 23 of the Public Service Classification and Superannuation Act, 1908, a ballot was taken on the Bth March, 1911, for the election of two members representing the contributors of the Post and Telegraph Department, which resulted in the election of Messrs. H. A. R. Huggins and A. T. Markmann. The three members representing the other Departments of the Public Service —viz., Messrs. H. R. Spence, H. W. Bishop, and G. Allport—were returned unopposed, as also Inspector Ellison, representing the Police Department. Contributors. —The following table contains particulars of new contributors who joined the scheme during the year : —

The following table contains particulars of the public servants who were contributing to the fund at the end of the year 1911 (after allowing for deaths, retirements, and withdrawals), grouped according to their respective rates of contributions: —

Full particulars regarding contributors, including those who have retired from the Government service and are now on the fund, will be found in the statements appended. Betiring and other Allowances. —Pensions for £10,570 Is. per annum were granted during the year, as follows : For age or length of service, .£8,631 Bs. per annum to 72 members (68 male and 4 female members); for medical unfitness for duty, £1,313 13s. per annum to 19 members (all male); to widows and children of deceased members, £378 per annum to 21. widows, and £247 per annum to 19 children. The largest retiring-allowance granted during the year to a contributor was £403 35., and the smallest £8 Bs. per annum, while the average was £109 ss. 9d. Those officers who retired during the year were entitled to receive the sum of £19,375 Bs. 4d. accrued compensation under the Civil Service Act, 1866, had they not become participants in the benefits of the Superannuation Fund. Thirty-two retiring-allowances were discontinued by death, and twelve for other causes — viz., four widows remarried, seven children reached age 14, and one allowance granted to an officer was cancelled on his re-employment. The annual amount payable at the close of the year was £47,136 ss. 5d., as shown in the statement attached. Refunds of contributions to contributors who have left the service amounted to £5,852 19s. 6d., while the refunds to personal representatives of deceased contributors amounted to £1,114 14s. 7d. One contributor, who was retired on reaching the age-limit, elected to accept a refund of his contributions, under section 38, in lieu of a retiring-allowance. Refunds of contributions under section 32 (ee), by reason of the death of contributors while in the Public Service, and who were entitled to compensation from the Consolidated Fund, amounted to £519 Is. lid. during the year. Five contributors were transferred to other funds in accordance with the provisions of section 48 of the Amendment Act of 1908, and their contributions, amounting to £9 14s. 10d., were accordingly transferred to such other funds. The salaries of the staff (excluding that of the Secretary, paid out of the Consolidated Fund, as provided under section 25 of the Act) and other office expenses were £731 17s. Id. and £49 19s. 6d. respectively. The travelling-expenses of the elected members of the Board amounted to £61 Is. 6d. The Public Trustee's charge of £396 15s. Bd. represents commission on contributions received to the 31st May, 1911, and a moderate charge for receiving and paying the fund's moneys from that date to the close of the year. From the Ist January, 1912, all receipts and payments will be made through the Post Office Account, with periodical transfers of balances to the Public Trustee's common fund. Under this arrangement the charges hitherto made by the Public Trustee are abolished entirely, and the only expense in this connection will be a payment of £50 per annum to the Post Office —a net saving exceeding £700 a year.

In connection with the medical examination of contributors who are retiring as medically Unfit, the Board decided to appoint two qualified medical practitioners in each of the principal towns to conduct the examinations. These examiners report directly to the Board instead of to the Department concerned, as hitherto, and the fees are paid out of the fund instead of by the contributor. The sum of £14 14s. has been expended in such fees since the new system came into operation. Accumulated Funds. —These amounted at the end of the year to £341,736. The Balance-sheet .—On the 31st December the total assets of the fund, which include provision for the outstanding accounts, amounted to £344,727. The balance-sheet appended gives full particulars as to the assets. The large amount of interest accrued, £7,804 10s. 3d., compared with that shown in previous reports, arises from the new arrangement of placing the moneys in the common fund of the Public Trust Office. On the Ist April next, and on the same date in each succeeding year, the total amount of interest accrued to the end of the financial year will be capitalized. General. —In consequence of the large and increasing amount of money which had remained uninvested and unproductive in the hands of the Public Trustee, the Board decided to allow the whole of the moneys belonging to the fund to be taken into the common fund of the Public Trust Office at a fixed rate of 4J per cent, per annum. This rate is lower than could be earned by investment on mortgage, but, on the other hand, the capital is guaranteed, and the money will bear interest as soon as it is received by the Public Trustee. This fact, and the saving effected by the abolition of the charge for commission mentioned above, should materially help to offset any difference between the rate of interest now being earned and that produced under the previous arrangement. The actuarial examination of the fund for the first triennium, prescribed by section 48 of the Act, was made last year, and the Actuary's report thereon was laid before Parliament during the short session held early this year. The report states that, as was anticipated, an addition to the annual subsidy will be necessary for the current triennium. It concludes with the opinion that, so long as the fund is conducted on the present lines, it will be a credit to the Dominion. An amending Act passed on the 28th October last authorizes the transaction of the Board's business through the Post Office Account. It also enables the Board to obtain the payment of full contributions during short periods of broken service, and for the first three months of leave without pay. This will be an advantage to the fund, while it inflicts no injustice on the contributor, who would eventually receive the benefit of continuous service in the computation of a retiringallowance. During the past year the regulations for the conduct of the Board's business have been revised, and amended where necessary, the provisions of the above-mentioned amending Act being embodied. A supply of the new regulations was .sent to each Department of the Public Service contributing to the fund. G. W. Russell, Chairman.
