DEPARTMENT OF LANDS: SCENERY PRESERVATION. REPORT FOR THE YEAR ENDED 31st MARCH, 1906; TOGETHER WITH STATEMENT OF ACCOUNTS AND SCHEDULES OF ALL LANDS ACQUIRED AND RESERVED UNDER "THE SCENERY PRESERVATION ACT, 1903."

Presented to both Houses of the General Assembly pursuant to Sections 4 and 10 of "The Scenery Preservation Act, 1903."

SCENERY PRESERVATION. Report of Lands acquired, Reserves made, and Proclamations issued, together with a Statement of Accounts, etc., for the Yeae ended the 31st March, 1906. The following schedules and particulars give in tabular form the exact position of the various scenic areas inspected and reported on by the Scenery Preservation Commission, and the steps taken in connection therewith: — Schedule A. —The lands acquired under the provisions of " The Scenery Preservation Act, 1903." Schedule B.—The lands proclaimed as acquired, but payment for which has not yet been made. Schedule C. —The lands gazetted and set apart as reserves under the Act. Statement of accounts showing the total expenditure and the purposes to which applied. Schedule D. —List of recommendations, showing the areas recommended for acquisition and reservation, and action taken thereon. From a perusal of the foregoing it will be seen that since the appointment of the Scenery Preservation Commission in March, 1904, up to the 31st March last, an area of 14,565 acres 2 roods 3 perches has been reserved under the Act, and the total expenditure has. been £7,175 Is 3d., of which the expenses of the Commission amounted to £3,043 3s. 4d. ; compensation for land taken included £3,552 6s. Id. : and the balance of £579 11s. 10d. went in payment of.omiscellaneous expenses such as surveys, valuations, advertising, legal and travelling expenses. In addition to the above area of reservations actually effected, the Commissioners have submitted proposals for the acquisition and reservation of some 350,000 acres, details of which will be found in Schedule D. Many of the areas recommended are now in course of acquisition: in some cases the forest on the lands has been so destroyed that reservation is no longer

desirable ; whilst in the majority of oases negotiations are being conducted with a view to definitely ascertaining the exact cost and area of the places worth acquiring before a final decision is arrived at in the matter Many of such recommendations have unavoidably to be held over for the present through many reasons, such as the lands being held under lease, and when they are suffering no injury meanwhile it is considered judicious to await the termination of such lease or title before setting the lands apart; several areas being included in pastoral runs, which are not capable of resumption under the Land Act are also in this category, and in other cases the prospects of the land being better suited tor settlement, mining, and suchlike purposes, have to be carefully considered before it is decided to reserve the land for scenery-preservation. Thus it will be seen that though consideration ol the Commissioners' proposals may have been held over, it does not follow that no action will eventually be taken, but only that at the present time it is injudicious to attempt to deal with the land as recommended. It has also happened that the proposed reserve has already been set apart for other purposes and special legislation is required to effect any change. Besides recommending the detailed areas set forth in the list the Commissioners have inspected lands in all parts of the colony, and collected valuable information to enable their successors to deal with suggestions for reserving same A number ot proposals from residents and others interested in the matter have been received and will t>e dealt with shortly, and with the assistance of the various Commissioners of Crown Lands full reports will be obtained and the matters dealt with by the new Commission to be appointed to administer the Act During the last twelve months the Commissioners held meetings at Queenstown (April), Wellington (9th June)! Palmerston North (12th, 13th, and 14th October), Napier (25th Taupo (2nd November), Rotorua (11th, 13th, 14th, 15th, 16th, 17th, and 18th November), again at Rotorua (22nd November , New Plymouth (16th, 17th, 19th, 20th, 21st, 22nd, 23rd, and 24th February), whilst m addition the several Commissioners visited and inspected places of scenic or historical interest m the following localities and districts : North of Auckland-Swanston, Dargaville, Tangitororia Hokianga, Rawene,Mangonui, Whangarei; South of Auckland-Taupo, Tokaanu, Wairakei Orakei-Korako, Waiotapu Te Teko, Maketu, Matata, Opotiki, Whakatane, Te Puke, Kati Kati, Athenree, Tauranga, Waihi Thames, Te Kaha, Kawhia, Hangatiki, Te Kuiti, Okoroire ; Hawke s Bay-around Napier, Taradale, Hastings, Porangahau, Dannevirke, Woodville, Pohui, Tarawera, Makaretu, Waipukurau, Ormondville ; Taranaki-around New Plymouth, Waitara, Waitotara, Hawera ; Wellington-Trentham, Featherston Greytown North, Masterton, Mauriceville, Bketahuna, Pahiatua, Palmerston, Ohmgaiti, Mangaweka, Utiku, Waikanae, Levin, Paraparaumu, Wanganui; Marlborough-many localities; Westland-many localities; Canterbury-Puketeraki Range, Raincliff, Dipton, Kmloch, Akaroa, Riccarton ; Otago-Wakatipu, Paradise, Mount Earnslaw, Dart River, Routeburn Valley, beacliti, Evansdale Gorge, Hampden, Humbolt Range ; Southland—Kingston. During the term of the Commission the administrative work has heen performed by the Department of Tourist and Health Resorts, but upon the conclusion of its labours all the duties appertaining to scenery-preservation have reverted to the Department of Lands. It must not be overlooked that this latter Department has for many years been steadily reserving large areas of ( Crown lands in every part of the colony for scenery-preservation, under the powers conferred by lhe Land Act, 1892 "and for the year ended 31st March, 1906, nearly 3,000 acres were set apart for scenic reserves under the provisions of this Act, whilst large areas of Crown lands covered with forests have been reserved for the growth and preservation of timber, State forests, &c. Details of these are given in the annual report of the Department.

Lands to be opened. An available area of 117,082 acres will probably be dealt with during the coming year ; 100,524 acres in the Cook and Waiapu Counties under the optional and small-grazing-run systems, and 16,558 acres in Hawke's Bay and Waipawa Counties, the area under the optional system being 2,888 acres ; pastoral run, 11,000 acres ; and small grazing-run, 2,670 acres. Impkoved-farm Settlements. The position with regard to the Waikopiro and Akitio Improved-farm Settlements remains practically the same, Waikopiro showing an increase in area felled and grassed and value of improvements. Departmental. The Land Board held eighteen meetings during the year, and made several visits of inspection to localities requiring same. Some seventeen hundred letters, applications, and papers were dealt with, being a considerable increase over the previous year's figures. 20,964 letters and 724 telegrams were received and despatched, and 601 vouchers, representing payments of £15,618, were dealt with during the year. Receipts for rent totalled 2,903, cards to Auditor 142, reports to Government Advances to Settlers Department 231, and transfers recorded 169. The preparation of the numerous special and periodical returns involves a large amount of time and work. Members of the staff have been kept exceptionally busy, and in the performance of their numerous duties have displayed efficiency, interest, and zeal, and I have much pleasure in placing on record my appreciation thereof. Whereas by " The Scenery Preservation Act, 1903 " (hereinafter referred to as " the said Act"), it is, inter alia, enacted that the Governor may from time to time appoint such suitable persons, not exceeding five, as he thinks fit to be a Commission under the said Act; such Commission may, if it deems necessary, inspect any lands possessing scenic or historic interest, or on which there are thermal springs, and shall make inquiries respecting the same and report to the Governor, and shall from time to time recommend what lands, whether Crown, private, or Native lands, in their opinion should be permanently reserved as scenic, thermal, or historic reserves ; and that the Governor may from time to time, by Proclamation, declare that any lands so recommended to be reserved shall be a reserve under the said Act, and thereupon such lands shall be inalienable unless by special Act of Parliament passed in that behalf, and no person shall cut or remove timber or in any way interfere with such lands, or damage the scenic features thereof ; and such lands may be fenced, preserved, and conserved intact as and for an inalienable patrimony of the people of New Zealand : And whereas the Governor has, in pursuance of the powers conferred by the said Act, appointed certain persons to be a Commission for the purposes thereof : And whereas the said Commission has, after making inquiries respecting the same, reported to the Governor and recommended that the parcel of Crown land described in the Schedule hereto should be permanently reserved as a scenic reserve : And whereas it is expedient that the said recommendation should be given effect to : Now, therefore, I, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers and authorities aforesaid, do hereby proclaim and declare that, from and after the date of the publication hereof in the New Zealand Gazette, the parcel of Crown land described in the Schedule hereto shall be a reserve under the said Act. Schedule. All that area in the Auckland Land District, containing by admeasurement 47 acres, more or less, being Section No. 196, Waipareira Parish. Bounded towards the north-east by Section No. 189, Waiparerra Parish, from its westernmost corner to the left bank of the Opapuka Stream ; towards the southeast generally by the said bank of the said stream to a line forming the north-east boundary-line of Section No. 7 of the said parish ; towards the south-west by the said boundary-line in a north-westerly direction a distance of 1000 links ; and thence towards the north-west by a right line to the said westernmost corner of the said Section No. 189: be the aforesaid linkage more or less: as the same is delineated on the plan marked S.G. 53162/4, deposited in the Head Office, Department of Lands and Survey, at Wellington, in the Wellington Land District, and thereon bordered red. Plunket, Governor.—A Proclamation. •Whereas by "The Scenery Preservation Act, 1903" (hereinafter referred to as "the said Act"), it is, inter alia, enacted that the Governor may from time to time appoint such suitable peisons, not exceeding five, as he thinks fit to be a Commission under the said Act; such Commission may,'if it deems necessary, inspect any lands possessing scenic or historic interest, or on which there are thermal springs, and shall make inquiries respecting the same and report to the Governor, and shall from time to time recommend what lands, whether Crown, private, or Native lands, in their opinion should be permanently reserved as scenic, thermal, or historic reserves ; and that the Governor may from time to time, by Proclamation, declare that any lands so recommended to be reserved shall be a reserve under the said Act, and thereupon such lands shall be inalienable unless by special Act of Parliament passed in that behalf, and no person shall cut or remove timber or in any way interfere with such lands, or damage the scenic features thereof ; and such lands may be fenced, preserved, and conserved intact a,s and for an inalienable patrimony of the people of New Zealand : And whereas the Governor has, in pursuance of the powers conferred by the said Act, appointed certain persons to be a Commission for the purposes thereof : And whereas the said Commission has, after making inquiries respecting the same, reported to the Governor and recommended that the area of Crgwn land described in the Schedule hereto should be permanently reserved as a scenic reserve : And whereas it is expedient that the said recommendation should be given effect to : Now, therefore, I, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers and authorities aforesaid, do hereby proclaim and declare that, from and after the date of the publication hereof in the New Zealand Gazette, the area of Crown land described in the Schedule hereto shall be a reserve under the said Act. Schedule. All that area in the Southland Land District, containing by admeasurement 46 acres, more or less, being part of Section No. 5, Block 11, Alton Survey District. Bounded towards the north-west by a public road ; towards the north-east by Section No. 4, Block 11, Alton Survey District; towards the south-east by a road reserve along the right bank of the Waiau River ; and towards the south-west by Section No. 3, Block 111, of the said district. Also all that area in the Southland Land District, containing by admeasurement 103 acres, more or less, being Section No. 6, Block 11, Alton Survey District. Bounded towards the north by a public road ; towards the east by Section No. 5, Block 11, Alton Survey District; towards the south by a public road ; and towards the west by Crown land. As the same is delineated on the plan marked L. and S. 54072/3, deposited in the Head Office, Department of Lands and Survey, at Wellington, in the Wellington Land District, and thereon bordered red.
