LUNATIC ASYLUMS AND INDUSTRIAL SCHOOLS (INSANE AND IMBECILE CHILDREN IN).
Return to an Order of the House of Representatives dated the 3rd July, 1903. Ordered, " That there be laid before this House a return showing (1) the number of children under fifteen years of as»e in the asylums for the insane, and (2) the number of imbecile children in the industrial schools, giving the numbers as to sex and at eaoh age." —(Mr. Ell.)

Details of Foregoing Return.
Circular. The Manager, Industrial School. Education Department, Wellington, 10th July, 1903. For the purposes of a parliamentary return please let me have, with the least possible delay, a list showing the names of imbecile inmates belonging to your industrial school, and their ages. The term " imbecile " is to be taken to include :— (1.) Defectives : That is, chose who by special training in some particular direction may be fitted to earn their own living.

(2.) Imbeciles proper : That is, those capable of keeping themselves out of danger, and of doing simple work under supervision, but not capable of earning their own living. (3.) Idiots : That is, those who cannot be trusted to keep themselves out of danger. You should classify the cases according to the above definitions, and make your return in the subjoined form. Please be careful to include only cases of viental deficiency ; those who are morally degenerate, but not idiot, imbecile, or otherwise mentally defective, are to be omitted. G. Hogben.
