No. 793, 1901.—Petition of T. B. Ellison. Petitionee prays that legislation may be passed to enable him to appeal to the Supreme Court against the decisions of the Native Appellate Court in the case of the will of the late Katerina Hape, of Waikouaiti. I am directed to report that the Committee is of opinion that the petitioner should have an opportunity of taking his case to the Supreme Court, and therefore recommends that the Government introduce legislation to give effect to the prayer of the petition. 22nd July, 1902.

No. 1189, 1901.—Petition of Te Haenga Paeetipua. Petitionee alleges that the Bank of New Zealand has wrongfully taken possession of the eastern portion of the Matuku Block, and prays for redress. I am directed to report that the Committee recommends that this petition should be referred to the Government for special inquiry at the earliest possible date. 23rd July, 1902.

I am directed, to report that the Committee finds the petitioners appear to have suffered a wrong through the judgment of the Courts, and therefore recommends that an opportunity should be given, by legislation, for a rehearing. 29th July, 1902.

No. 65, 1902. —Petition of Arapata Topi te Kuru and 3 Others. Petitionees pray for investigation into the will of the late Eawinia Tukeke, by which they allege that they have been deprived of certain lands in the Porangahau district. I am directed to report that, as this matter has been settled by the Supreme Court on a case stated by the Native Appellate Court, the Committee has no recommendation to make. 6th August, 1902.

No. 37, 1902.—Petition of Te Ara Takana and Another. Petitionees pray for investigation into their claims to land within the confiscated area in the Waikato district. I am directed to report that, having due regard to all the circumstances, and having considered the laws under which confiscations were made during the time of war, the Committee is of opinion that it would be unwise and improper to open grave questions of State which have been firmly settled and decided publicly for many years, and therefore, in so far as the petition aims at a reinvestigation of confiscated-land claims, it has no recommendation to make; but any claims founded on mistake or injustice might be dealt with by the Government on the merits of each individual case when considering the question of making provision for landless Natives. 6th August, 1902.

No. 268, 1902.—Petition of W. J. Hunt, of Wellington. Petitioner prays for compensation for losses in connection with an alleged timber lease over the Ngarara Block. I am directed to report that the Committee is of opinion that this petition should be referred to the Public Petitions Committee A to L. 20th August, 1902.

I am directed to report that the Committee recommends that this petition should be referred to the Government for inquiry, and suggests that translation into Maori of the reports on the question supplied to the Committee from the Eoads Department be sent to the petitioners. 20th August, 1902.

No. 239, 1902.—Petition of Hoone Mokena and 15 Others. Petitioners allege that certain settlers in Mangakahia district have impounded stock belonging to Natives which had wandered on to unfenced land leased by the said settlers, and they pray that some consideration may be shown to them, and that the settlers be compelled to protect their land by fencing. I am directed to report that the Committee recommends that this petition be referred to the Government, with a view to bringing the case under the notice of the Hon. the Native Minister as early as possible. I am directed to report that the Committee recommends that this petition should be referred to the Government, with a view to having the interests of the Natives properly protected. 23rd September, 1902.

Petitioners pray for rehearing in connection with the Whatitokorua and Pukuweka Blocks. I am directed to report that, as these petitions arise mainly out of a question of tribal boundaries, the Committee recommends that the matter should be referred to the Government in order that steps may be taken to decide the said boundaries, and thus settle the individual differences involved. 23rd September, 1902.

Petitioners allege that owing to the passing of " The Native Land Claims Adjustment and Lands Amendment Act, 1901," the survey of their land, the Arapawanui Block, has been declared void. They pray for a refund of £195 13s. 6d. to cover the cost of same. I am directed to report that the Committee recommends that this petition be referred to the Government for favourable consideration. 29th September, 1902.

I am directed to report that the Committee reiterates the recommendation made on similar petitions in 1899 —viz., that a case should be stated as soon as possible by the Appellate Court for submission to the Supreme Court, in order to test the validity of Native wills in regard to Native lands under all classes of restriction. 29th September, 1902.

Petitioner alleges that his lands—Pahianui No. 3 and Waerenga No. 7a Blocks, Otaki district— have been wrongfully taken from him under mortgage deeds, the completion of which he denies. He now prays for restitution. I am directed to report that, as the matter referred to was so exhaustively gone into and settled last session, the Committee has no recommendation to make. 29th September, 1902.

I have the honour to report that the Native Affairs Committee held its final meeting on Friday last, 26th September, 1902. Including twenty-seven brought forward from last session, eighty-nine petitions were before the Committee. Of these, thirty-one were considered and reported on ; the remaining fifty-eight, as per schedule attached, are unavoidably held over. The West Coast Settlement Eeserves Act Amendment Bill was also received for consideration and duly reported on. I have also to report that the Committee, at the conclusion of the business for the session, passed unanimous votes of thanks to the Chairman, the clerk (Mr. Hackworth), and the interpreter (Mr. Barclay). 29th September, 1902.
