Statistics for 1891. 7. The number of lodges whose returns are tabulated is 365, and of central bodies 31, distributed according to orders as follows:—

14. The percentage of members sick and the average sickness per member at risk, in lodges containing one hundred members and upwards at the beginning of the year, is given in graphic form in Appendix 11. 15. Averages and percentages deduced from the tabulated returns for the years 1880-91 are given in Appendix I. 16. In 1890 the percentage of sick members and the average duration of sickness per member were both considerably in excess of the experience of previous years, being due to the prevalence of influenza. In 1891 also societies appear to have suffered severely from this epidemic, as evidenced by the figures in Appendix I. 17. The results of an analysis of the sickness and mortality of the several districts of the M.U.1.0.0.F. and the A.O.F. for the quinquennium 1887-91 are given in the following table:—

18. It will be noticed that the average sickness varies considerably. In some societies a high rate is partly due to the higher ages of the members. There is also the widest possible range in the mortality. In the Ashburton District, M.U.1.0.0.F, the death-rate is 1-01 per thousand per annum; while in Court Pride of the West, the only registered branch of the United Westland District, A.O.F, out of an average membership of 26, the number of deaths in five years was 6 —not the result, as might be supposed, of some sudden calamity involving several members of a small fraternity in a common fate, but due to natural causes. The total contributions to the Sick and Funeral Fund of this court during the five years was £167, and the total sickness and death claims £414, a conspicuous illustration of the risk arising from violent adverse fluctuation among small numbers. 19. The Eegistrar of Friendly Societies in New South Wales has recently announced that in future he will enforce that section of the Friendly Societies Act under which an actuary's certificate as to the adequacy of the rates of contribution must accompany application for registration. Under the New Zealand Act the Begistrar (except as to annuities certain) has now no such power of refusal of registration, the law on this point in respect of assurances for sickness and death benefits having been reversed in 1877, when the English Act of 1875 was taken as a model. There are some leading members of friendly societies in New Zealand who are dissatisfied with the law as it stands, contending that the State should assume herein a certain control. On the other hand, legislation which demands the adoption of a minimum scale of premiums and benefits as a condition precedent to registration is regarded by many as interfering unduly with individual liberty. Probably few societies in New Zealand would have been registered if the restrictive provision of the Act of 1867 had remained in force and been carried out. 20. A defence of a uniform contribution to the Benefit Fund at all ages has been recently published in the annual report of a New Zealand society. It seems necessary, therefore, to refer to this question once again. The writer says:— No good reason has yet been presented to lead us to suppose that the law of averages is not a good law to work under. No man joins the society in ignorance of the fact that we are working under the law of averages, and, so long as we all agree to work under this system, I do not think it is the business of anybody outside our society to find fault with us. While it is true that, if members of a society enter into a contract, no individual outsider has a right to object, there is yet no reason why the actuary in reporting on right methods of finance should not criticize the conditions of such contract, so far as they are likely to affect the society's solvency. Societies have abandoned the uniform contribution not so much because of its unfairness as because it has proved unworkable. It cannot be denied that the right principle on which to base a mutual assurance society is that each entrant shall pay according to the liability he brings with him, which liability obviously increases with each increase in age. It is easy to affirm that an adequate total contribution can be obtained by demanding from each member his average share ; but, as the ages of the members at entry cannot be known beforehand, and as the calculation of the total contribution depends upon this knowledge, it follows that the average is not calculable. No unsound method of finance can be successfully defended. The object of thrift is to provide against risk. Though absolute security may be unattainable, a provision against risk which still retains an element of unavoidable risk is a manifest incongruity.

21. The report and balance-sheet of the New Zealand Friendly Societies' Mutual Fidelity Guarantee Association for 1892 affords evidence of the fact that breaches of trust are few and farbetween. On the strength of the conviction that a very small percentage would cover leakage by fraud, the promoters of the society were encouraged to establish a mutual guarantee fund; and the result has fully justified their expectation. Only a small annual premium has been charged, yet the receipts have year by year exceeded expenditure, and already the accumulation considered sufficient as a reserve has been very nearly reached. It is hoped that very soon a levy to cover expenses of management and actual loss will suffice to maintain the efficiency of the society. By means of this association and of the New Zealand Foresters' Guarantee Association, which also is prospering, the burden of personal security is removed from the officer and his bondsmen, and the society is more effectively protected. 22. The following extract from the report of the Insurance Commissioner of the Commonwealth of Massachusetts is an able exposition in briefest possible terms of the true purpose and prudent management of a mutual benefit society : — Interdependence and co-operation for mutual protection and relief in danger or misfortune form the strongest friendly ties outside those of family and kinship. Co-operation and combination find expression in every form of civilised life, and wherever confined to necessary and reasonable purposes are among the grandest elements of human progress. By them are accomplished results impossible to individual effort. The development of means of travel, commerce, manufactures, and all the great marks of human progress to-day are due to the co-operation and combination of individual capital, skill, and effort. So, too, in the minor and closer individual concerns of life. No man can certainly say that he will from his individual endeavours be able to leave a support for his dependants when his life shall fail; but by co-operation and combination a body of men may each say certainly to the others, "If you are called before us your family shall have a support and reasonable competence, for in consideration of reciprocal advantages we will to-day each set forth our easy share to the end of making the promise sure." This is life-insurance co-operation, and so may accident and disability insurance bo similarly effected. They are good, and commend themselves to reason and prudence. The faults and failures in co-operation come almost wholly from an ill-advised object and purpose, or from ill-advised and inadequate provisions for meeting what might be a proper purpose. Life-insurance management is a science. In any other important profession years of careful study, practice, and experience are needed to bring reliable skill, but every uninstructed idler is sure that he knows all about life insurance, and fools rush in where wise men "tread with diffidence and frequent misgivings ; and in none of the employments of life is it more true than in insurance management that honest ignorance is more dangerous and fatal than designing fraud. Some day, after a more thorough skinning and frying, it may dawn upon the community that insurance is something which should be humanly safe and secure to its patrons —that such insurance, like everything else that is good for anything, costs money, and must be paid for if its advantages are to be availed of. Valuations. 23. Valuations were made as at the 31st December, 1891, of the following societies: — Societies with Branches. U.A.O.D.—Lyttelton Hearts of Oak Lodge, Otago Lodge, Band of Hope Lodge, Enterprise Lodge, Ivanhoe Lodge, Perseverance Lodge, Acorn Lodge, and Ponsonby Lodge. 24. Causes of surplus or deficiency. For convenience of publication the causes assigned for the surplus or deficiency disclosed by valuation are indicated in Table B by means of letters referring to a list prefixed to the table. 25. The valuation report does not always contain a comparative statement of the actual and expected sickness for the period under review. The number of members in those societies in respect of which the comparison is made is 5,400. The membership of those which at the date of valuation had been established more than five years but less than twenty years, and more than twenty years, respectively, was 2,091 and 3,309. Of those established more than five years but less than twenty years, the average sickness per member per annum was nearly 20 per cent, below the expectation ; and of those established more than twenty years, the average sickness was nearly 15 per cent, above the expectation. There are wide differences in the experience of societies situated in the same

locality, and under outwardly similar conditions, but the sickness of the societies as a whole is higher than the standard, although lower at the younger: ages. The obvious inference is that the experience of newly-established societies affords no guide to the expectation throughout life. 26. The number of lodges valued which were established prior to 1887 was eighty-four. Of these, the number which earned a higher rate of interest than 4 per cent, on their accumulated funds was forty-three, less than 4 per cent, thirty-four, and absolutely nothing seven. The time is fast passing when New Zealand societies will be able to avail themselves of a high rate of interest, and many of them appear not to recognise the importance of this factor in their finance. Whatever the current rate of interest may be on sound securities, satisfactory investments may be taken to represent a double benefit. Good management in one direction is indicative of good management throughout. 27. The oft-repeated story of losses on funds invested in halls is again a feature of the valuation reports of the year. Frequently, the estimate put upon freehold property greatly exceeds the capitalised value of the interest earned. Sometimes the actuarial valuer has written down the property ; in other instances, while expressing disbelief as to the correctness of the figures supplied to him, he has transferred them unaltered to the balance-sheet. Where an estimate in excess of the true value has been accepted and entered in the valuation balance-sheet, either the surplus is wholly or in part fictitious, or the deficiency is understated by the amount of such excess. If there is no reasonable probability that property will in the future yield interest, clear of all charges, at the rate of 4 per cent, at least, one of two courses should be adopted. Should the society be unwilling to dispose of the property for what it will fetch in the open market, such a sum must be written off for depreciation as will leave a true estimate of its value. It is useless to retain the cost-price on the books. The loss has to be faced, and it can be of no possible advantage to defer recognition of the fact that an unwise investment has been made. 28. Some lodges show a serious deficiency. In these the claims of existing members cannot be met except by an increase of contributions or by the introduction of new members. As the latter method is not capable of indefinite extension, the burden, although transferred to other shoulders, cannot be got rid of, and the greater the number of claims that are paid in full the greater the average deficiency per member surviving. As it cannot be supposed that men join a mutual benefit society without hoping to share fully in its advantages, it is surprising that before entering a lodge men do not inquire whether their thrift is to be stored up against their own day of need or is to be expended in making good the inadequate reserves of prior claimants. 29. In a society in which the Sick Fund of each branch is devoted to the payments of benefits to its own members exclusively, the smaller the membership the greater is the danger that a few cases of protracted sickness, or even one only, will raise the average per member to an abnormal height. This special risk of small membership some societies have sought to avoid by amalgamation of branch sick funds, either wholly or in respect of chronic sickness; and, if an equitable scheme can be devised, the advantages may be held to outweigh the disadvantages. It should, however, be borne in mind that where there is a deficiency no mode of transference of existing obligations can reduce by one penny the value of the liabilities. In that case no readjustment of the burden is sufficient. It is necessary either to reduce the benefits or to raise the contributions. 30. It frequently happens that the quinquennial sickness in some branches of a society is less, and in others greater, than the expectation. When this difference is in their favour members may think that some allowance should be made on account thereof. If a variation above or below the standard adopted could be relied on as indicative of a like sickness in the future, a modification of the present values might be made accordingly. But it is obvious that to base an estimate of future liabilities on a small experience, covering a few years only, throughout which the majority of the lives at risk are young, would be valueless. An attempt to assess them by reference to such an experience, in defiance of the fact that in respect of other branches of the same society for the same short period an extreme difference is recorded, as well as in disregard of the results of a large experience extending over the whole of life, even though under somewhat different conditions, would be worse than valueless, for it could tend only to mislead. 31. The following societies were registered under "The Trade-union Act, 1878," during the year 1892 : viz, the United Employes' Society of Boilermakers and Iron-ship Builders of New Zealand; the New Zealand Boot-manufacturers' Association ; and the Boilermakers and Iron-ship Builders' Society of Christchurch.
