Statistics for 1890. 8. The number of lodges * whose returns are tabulated is 357, and of central bodies 31, distributed according to orders as follows:—

In Tables 1., V., and VI., attached to this report, the respective district totals include the funds of the central bodies. 10. In the final column of Table I. is entered the average surplus or deficiency per member, as shown at the last valuation of the society. 11. In the monetary tables, except the first, shillings and pence have been omitted, there being no apparent advantage in publishing the values more accurately than as shown by the nearest pound. 12. 14. The following summary shows the disposition of the various investments at interest, together with the respective average rates per cent.: —
15. The percentage of members sick and the average sickness per member at risk, in lodges containing one hundred members and upwards at the beginning of the year, is given in graphic form in Appendix 11. 16. Averages and percentages deduced from the tabulated returns for the years 1880-90 are given in Appendix I. 17. As was anticipated, the prevalence of the influenza epidemic had a marked effect upon the sickness experience. A comparison between the statistics for the years 1889 and 1890 shows, for the latter year, in the percentage of members sick an increase of 23 per cent., in the average total sickness per member an increase of 5 per cent., in the average sickness per member experienced within the first six months an increase of 9 per cent., in the average sick-pay per member an increase of 5 per cent., in the average total sickness per member sick a decrease of 14 per cent., and in the average sick-pay per member sick a decrease of 13 per cent. 18. These respective increases and decreases clearly indicate the character of the sickness to which the excess is due as being numerous attacks of short duration. 19. The financial loss hereby represented is great. Yet only one death is attributed to the epidemic, and the mortality for the year from all causes was below the average, 20. The friendly societies of Preston, in Lancashire, a town conspicuous for its heavy mortality, suffered so greatly that they recently combined to agitate for municipal sanitary improvements. 21. Members of friendly societies, not only as citizens but also as subscribers to a mutual benefit fund, are interested in questions relating to the disposal of sewage, in preventive measures against infection, in the enforcement of stringent laws against food adulteration, and in all matters affecting health. The economic value of sanitary science is to the wage-earner of special importance. Loss of wages and of savings represents a heavy item, which might be greatly diminished in most towns by an outlay that would be comparatively small if regarded as an insurance premium against disease. As centres of population increase in size, the health of the inhabitants can be maintained only by strict observance of hygienic laws. 22. A valuable contribution to the literature of wage-earners' insurance is contained in a paper on National Insurance Legislation in Germany, read before the Institute of Actuaries by Mr. T. E. Young, 8.A., a vice-president of the society. 23. While admitting that all reforms must be more or less experimental, the author points out that a measure which calls into existence such a formidable array of vested interests, and in whose issues are involved so many economic and social questions, should before adoption have been subjected to the severest criticism. He suggests that, as the oppression of the military system and industrial protection have driven away many, this additional burden may drive yet more of the best workmen out of the country, and so deteriorate the national character. 24. Theoretically, the insufficiency of the workmen's contribution is to be supplemented out of the pockets of the employers of labour and out of the State treasury. With regard to the former, employers, if they cannot raise prices sufficiently to recoup themselves, will reduce wages. Thus a great part, if not all, of the contribution nominally paid by the employer will come out of the workman's wages. And with regard to the latter, State aid, so far as it is merely a return of taxation, is a delusion, and, so far as it is a reality, pauperises the recipient. It may be added that the cost of collection of such returned taxation practically represents a considerable addition to the expenses of management. So that the total charge to the beneficiary will thus be little, if any, less than he would have to contribute were he required to pay the whole direct. 25. It is said that already German manufacturers are asking for an increase of import duties on the ground that they have to contribute to this insurance-tax. 26. Both from an economic and from an actuarial point of view the inauguration of the scheme is a leap in the dark. In the view of those who regard individual freedom as an essential factor of progress, and who believe that the influence of voluntary thrift upon character is of greater benefit to society than the mere accumulation of savings, and that any pecuniary advantage derived from treasured-up taxes is therefore dearly bought, it is a leap in the daylight, and in the wrong direction. In consequence of imperfect data it is not improbable that the financial basis will have to be rectified, but a far greater danger lies in the possibility that ignorance of the effect of the measure

upon trade and wages will be followed by a heavy retribution, and that the evil which the scheme is devised to remedy will be intensified by its adoption. 27. In France a Bill for the establishment of a National Workmen's Pension Fund has been introduced by the Government. Compulsion is not to be exercised, but inducements are offered in the shape of compulsory aid from employers and a supplementary grant from the State. The terms of the latter are specially liberal to members of authorised benefit societies. Premiums are to be payable from age twenty-five to age fifty-five, at which age the pension is to commence. 28. Mr. Balph Price Hardy, F.1.A., in a paper read at a meeting of the County of London Poorlaw Officers' Association, in October last, adversely criticizes the various schemes for national old-age pensions hitherto propounded, advocating what may be briefly described as a liberal method in the administration of the poor-law in respect of persons incapacitated for labour by age. He does not enter into details either as to the amount of the annuity or the conditions under which it would be receivable. His proposal has in view the alleviation merely of poverty, which is regarded as unavoidable, by means of an extended charity. The assumption that an industrious workman cannot out of his earnings make provision for his needs in the evening of life is a virtual admission that our social system is a failure, and that such phrases as " material progress and its concomitant miseries" express a sad and inevitable fact. If this premise be conceded, then Mr. Hardy's plan, which is somewhat similar to that advocated by Mr. Charles Booth in a paper recently read before the Eoyal Statistical Society, must commend itself to philanthropists. 29. Mr. Chamberlain's proposals also are based on the admission that the worker is not able to provide for his old age without help. 30. According to an English Parliamentary return, quoted by the "Economist," 14,808 of the inmates of the workhouses of England and Wales on the 31st of March last had once been members of a benefit society. Of these, 10,215 had withdrawn or been struck off the books for non-payment of contributions, or breaches of the rules, " while in the other 4,593 cases membership had been forcibly terminated by the break-up of the societies with lohich they had been connected. The lot of these 4,593 inmates would seem to have been a hard one. No fewer than 1,216 of them had been members of societies for more than ten years, 955 had been members for more than twenty years, and 814 for more than thirty years. For a considerable portion of their lives, therefore, they had been making an effort at provident provision for the future, and yet in the end they are landed in the workhouse." 31. It does not follow that either those who had voluntarily dropped out of their society, or those whose reliance had been upon a broken reed, would, as old men past work, have been saved from pauperism by a continuance of their society and membership, for in all probability there was no provision for a benefit in old age except during actual sickness. This defect in friendly-society finance imperatively, therefore, demands a remedy. 32. The importance of friendly societies as one of the forces that make for civilisation and the improvement of the race is becoming more and more fully recognised. Dr. Baernreither, the author of a book entitled " English Associations of Working-men," speaking of the affiliated orders of friendly societies, says, — The best part of English workmen turn to them with increasing interest, and their influence on the highest grades of workmen is immense, for they have become schools of morals and of thrift, providence, and business knowledge, such as scarcely exist elsewhere. 33. So, too, Mr. W. A. Hunter, M.P., in a paper entitled " State Provisions for Sickness," says,— Although our friendly societies have before them much ground to conquer, we cannot withhold our admiration for the work that has been done, when we remember that so vast, and on the whole so excellent, a provision has been created by the voluntary efforts of workmen themselves, with little help or patronage from the State. To those who look forward with hope, and not without confidence, to the time when workmen will be able to keep in their own hands the organization of labour, and to dispense with the capitalist middleman, the friendly societies may be looked on as a school of invaluable discipline. In them the workman learns something of business ;he has to study the laws of interest and accumulation of money ;he acquires the art of co-operation. Immense as are the blessings that the trades unions and friendly societies have conferred upon the working-classes in helping them in the hour of need, it may be well that even these advantages sink into insignificance compared with the possibilities that lie in the future. If ever a co-operative organization of labour is achieved, its true founders will be the pioneers of self-help in friendly societies. 34. And again, the Eev. W. Moore Ede, in a paper advocating the establishment of a national pension scheme, thus speaks of friendly societies and trade unions :— These societies for self-protection are a creation which, on the whole, reflect the greatest credit on the independent spirit, intelligence, and business capacity and powers of self-government of our manual workers, and excite the admiration and envy of foreigners. Friendly societies are not perfect; the financial condition of some is far from being satisfactory ; many have failed in time of need, and left their members unprotected. Some have collapsed through fraud, more through miscalculations for which their founders can hardly be held responsible. Learning by the mistakes of the past, the friendly societies are year by year improving and extending We may say that within the reach of our weekly-wage-earning population there is a way out of the evils consequent on loss of work through sickness, provided it be not of such prolonged duration as to become virtually permanent disablement. 35. The report and balance-sheet of the New Zealand Friendly Societies' Mutual Fidelity Guarantee Association for 1891 is very satisfactory. The year passed without any loss, and, as it is probable that in two years the fund will have reached £500, when the annual premiums will cease, the Committee, in justice to the subscribing societies, have raised the entrance-fee. 36. The New Zealand Foresters' Guarantee Association is also a successful institution, the balance-sheet showing a steady increase of funds.

Teadb Unions. Registration. 39. The following were registered under "The Trade Union Act, 1878," during the year 1891—viz., the Dunedin Cabmen's Union; the Amalgamated Shearers' and Labourers' Union of New Zealand (Waimate); and the Thames Branch Amalgamated Miners' Association of Australasia. Amendments of Sules. 40. Partial amendments of the Shipmasters' Association of New Zealand were registered. Cancellation. 41. The Southland Fishermen, Oystermen, and Lumpers' Union having ceased to exist its registration was cancelled. 42. A list of registered trade unions, as at 31st December, 1891, is shown in Appendix VI. 43.
