UNIVERSITY OF NEW ZEALAND (PAPERS RELATING TO).
Presented to both Houses of the General Assembly by Command of Sis Excellency.
No. 1. The Chancellor of the New Zealand University to the Hon. the Colonial Secretary. Sir, — University of New Zealand, Nelson, 21st March, 1877. I have the honor to inform you that the Senate of the University has passed the following resolution: — "That the Chancellor be requested to inquire from the Colonial Secretary why the RegistrarGeneral refuses to register ad eundem Degrees of Medicine granted by the New Zealand University."j In pursuance of the above resolution, I have the honor to ask you to be good enough to supply me with the required information. No. 2. The Hon. the Colonial Secretary to the Hon. the Chancellor of the New Zealand University. Sir, — Colonial Secretary's Office, Wellington, 3rd April, 1877. I have the honor to acknowledge the receipt of your letter of the 21st ultimo, asking why the Registrar-General refuses to register ad eundem Degrees of Medicine granted by the New Zealand University, and, in reply, to transmit to you a copy of a memorandum by Mr. Brown, explaining the reasons for such refusal. Enclosure in No. 2. The Registrar-General to the Hon. the Colonial Secretary. " The Medical Practitioners Act, 1869," section 12, specified certain qualifications which entitled the holder to be registered under that Act. The only part of the section that embraces other than qualifications of the United Kingdom or Ireland is the last subsection but one. It will be observed that the diploma or degree therein specified must be obtained after " due examination," and must bo one that, per se, entitles the holder to practise medicine. An ad eundem degree of the University of New Zealand does not come within the terms of the subsection. It is not obtained after due examination, but is merely an honorary degree given in consequence of a degree having been obtained elsewhere, nor does it, in itself, entitle the holder to practise medicine. I therefore refused to register the ad eundem degree as an additional medical qualification under the aforesaid Act. The Hon. the Colonial Secretary. W. R. E. Brown.
No. 3. Mr. Maskell to the Hon. the Colonial Secretary. Sir, — University of New Zealand, Christchurch, sth April, 18.77. I have the honor, by the direction of the Chancellor, to forward to you herewith copies of the Regulations made by the Senate of the University at its recent session, and to request that His Excellency the Governor be respectfully requested to approve the same. Regulation Repealing Regulation " Form of Proxies," and making other provision in that behalf. I. The Regulation. " Form of Proxies," is hereby repealed. 11. Proxies shall be delivered in form as follows:—" I, A.8., do hereby empower CD. to exercise my right of voting at E.F. meeting of the Senate of the University of New Zealand." 111. Any Fellow having given such proxy shall retain the right of cancelling that proxy, or superseding it in regard to any specified question, either by letter or telegram, addressed to the Chancellor or Vice-Chancellor. IV. No proxy shall be available for any session save the one for which it was given.
Regulation Repealing Proviso in "Regulation permitting certain Teachers to proceed to the B.A. Degree." The following words in the Regulation permitting certain teachers to proceed to the B.A. degree— that is to say, " Provided that this Regulation shall continue in force until the 23rd of March, 1878, and no longer " —are hereby repealed.
Regulation Amending " Regulation specifying Conditions of Matriculation, and Subjects for Matriculation Examination." Candidates for matriculation shall pay the matriculation fee required by the University prior to the examination, irrespective of their passing or failing to pass the matriculation examination, provided that a candidate who may fail to pass at his first examination shall not be required to pay any further fee on his giving notice of his intention to again present himself for examination.
Regulation Amending " Regulation specifying the Terms to be kept and Examinations to be passed for the B.A. Degree." Clause X. of the Regulation specifying the terms to be kept and examinations to be passed for the B.A. degree is hereby repealed, and the following substituted in lieu thereof : — An University examination for the B.A. degree shall be fixed by the Chancellor for some day in the month of January in each year.
Regulation Amending "Regulation specifying Conditions to be fulfilled and Examinations to be passed for obtaining Honors." Clause VI. of the Regulation specifying conditions to be fulfilled and examinations to be passed for obtaining honors is hereby repealed, and the following clause enacted in lieu thereof: — The examination for honors shall be fixed for some day in January in each year.
Regulation Amending " Regulation specifying Value and Tenure of Scholarships and Subjects and Conditions of Scholarship Examination." Clause VII. of the Regulation specifying value and tenure of scholarships, and subjects and conditions of scholarship examinations, is hereby repealed, and the following enacted in lieu thereof:— For the purpose of awarding senior scholarships there shall be added separate papers containing questions of a higher character, including the elements of the subjects for the honor examination; and no senior scholarship shall be awarded unless the candidate1 exhibit a degree of proficiency satisfactory to the Examiners.
Regulation Specifying the Terms lobe kept and Examinations to be passed for obtaining the Degrees of Bachelor and Doctor of Laws. I. Candidates for the degree of Bachelor of Laws shall subsequently to their matriculation complete the time required for proceeding to the degree of Bachelor of Arts. 11. They shall pass four examinations, two at the end of their first year, namely, one in arts as prescribed for students of the second year and one in law, of which the subjects shall be —1. Jurisprudence ;2. English language and literature; 3. History of the British Empire; 4. Political economy. The subjects of the third examination shall be —1. Roman law; 2. Constitutional law; 3. The law of property; 4. The law of obligations. The subjects of the fourth examination shall be—l. International law ; 2. The law of wrongs (civil and criminal) ; 3. The law of procedure. 111. Candidates who shall have passed these several examinations shall thereby complete their second and third years respectively, and upon the completion of their third year may be admitted to the degree of Bachelor of Laws. IV. Notwithstanding anything to the contrary in any Statute or Regulation, the Chancellor shall arrange the days and hours of all examinations in law, and shall prescribe the books and detailed subjects of examination therein. V. The subjects of examination for the degree of Doctor of Laws shall be—l. Roman law; 2. Jurisprudence ; 3. The principles of legislation. VI. Candidates for the examination for the degree of Doctor of Laws shall be Bachelors of Laws of at least two years' standing.

Regulation Specifying Conditions to be observed and Examinations to be passed for the M.A. Degree. I. Candidates for the degree of M.A. must have taken the degree of B.A. 11. No candidate shall be admitted to the examination for the degree of M.A. until the examination of the year following that in which the candidate shall have passed for the degree of B.A. 111. The subjects of examination for the degree of M.A. shall be divided into four schools, — 1. Language and Logic ; 2. Mathematics and Physic ; 3. Natural Science ; 4. History and Political Economy— in any one of which a candidate may pass. IV. Every B.A. inteirding to present himself for examination shall, at least six months previously, signify to the Chancellor the subjects in which he shall elect to be examined. V. Bachelors of Arts who may, after examination, have obtained Honors, shall be deemed to have passed the M.A. examination.

No. 6. The Chancellor of the Universitt of New Zealand to the Hon. the Colonial Secretary. Sir, — University of New Zealand, Christchurch, 18th May, 1877. I have the honor to forward to you herewith the Annual Report of the Proceedings of this University, as required by clause 28 of " The New Zealand University Act, 1874," together with an account of income and expenditure for the period of twelve months ending 28th February, 1877. ANNUAL REPORT OF THE SENATE. 1. In compliance with the 28th clause of " The New Zealand University Act, 1874," the Senate makes the following report to His Excellency the Governor of the proceedings of the University since the date of the last report; — 2. The Senate met on the 7th March, 1877, at the Public Buildings, Nelson, which place and time were appointed at the last meeting in 1876, as prescribed by " The New Zealand University Act, 1874." 3. The Senate have made certain amendments in the Statutes and Regulations at present in force, with a view to carrying out more effectually the objects and institutions of the University.

4. A copy of the Statutes and Regulations so amended is herewith, as directed by the Act, submitted for the approval of the Governor. 5. The Senate desire to draw the attention of the Government to the necessity of defining and proclaiming the reserves specified as requiring to be defined and proclaimed within six months after the passing of "The University Reserves Act, 1875." 6. The Senate have expressed by resolution their opinion that a Bill should be introduced, during next session of the Assembly, to vest in trustees the reserves included in "The University Reserves Act, 1875," for the purpose of promoting higher education in the provinces in which such reserves are situate. 7. The affiliated institutions have continued to do their work satisfactorily during the past year. The Senate regard with pleasure the interest taken by these institutions in the proceedings" and examinations of the University. 8. The Bowen Prize was awarded, in accordance with the report of the Examiners, to Frederick Fitchett, of Christchurch. 9. Twenty-one students passed the Matriculation Examination during the year ending 31st December, 1876. The number of undergraduates whose names are on the books of the University is now seventy-seven. 10. In the month of May last an examination was held for Junior Scholarships, the B.A. decree, and Senior Scholarships. For the first, twenty-four candidates presented themselves, of whom four succeeded in gaining Junior Scholarships. 11. The Senate has held two examinations, one in May and one in November of the past year, for the degree of Bachelor of Arts, at which two undergraduates succeeded in passing, and accordingly the Senate has conferred that degree upon them. 12. The Senior Scholarship Examinations were, like the other examinations, conducted by two Examiners in each subject, and, as the Examiners did not concur in their award, the Senate adjudged Senior Scholarships to two of the candidates. 13. An examination for Honors was held in November, and the Examiners report that the only graduate who presented himself for that distinction has passed his examination with great credit, and his name has been placed in the first class. 14. A statement of the income and expenditure of the University for the year ending 28th February, 1877, is appended to this report. Henry John Tancred, Chancellor.

No. 7. Mr. Maskell to the Hon. the Colonial Secretary. Sir,— University of New Zealand, Christchurch, 22nd May, 1877. I have the honor, by direction of the Chancellor, to explain, with reference to the 4th clause of the Report of the Senate of this University, forwarded to you in the Chancellor's letter of the 18th instant, that the Report is sent in the wording agreed to by the Senate. It was intended that the Regulations passed during the session, and the accounts of the past year, should be forwarded, together with the report, at the close of the session ; but, as the audit of the accounts was not completed for some time afterwards, it was thought best, in order to avoid delay, to forward the regulations passed at once, for the approval of His Excellency the Governor.
