1876. NEW ZEALAND.

LETTERS PATENT TO THE NEW ZEALAND UNIVERSITY. (PAPERS RELATING TO.)

Presented to both Houses of the General Assembly by Command of His Excellency.

No. 1. Memoeandum for His Excellency the Goveenob. In his despatch of date 22nd January ultimo, the Secretary of State gave his reason for declining to advise the grant of Letters Patent to the New Zealand University, and indicated the amendments required to be made in " The New Zealand University Act, 1874." Annexed is a print of " The New Zealand University Act 1874 Amendment Act, 1875." Effect having been thereby given to the suggestions of the Earl of Carnarvon, Ministers respectfully request that His Excellency the Governor will be pleased to renew the application for the grant of " Letters Patent to the New Zealand University," by the operation of which degrees conferred by the institution may be recognized in the same manner as if it had been, established by Eoyal Charter or under Imperial enactment. No. 2. His Excellency the Goveenoe of New Zealand to the Eight Hon. the Earl of Caenaeton. My Loed, — Government House, Wellington, 9th December, 1875. Referring to your Lordship's Despatch No. 5, of the 22nd January last, in which your Lordship pointed out certain amendments in " The New Zealand University Act, 1874," which Her Majesty's Government considered necessary before advising Her Majesty to issue Letters Patent recognizing the degrees of Bachelor and Master in Arts, and Bachelor and Doctor in Law, Medicine, and Music, conferred by the University of New Zealand, I have now the honor to enclose the copy of a Short Act passed during the last Session of Parliament for the purpose of making those amendments ; and I trust that your Lordship will now be enabled to advise Her Majesty to grant the usual Letters Patent to the University of New Zealand. No. 4. The Hon. the Colonial Seceetaet. to the Chancelloe of the New Zealand UNivEEsmr. (Telegram.) Government Buildings, 7th March, 1876. His Excellency was requested in December last to write to Secretary of State for the grant of Letters Patent to the New Zealand University, &c. H. A. Atkinson, H. J. Tancred, Esq., Chancellor of the N.Z. University, (for the Colonial Secretary). Christehurch.

No. 5. The Eight Hon. the Earl of Carnarvon to His. Excellency the Governor of New Zealand. Mt Lord, — Downing Street, 3rd March, 1876. I have the honor to acknowledge the receipt of your Despatch No. 84, of the 9th of December, 1875, enclosing a copy of a short Act passed in the last Session of the New Zealand Legislature, amending "The New Zealand University Act, 1874," in conformity with the views of Her Majesty's Government, as expressed in my Despatch No. 5, of the 22nd January, 1875. I have now to inform you that Her Majesty will not be advised to exercise her power of disallowance in respect of either of these Acts, which are entitled respectively, No. Bof 1875. "An Act to amend ' The New Zealand University Act, 1874;' " and No. 53 of 1874. "An Act to repeal ' The New Zealand University Act, 1870,' and to reconstitute the University created thereunder." I shall have much pleasure in advising Her Majesty to grant the usual Letters Patent recognizing the degrees conferred by the University of New Zealand, and I will at once take the necessary steps to obtain this issue. No. 6. The Hon. the Colonial Secretaet to the Chancellor of the New Zealand University. Sir, — Colonial Secretary's Office, "Wellington, Ist June, 1876. I have the honor to enclose for your information copy of a despatch from the Eight Hon. the Secretary of State for the Colonies to His Excellency the Governor, in which it is stated that Her Majesty will not be advised to exercise her power of disallowing either " The New Zealand University Act 1874 Amendment Act, 1875," or " The New Zealand University Act, 1874." The Secretary of State also writes that Her Majesty will be advised to grant the usual Letters Patent recognizing the degrees conferred by the University of New Zealand.
