POST OFFICE DEPARTMENT. (SEVENTEENTH ANNUAL REPORT.)

EEPOET. Since the date of last report, the whole of the Chief and Head Post Offices have been visited, and a very large number of the Sub-Post Offices inspected. In several instances, many of the offices have been visited twice, and generally there has been found decided improvement. Too much importance cannot be attached to a thorough system of inspection, which largely contributes to introduce and maintain order, discipline, and efficiency. ' The introduction of penny post cards for circulation within the colony has been decided upon. The cards will be issued to the public as early as practicable. Post cards supply a general want, by enabling messages, orders, notices, and other short communications to be transmitted through the post at a nominal rate of postage. The introduction of the post-card system in New South Wales and Victoria has been attended with success ; and in the United Kingdom for the year 1874, no less than seventy-nine million post cards were posted. Attention has been directed to the desirableness of establishing Penny Savings Banks in connection with schools, under regulations similar to those of the Penny-Bank system which has been worked with such marked success in the United Kingdom, and also in Ghent, in Belgium. The importance of the matter is fully recognized, and every facility will be afforded to Penny Banks established not only at schools but at factories and other establishments throughout the colony. One of the immediate results of the Postal Conference held at Berne, in October, 1874, has been a considerable reduction in the postage on letters and printed matter from New Zealand for places in Europe, &c. Further and still more substantial advantages are likely to follow. The following table shows to what extent the staff of the department has been augmented, and the expenditure on account of salaries increased, compared with the increase of revenue, during the seven years ended 30th June, 1876 : —

The total increase in the number of officers is about 72 per cent. The permanent officers increased 71 per cent., those not on the permanent staff, 59 per cent. Of the 789 officers on the strength of the department on the 30th June last, 152 are not in receipt of salary.

The number of letters and newspapers received and despatched during the years 1874 and 1875 was :— 1875. 1874. Increase. Comparing the number of letters despatched with the population of the colony, it is found that the proportion is 1429 letters to each head of population, as against 1208 for 1874. During this year the average in Victoria was 1639, and in New South Wales 1638. Revenue and Expenditfbe. The revenue collected for the financial year ended 30th June last amounted to £80,656 os. 9d. Had the postages due by the Imperial Post Office, and the sums recoverable from non-contracting colonies for conveyance of mails by the San Francisco Service, been collected within this period, the gross sum to have been treated as revenue would have amounted to £94,591 os. 9d. The subjoined statement shows to what extent the Postal revenue increased during the past four years:— Financial Year. Revenue. The revenue for the calendar year 1875, inclusive of the postage on franked correspondence, amounted to £122,495 18s. 9d., as shown by the summary table of the Report (No. 29). If the amounts admitted to be due, but not recovered, be added to this sum, £136,430 18s. 9d. would represent the gross earnings of the department for the year ended 31st December. The transmission of franked correspondence is largely on the increase, as may be seen by the following table. The amount of official postage for 1874 was estimated at £42,223 6s.: —

The actual expenditure for the financial year just ended amounted to £139,321 Bs. 4d. Of this sum, £72,743 Bs. 3d. represents the cost of conveyance of mails by sea. The payment for salaries was £32,135 2s. Bd., and Inland Mail Services absorbed £29,770 2s. 7d. Inland Mail Sebtices. The cost for the carriage of inland mails amounted to £28.699 os. lOd for the calendar year 1875. There were 330 services in operation; of these 83 were carried out by coach and mail cart, 153 by horse, 29 ou foot, 51 by water, and 14 by railway. These services exceeded 7,030 miles in length ; and the gross number of miles travelled" with the mails was 1,464,112, at an average cost of 4|d. per mile, a fraction higher than in 1874. Daily communication has been established between Dunedin and Invercargill, and it may be of interest to remark that mails have been delivered between those places within fifteen hours. From Dunedin to Balclutha, and from Invercargill to Mataura, the mails are carried by railway, while the intermediate stage, between Balclutha and Mataura, is still travelled by mail coach. The contract for the Rapier and Tauranga coach service having expired, and no eligible offers received for continuing the service, temporary arrangements were made for the carriage of weekly mails by members of the mounted constabulary. The coach service will be re-established so soon as a favourable opportunity presents itself. Forty-seven additional services were established, and in a number of cases the frequency of services increased. The extension of the railways has enabled many important districts to be supplied with daily mails, and in several instances with mails more than once daily. The fact has forced itself upon the department that the strict and exact observance of schedule time appears to be considered by many contractors of secondary consideration. The department has

always made the most liberal allowance for the difficulties and delays incidental to bad roads and flooded rivers ; but it has become apparent that many of the delays are attributable to other causes, over which contractors or their servants have control. The department has determined to insist upon contractors observing schedule time ; and failing this, the penalty clauses will be enforced in every case of needless delay. The Government have decided that contracts for inland mail services shall for the future extend over two years, instead of one, as is the general rule at present. By accepting tenders for two years the department will be relieved of a considerable amount of labour, while it is considered the change will tend to encourage greater competition than there has been hitherto. Depabtmental. 41 additional Post Offices were opened, 6 re-opened, and 15 closed during the year. The number of Post Offices open on the 31st December, 1875, was 647; and the total number of officers employed, 783. The following schedule shows the number of Post Offices open on the 31st December last, compared with the number open in 1874: —

A new office has been opened at Mosgiel, and placed in charge of a permanent officer. Seven additional pillar and receiving boxes have been established, and two closed. An additional letter carrier has been appointed to Auckland, enabling the deliveries to be extended. It is also proposed to extend the deliveries in Napier, Christchurch, and Invercargill, and to appoint an additional letter carrier to each office. The postage on book packets and patterns posted for delivery within the colony has been reduced. The postage now is Id. not exceeding 2 ounces, 2d. for four ounces, and 2d. for every additional 4 ounces. The postage on letters for the United Kingdom, for transmission via Brindisi, has been reduced from 9d. to Sd. per half-ounce, and on newspapers from 3d. to 2d. per 4 ounces. This reduction applies generally to letters and newspapers for other places when sent in mails via Brindisi. The letter postage for India has been reduced from Is. to 6d. per half-ounce. Letters for the South Sea Islands are now forwarded at a postage rate of 2d. per half-ounce. The business of the Insurance Department at Dunedin, formerly conducted at the Chief Post Office, was separated from that of the Post Office on the 2nd January. It is the intention to make similar changes throughout the colony at the larger offices. Kegistebed Letters. 48,130 letters of all classes were registered, being an increase of 4,164 over the number registered during the previous year.

Dead Lettebs. 55,531 unclaimed or dead letters were disposed of in the Dead Letter Office. The following table enumerates the number of this class of letters dealt with, year by year, since 1871: —

The property found during the year in unclaimed letters, comprising cash remittances, amounted to nearly £5,000. A considerable number of articles of jewellery were also found in unclaimed packets. It has generally been practicable to return the property to the senders. A large number of book packets and newspapers are received without covers in each mail from the United. Kingdom, and although every effort is made to restore these articles to their owners, a considerable proportion remains undelivered. Much disappointment to the public and trouble to the depart ment would be saved if, in the case of book packets, the senders were to use strong paper covers, and in the case of newspapers, if the addresses were written on the newspapers themselves, instead of on flimsy wrappers. Another cause of disappointment through non-receipt of newspapers from the United Kingdom is, that wheu they are posted later than eight days after the date of issue, they are liable to book-packet rates, and are detained on account of insufficient postage. And again, should any newspaper posted in the United Kingdom exceed four ounces in weight, it is detained unless it bears a double rate of postage. Packets containing articles of wearing apparel, &c, alleged to have been posted in the United Kingdom, are frequently reported by the addressees as missing, and the explanation of the non-receipt is, that only honajide patterns or samples are admissible for transmission through the post at less than letter rates of postage. When articles, obviously not patterns, arc posted prepaid at packet rates only, they are not forwarded, but detained, and, if practicable, returned to the senders. Buildings. The new Government offices erected at Lyttelton are now occupied by the several departments for the accommodation of which the building was erected. The Post Office was transferred to the new offices on the 6th December. The new building at Hokitika was finished and occupied by the department on the 81st January. The Napier Chief Post Office has been completed, and the business of the department transferred to the new premises on the 14th February last. The office is both roomy and convenient, and should be ample for all requirements for years. The alterations necessary for adapting the building formerly known as the Greymouth Hospital to suit the requirements of the Post Office and Telegraph Departments were finished, and the building handed over on the 1-ith March last. The work has been faithfully carried out; and, although the external appearance of the building does not suggest its real character, the internal arrangements are all that could be desired. The want of better accommodation at Invercargill has been felt for some time past, and it was also recognized that the ordinary requirements of the department could scarcely await the erection of the new offices contemplated to be built within the ensuing two years. It was therefore decided to appropriate a portion of the wing of the public buildings already in course of construction, on it being ascertained that desirable offices could thereby be readily and conveniently secured. The necessary fittings were put in hand without delay, and the business of the Post Office was transferred to the new offices on the 29th July last. The Post Office at Timaru has been altered as far as possible to meet the growing requirements of the department. The plan of the building and the limited space at the disposal of the department, precluded alterations on a larger scale. Plans for enlarging the accommodation at the Chief Post Office, Nelson, are in course of preparation, and the alterations proposed will give the department convenient offices. The Post Office will have the exclusive use of the building, the Telegraph having been transferred to new premises erected in Trafalgar Street. The erection of new offices at Christchurch has not yet been commenced, and the remarks made in the last annual report, as to the want of better accommodation, are now still more applicable, owing to the very large increase of business which has taken place. The want of a new Post Office at Wellington is seriously felt. Should business continue to increase at the present rate, it will be absolutely necessary to procure other and more commodious offices. Increased office space is also required at Dunedin. This will be secured so soon as the Telegraph Department vacates its present offices. The want of new offices at Port Chalmers, both from a departmental as well as a sanitary point of view, has been long felt. This want will shortly be supplied, as the erection of the new building is to be proceeded with at once. The Post Office at Gisborne has -been altered, and the accommodation improved. Alterations to the Tauranga Post Office, for the better convenience of the public, have also been made. The requirements of the department at Wanganui have rendered necessary increased accommodati n, which has been satisfactorily provided. Several additions and alterations to other less important offices have also been arranged, and in every case, where necessary, provision has also been made for the requirements of the Insurance Department.

11l addition to those mentioned, new Post Offices have been erected and occupied at Ashburton, Masterton, Ohaewae, Eiverhead, Turakina, Porangahau, St. Bathan's, Mosgiel, Obinemutu, and Havelock. The following new offices are also in course of erection, or proposed to be erected : —Manuherikia, Oxford, Outrani, Kaitangata, Temuka, Sandon, and Cambridge. Mail Steam Seevices. Eeference was made in the last report to the contract entered into by the Governments of New ISouth Wales and New Zealand with the Pacific Mail Steam Ship Company for a mail service between the colonies and San Francisco, for a period of eight years, at an annual subsidy of £89,950, the cost to be equally divided between the two colonies. The contract provides for thirteen services in the year, and an average speed of eleven knots per hour. The steamer from San Francisco proceeds through to Sydney, and, on the other hand, the steamer from Port Chalmers is the through boat to San Francisco, —transhipments in either case being made at Kandavau. The service was appointed to commence at San Francisco on the 10th, and from Port Chalmers on the 17th November last. The contractors were not in a position to begin the service by the authorized route, and they requested permission for three months to perform the service from Sydney to San Francisco, and vice versa, via Auckland and Honolulu —the New Zealand coastal service being performed by local steamers. Acting in concert with New South Wales, the Government declined to accede to this request, and the contractors were informed they must adhere to the letter of their contract. Notwithstanding this refusal they persisted in their intention, and, as might have been expected, serious complications arose. The " Vasco de Gama " was the steamer appointed to open the service from Sydney on the 19th November, and sailed from Sydney on that clay for San Francisco, by way of Auckland, where she embarked the New Zealand mails. The " Mikado," which should have begun the service from Port Chalmers, was not available, and the southern mails were therefore conveyed to the Manukau by local steamer. The " Vasco de Gama " sailed from Auckland on the 25th November, and called at Kandavau for the mails from New South Wales conveyed there by the " Cyphrenes." The New South Wales Government had refused to forward their mails by the " Vasco de Gama," as she was not to proceed by the contract route. The " Colima" was appointed to open the service from San Francisco on the 18th November, but as the contractors were not prepared to despatch her by the contract route, the mails were forwarded by the " Macgregor," employed under a temporary arrangement with the Australasian Steam Navigation Company. The " Colima " met with an accident after leaving San Francisco, which resulted in her being laid up for repairs on arrival at Sydney. The contractors through this mishap had not a suitable steamer for the carriage of the December mails to San Francisco, and the contracting colonies therefore chartered the " City of Melbourne " for a voyage to San Francisco and back via Auckland and Honolulu. In the meantime the " Cyphrenes " had been despatched to New Zealand by the contractors, and although her employment was protested against by the Government, she conveyed the mails to Kandavau, where they were transhipped to the " City of Melbourne." The New Zealand Government was not aware until after the "Cyphrenes" had left Auckland that the "City of Melbourne" would call there en route to San Francisco. The "Cyphrenes," while on the New Zealand coast, sprung her shaft, and was consequently precluded going further than Kandavau, from which port she returned to Sydney for repairs. The " City of San Francisco " was ready to leave San Francisco in December, on the date appointed by the contract. As, however, she was not to proceed by the contract route, the mails were not entrusted to the contractors, but placed on board the " Mikado," then returning under the agreement with the Australasian Steam Navigation Company. Both steamers reached Auckland on the Ist January. The mails for southern ports were delivered by local steamer, which also carried the return mails to Auckland to meet the " Mikado," which had been specially chartered by the contractors to convey the outward January mails to San Francisco. The " Granada " left San Francisco in January, and she was the first of the contractors' steamers conveying the mails from that port. Unfortunately the " Granada" did not connect with the branch boat at Kandavau, which came on to New Zealand without waiting for her arrival. The " Granada" carried the New Zealand mails to Sydney, from which port they were forwarded to Auckland by ordinary steamer. The " City of San Francisco " took up the February service at Port Chalmers ; and she was the first steamer which proceeded through to San Francisco in accordance with the contract. The "City of Melbourne" sailed from San Francisco in February with the mails, under the charter made by the contracting colonies, as above mentioned ; she came on to Auckland from Honolulu. The " Granada," which had been awaiting at Kandavau, reached Auckland a few hours after the " City of Melbourne." The " Granada " performed the coastal service, and carried the outward March mails. The " Mikado " sailed from San Francisco on the Ist March with the mails, and connected at Kandavau with the " Colima," which steamer delivered the. mails at the New Zealand ports. This was the first inward service carried out in accordance with the contract. On arrival at Port Chalmers, the " Colima " was unable to enter, and on returning to Lyttelton she broke down off Banks Peninsula. This mishap again disarranged the service. Arrangements had to be made for conveying the Southern mails to Auckland for transmission to San Francisco by the " Zealandia," which left Sydney on the 7th April, the contractors having obtained permission to perform the outward service in April, via Auckland. The " City of San Francisco " sailed from San Francisco on the 3rd April (instead of 29th March), and, by permission of the contracting colonies in consequence of the break down of the " Colima," came on to Auckland, the Southern mails being distributed by local steamer. The " Colima," having been repaired, took up the outward service at Port Chalmers on the 4th May. The " City of Sydney" was the April steamer from San Francisco connecting with the

11 Australia" at Kaudavau. The latter steamer brought the mails to New Zealand, and performed the outward service of the 31st May from Port Chalmers. The " Zealandia" performed the May service from San Francisco, and transhipped the New Zealand mails to the " City of San Francisco "at Kandavau; and the latter vessel performed the return service in June. The " City of New York " took up the June service from San Francisco, meeting the " City of Sydney" at Kandavau. This latter steamer conveyed the mails outwards from Port Chalmers in July. The service appears to be now in thorough working order, and the contractors are carrying it out with regularity. That the service can be performed within the time stipulated by the contract is beyond question. From a statement laid before Parliament it will be seen that comparing the services via San Francisco and Suez, the advantage to the Colony as a whole, in point of time, is decidedly in favour of the former service. It was considered advisable to appoint a [Resident Agent at San Francisco for the purpose of giving special attention to the interests of the Colony in connection with the mail service. There can be little doubt that the appointment will be of great advantage to the contracting Governments ; and there is reason to believe that the mails will be carried between New York and San Francisco with greater regularity than has hitherto been the case. The amount agreed to be paid to the Agent is only £30 per annum, for which payment he is to render any services required of him. Negotiations have been opened with the view of effecting a modification in the service, but up to the present time nothing has been definitely decided. It is recognized that calling at Kandavau is attended with serious risk and inconvenience. Owing to the failure of Messrs. H. H. Hall and Forbes, the payments on account of the San Francisco service have been unusually large. Two of the services under the temporary arrangement with the Australasian Steam Navigation Company overlapped the services under the new contract, with the result of a considerably increased expenditure. Heavy penalties for the irregularities at the commencement of the new service were exacted. The Contractors still protest against the decisions arrived at, and ask for a reconsideration. Postages from London ... ... ... ... ... 3,273 0 0 Postages collected in New Zealand ... ... ... ... 3,680 0 0 6,953 0 0 Net cost to the colony ... ... ... £7,930 10 7 In December last the United States Postmaster-General intimated to the London Post Office authorities that from the Ist January, 1876, the rate for the carriage of British closed mails between San Francisco and New York would be increased to 33 cents, per pound on both letters and newspapers, instead of 3f cents, per ounce on letters, and 6 cents, per pound on newspapers —charges which it was stated were found to be wholly insufficient to represent the payments made by the United States Post Office to the Eailway Companies. The closed mails in question were principally those sent and received by New South Wales and New Zealand; and, in order to meet the extra charge, the Lords Commissioners of Her Majesty's Treasury proposed to raise the rates of postage on newspapers and other printed matter sent in mails to the Colonies via San Francisco. The proposal was in effect to raise the postage on newspapers, &c, to 4d. per 4 ounces, and to be at liberty to demand a postage on newspapers sent in the colonial mails sufficient to cover the transit charges of the United States Post Office. This proposal was strongly protested against by the Agents-General of the two colonies as being contrary to the spirit and intention of the arrangement made in May, 1873, and which was regarded as binding for a period of five years. Eventually the Imperial Government withdrew their claim, but intimated that the basis of payment would have to be re-considered on the expiration of the existing arrangement. The service between Nelson, Westport, Greymouth. and Hokitika, in connection with the San Francisco Mail Service, is continued month by month. Notwithstanding the difficulties encountered, the mails have, with a single exception, been delivered with regularity. The frequency and regularity with which steamers have been running to and from the Manukau have rendered it unnecessary for the Department to provide for the receipt and delivery of the New Plymouth, Nelson, and Marlborough portions of the San Francisco mails. Until it be seen what direction the modifications of the San Francisco service take, special arrangements need not be entered into. The contract for the conveyance of the Suez mails between Melbourne and New Zealand has been renewed for a period of two years, from September next, at the existing rate of subsidy.

The Middle Island Service expires in December. It it proposed to renew the contract. The total subsidy is £4,000 per annum, the whole of which will be a charge on the votes of the Department. TJp to the present time, the Provincial Government of Otago have contributed £2,500 a year in aid of this service. The Fiji Service has undergone one or two changes. The contract for running through to Dunedin was cancelled, end in December an arrangement was made with the contractors (the Auckland Steam Packet Company) for placing the steamer " Llewellyn" (specially fitted up for the trade) in the service, and running her between Auckland and the Islands every twenty-one days, for a payment of £150 each round trip. Owing to adverse circumstances, the arrangement did not prove an advantageous one to the contractors. They accordingly obtained permission to withdraw the " Llewellyn," and again employ the steamer " Star of the South," arranging the service so that the steamer should have a longer interval at the Islands to collect freight. This new arrangement will be commenced on the return of the " Star of the South " from Fiji; and in the meantime the " Llewellyn" has been withdrawn from the service. Prior to withdrawing the " Llewellyn," the Company proposed to extend their service to New Caledonia, and arrange a time-table enabling the " Llewellyn " to connect with the inward and outward San Francisco mail boats at Kandavu and. Auckland respectively. After carefully considering the matter, the Government were unable to agree to the proposal. The service between Auckland, Gisborne, and Napier has been extended for a further period of twelve months. The service between Wellington, Napier, and Gisborne has also been extended for a similar period. The latter service expires in November, and the former in February next. A service has been established between Wellington, Kaikoura, and Lyttelton. The service, which is a fortnightly one, is performed for a subsidy of £400 a year. Money Oedees. The number of Money Order Offices in the colony had increased to 119 at the .close of 1875, from 103 at the close of 1874 ; 16 new offices having been opened, namely, at Hokianga, Kawakawa, Hawera, Hastings, Taupo, Wairoa, Carterton, Turakina, Upper Hutt, Waitapu, Geraldine, Malvern, Eakaia, Clinton, Hyde, and Ophir. The Money Orders issued during the year were 73,027 for £293,481 10s. 9d., against 62,712 for £263,164 7s. 9d. in 1874; the increase being 10,315 in number, and £30,317 3s. in amount. The Money Orders paid were 52,132 for £211,516 16s. 2d., against 44,364 for £186,394 9s. 6d. in 1874; the increase being 7,768 in number, and £25,122 6s. Bd. in amount. The Money Orders issued in New Zealand on offices in the United Kingdom and the Australian colonies were 24,416 for £99,929 175., and there were 3,964 Orders for £18,603 9s. 6d., issued by those offices on New Zealand. There was accordingly an excess of upwards of £81,000 in the Money Orders sent out of the colony over those received. The Telegraph was used during the year for the transmission of 10,144 Orders for £47,034 2s. 4d., against 9,060 for £44,026 12s. 6d. in 1874; the increase being 1,084 in number, and £3,007 9s. lOd. in amount. The total amount of commission received from the issue of Money Orders was £4,950 19s. 4d., or £557 17s. Id. more than the amount received in 1874. Savings Banks. The high rate of interest offered by the banks and investment institutions has diminished the Savings Bank deposits. A similar effect has been noticable in some of the neighbouring colonies. The following comparative statement of the Money Order and Savings Bank business of the Post Offices in Victoria and New Zealand during the year 1875, should be read with interest:—

In Victoria interest at the rate of £4 per cent, on deposits up to £1,000 is allowed, while in New Zealand the rates are £4 10s. per cent, on deposits not exceeding £200, and £4 per cent, on deposits exceeding £200, but not exceeding £500. The number of Savings Bank accounts opened during the year was 11,273, against 10,346 in 1874 ; the number of accounts closed, 8,681, against 5,736 in 1874. The number of accounts which remained open at the close of 1875 was 24,334, having increased from 21,742 at the end of 1874. The number of deposits received during the year was 56,129 for a total amount of £657,653 45., the average amount of each deposit was £11 14s. 4d. There were 36,977 withdrawals for a total amount of £729,759 17s. 9d., the average of each withdrawal was £19 14s. Bd. The amount of interest credited to the account of depositors for the year was £28,565 3s. 5d., the rates allowed were 4-| per cent, per annum on sums not exceeding £200, and 4 per cent, on sums above this amount. The balance at the credit of depositors at the close of the year was £727,295 7s. Bd., the average amount at the credit of each account was £29 17s. 9d.
