ELEVENTH REPORT ON THE POSTAL SERVICE OF NEW ZEALAND, BY THE POSTMASTER-GENERAL.

I have the honor to submit to your Excellency the Eeport on the Postal Service of New Zealand ; this being the eleventh Eeport respecting the progress of the Department. EEPOET. The most noticeable features in connection with the working of the Post Office Department during the past year are—The establishment of a monthly service between the Colony and Great Britain, via San Erancisco; the discontinuance of the subsidized monthly service between Wellington and Melbourne, via Hokitaka, and two Interprovincial services ; and the establishment of a new Interprovincial service, between the Manukau and the Bluff, for the purpose of collecting and distributing mails in connection with the direct English route. Some important reductions in charges have been made —partly by a change in the rate of progression as affecting Inland Letters, and letters addressed to the United Kingdom. At the end of 1869, there were in existence fifteen offices more than existed at the end of 1868 ; and the sub-postmasters in charge of the new offices represent three-fourths of the increase during the year in the number of the staff. A satisfactory increase in the business of the department has taken place, especially as regards the Money Order and Savings Bank branches. The revenue has gained, as compared with the previous year, and the general efficiency of the department has been maintained. Depaktmental. During the year, twenty-four new Offices have been opened, and six Offices have been closed > making a total of 413 Offices opened at the end of 1869, of which 9 were chief Offices, 20 Offices of the second class, and 384 Sub-Offices. New Offices have been built at the Hutt and Timaru; and preparations are being made for new Offices at Wanganui and Queenstown. At Dunedin, the business of the Post Office is now conducted in a portion of the Provincial Government Buildings, the necessary alterations having been completed several months ago. There having been frequent complaints respecting the management of the Auckland office, Mr. Gray, the Inspector, was sent up during October last. He remained in Auckland until he had completed a re-organisation of the office, and its working has since then been satisfactory. The Post Office at the Thames has been removed to a central position between Shortland and Grahamstown, so as most conveniently to serve both townships ; and to meet their general requirements three letter carriers have been added to the staff of the Office. The scale of postage on Inland letters, and letters addressed to the United Kingdom, or to any British Colony, has been altered from a progression by one ounce and the charge for an ounce to a progression by half an ounce and the charge for half an ounce. By this alteration, a letter over loz., and not exceeding Ij-oz. in weight, is liable to three rates of postage only, instead of four, as was the case under the old scale ; and, in the same way, a letter weighing over 20z., and not exceeding 2ioz., is liable to five rates only, instead of six. The previous minimum rate of 4d. on Book Packets and Pattern Parcels, when not exceeding 40z., has been reduced to Id. when the packet does not exceed loz., and to 2d. when above loz. and not exceeding 2oz. The fee for Late Letters has been altered to a single rate of postage on each letter ; the uniform fee of 6d. having been found too high for late letters from one part of the Colony to another. Alterations have also been made in the charges for Private Boxes. To those who wished to have a box for a short period only, the charge of £2 for the first year was considered too high; and it has been reduced to 10s. for three months, and £1 for six months, the charge for a longer period, remaining as before. Mail Services have been established in several parts of the Colony which had previously been without such accommodation ; and some of the previously-established services have been extended and improved. In the Province of Nelson, postal communication has been extended from Poxhill to Wangapeka ; and services have been established between Napoleon Hill and Greymouth, and between Westport and Lyell.

The Mail Service between Wanganui and Patea has been increased from once a week to twice a week ; and the service is performed by coach. Between Patea and New Plymouth, also, the communication has been increased from once a fortnight to once a week. By these services, which are now performed without interruption, New Plymouth is placed in weekly overland communication with Patea, Wanganui, and Wellington. In Westland, a Post has been established between Okarita and Eive Mile Bush, Gillespie's Beach, and Hunt's Beach. The correspondence for those places had previously not been sent further South than Okarita. The following figures show the total number of letters and of newspapers despatched and received during 1869, and a comparison with the numbers despatched and received during 1868 : — 1869. 1868. Letters—Despatched ... ... ... 2,374,060 2,603,077 Eeceived ... ... ... 2,642,535 2,374,122 Newspapers—Despatched ... ... 1,486,255 1,376.316 Eeceived ... ... ... 2,076,892 1,907,369 Thus, during 1869, there were 37,466 more letters passed through the Post Office than there were during 1868; for while the despatched letters show a decrease of 228,947 on the year, there is an increase of 268,413 on those received. As to newspapers, the number dealt with by the Department during 1869 was considerably over a quarter of a million in excess of that of 1868 ; the newspapers despatched having increased by 109,909, and those received by 169,523, the total increase being 279,432.

A statement of the strength of the Staff of the Department at the close of 1869, and a comparison with its state at the close of 1868, is appended : —

Pending arrangements which are about to be made by the Government, for the mutual assurance of officers, it is for the present required that officers of this Department shall give the security of a private bond, instead of that of a Guarantee Association. Of the three Letter Carriers already mentioned in connection with the Thames Office, one was appointed during 1869, and the others have been added this year. Dead Letteks. The decrease in what are called " Dead Letters" has been marked, and steady, for several years. Numbering 46,593 in 1866, the decrease, taken yearly, has been to 37,628, 33,072, and 29,331 respectively. The increased knowledge and efficiency of the Letter Carriers may, no doubt, be credited with a portion of this improvement; which must, however, be mainly attributed to the fact that, year by year, a smaller proportion of the population of the Colony is classable under the term " floating."

Eegistered Letters. The decrease in the business of thisbranch of the Department during IS6B, was, in the last report, said to be possibly " accounted for by the general commercial depression prevailing throughout the colony." There has again been a slight decrease. It seems not unfair to consider that the registration of letters is less resorted to now than formerly, because of an increased confidence in the safe transmission of letters by the ordinary post.

RETURN of the NUMBER of LETTERS REGISTERED at the various Post Offices in the different Provinces in New Zealand, during the years 1866, 1867, 1868, and 1869.

The Eegistration Fee on letters addressed to the United Kingdom, Australian Colonies, and British Possessions in the East, has been reduced from one shilling to sixpence; and to British Colonies and Eoreign Countries, in transit through the United Kingdom, from one shilling and sixpence to tenpence. Monet Orders. The detailed statements as to Money Orders issued and paid in the colony during the year, as per Tables No. 1 and 2 (appended) show a considerable increase, both as to issue and payments, over the year 1868. This increase is almost wholly on the Issues and Payments within the colony, which amount respectively to £63,897 Is. lOd. and £63,821 against in 1868, £54,342 18s. 6d. and £54,349 Bs. 3d. The issues on Eoreign Governments, as well as the payments of their issues on New Zealand, show little change as compared with the previous year. The issues on the United Kingdom amounted to £39,939 Bs. 6d.; its issues on the colony being £5,640 18s. Bd. On the Australian Colonies, the issues amounted to £23,381 14s. 7d., whilst their issues on New Zealand amounted to only £6,371 19s. Bd. thus showing that remittances to the amount of about £34,300 were required to be made to the Imperial Post Office ; and about £17,000 to the several Australian colonies, to balance the accounts for the year. The total Issues during the year amounted to £127,218 4s. lid., against £118,211 3s. Bd. during 1868. The total Payments amounted to £75,833 18s. 4d. against £67,536 12s. 6d. during 1868, or an increase on issues of £9,007 Is. 3d,, and on payments of £8,297 ss. lOd. Post Office Savings Bank. A very marked increase has taken place in the business of this branch of the department, both in the number and amount of Deposits and Withdrawals. The Deposits during the year amounted £240,898 ss. 9d., against £194,535 lis. 6d. during 1868. The amount of principal withdrawn was £179,599 10s. 6d. against £106,567 6s. Id. in 1868. Tables 4 to 10 (appended) supply details of these transactions. The number of New Accounts opened was 3,839, as against 3,282 in 1868. The number of accounts closed was 1801 as against 1186 ; and the Interest paid on closed accounts was £918 13s 7d, as against £527 lis 2d. The number of transactions with the Bank during 1869, was 26,425, as against 19,379 during 1868, being an increase of 7,046. The number of acknowledgments issued was 13,789, against 10,261 in 1868. The balance of the year's transactions remaining in deposit on the 31st December, was £61,298 15s. 3d. In 1868 it was £87,968 ss. sd. The larger increase of withdrawals, during the year, is doubtless chiefly attributable to the excited and unsettled state of the mining population ; although the reduction on the Ist of April, from five to four per cent, interest allowed on deposits, may, in some degree, have contributed to that result. 2

The total amount of Deposits from the commencement of the system on the Ist Eebruary, 1867, up to the 31st December, 1869, was £531,801 5s ; the total of Withdrawals during the same period being £312,491 14s. 9d. The total Balance at Credit of 6,290 accounts open on the 31st December last, including the interest accrued to that date, was £231,311 ss. 3d. During the year, four new offices were opened for the transaction of Money Order and Savings Bank business ; and a carefully revised and enlarged edition of the Savings Bank Eegulations was issued to Postmasters, for their better guidance in conducting the business of the department. Steam Postal Serttces. In compliance with the desire expressed by a resolution of the House of Eepresentatives, an arrangement has been made for a Mail Service with Great Britain via California. The contract cost is exceedingly low, and it would be premature to express au opinion as to whether the service on its present footing will prove permanent or whether it will require to be remodeled. But the experience gained has proved that the service is not only a valuable one, but that the route by California is by far the best route for mails and passengers. It has also proved that, on account of its popularity, a very large subsidy should not in any case be necessary; and again it has been the means of displaying in a most gratifying manner the readiness of the United States to co-operate with the Government of the Colony. The Inspector of the Post Office, Mr. Gray, who proceeded to America in charge of the first mails, met, from the authorities of the United States, with the most cordial assistance. He succeeded in making arrangements for establishing a Money Order system between the United States and New Zealand ; and he arranged the draft of a postal convention between the United States and New Zealand, which has been approved by the Government of the United States, and is under the consideration of the Colonial Government. Tho Postmaster-General takes this opportunity of expressing the high sense he entertains of the ability and industry which Mr. Gray displayed in the discharge of his important and onerous mission. The establishment of the mail service between New Zealand and San Francisco, rendered necessary a subsidiary service to collect the mail for despatch from the several ports of New Zealand, and to distribute the mails received by the contract packets running between New Zealand and San Francisco ; and accordingly, in April last, a contract was entered into with the Circular Saw Navigation Company for an Interprovincial service between Manukau and the Bluff, via New Plymouth, Nelson, Picton, Wellington, Lyttelton, and Port Chalmers. The duration of this contract is to be six months, to be extended if desirable to a further period of six months, at a cost of £725 a month for the first three months, and £600 a month for any subsequent period. Power is given to the Government to terminate the contract without previous notice; but should the service not be continued for the second period of six months, the Company is to receive payment equal to £725 a month for the first six months. All the services in 1869, for the conveyance by sea of Interprovincial and Intercolonial Mails, were discontinued as the contracts for those services came to an end. The services were as follow :— 1. Between Wellington and Melbourne, by way of Hokitika, once every four weeks, from April to December, 1869, at a cost of £5,800, half being borne by the Imperial Government and half by the colony. 2. From Manukau to the Bluff and back, and from the Bluff to Manukau and back, via intermediate ports, once every four weeks during the year 1869, fou £10.000. 3. Between Wellington and Napier, once every four weeks, from April to August, 1869, at the rate of £650 a year. On the termination of the Intercolonial contract in November, 1869, for the conveyance of mails between Wellington and Melbourne, it was agreed with the companies by whose vessels the mails have been conveyed between New Zealand and Australia, that for the inward European mails brought to New Zealand, they should respectively be allowed, in addition to the gratuity of Id per letter to which they are entitled by law, when the mails are put on board, a further gratuity of Id per letter, together with freight on newspapers at the current rates charged for ordinary cargo, and on delivering the mails at the several ports of New Zealand within a certain number of days, the remission of the light dues on the vessel carrying such mails ; for the outward mails from New Zealand, the additional gratuity of Id per letter, freight as above on the newspapers, and the remission of light dues on the vessel taking the mails, provided they were delivered in Melbourne or Sydney within a certain number of days from New Zealand, in time for the outgoing mail. For the mails, however, carried direct between Melbourne and New Zealand, except those despatched in May, for which a special payment of £200 has been made, a gratuity only of Id per letter has been allowed since the 15th January, as the company whose vessels conveyed the mails declined to accede to the arrangement, although a subsequent claim was made by them for payment under it.

The following table shows the dates of receipt and of despatch at the several ports of New Zealand, and at Melbourne, of the European mails since the termination of the contract to June last, together with the cost of the conveyance of those mails between New Zealand and Australia :—

The postage on letters addressed to the Colonies of Victoria, New South Wales, Queensland, South Australia, and Tasmania, has been reduced from 6d to 3d per half ounce, in accordance with a suggestion originally made by the Government of Victoria. Western Australia has lately also agreed to come under a similar arrangement. Correspondence has passed between New Zealand and the United Kingdom via Brindisi since December last, accelerated trains having been established by the Italian Government between the French frontier and Brindisi. The course of post by this route is about one day less than via Marseilles. The following table shows the number of letters and of newspapers received and despatched from and to the United Kingdom via Brindisi: —
