RESOLUTIONS OF PROVINCIAL COUNCIL OF CANTERBURY relative to PROPOSED CHANGES IN THE CONSTITUTION OP PROVINCIAL GOVERNMENT.

No. 1. Mr. H. J. Tancred to the Speaker, House of Eepresentatives. Sir,— Wellington, 6th July, 1870. Understanding that certain Eesolutions passed by the Provincial Council of Canterbury and ordered to be transmitted to you have not reached your hands, I have the honor herewith to enclose a duplicate of the same. I have, &c, Henry John Tancred, The Hon. the Speaker, Late Speaker, Provincial Council, Canterbury. House of Eepresentatives, Wellington.

Enclosure in No. 1. Provincial Council Chamber, Ist November, 1869. The following Eesolutions were adopted:— That, in the opinion of this Council, it is desirable, with a view of rendering tho administration of the affairs of the Province more efficient and simple, that the following Constitutional changes should be effected — 1. That the Superintendent should be elected and removeable by the vote of an absolute majority of the Provincial Council, and should have a seat in the Council and a right to vote therein. 2. That the Legislative powers of the Council should cease, except as to those subjects on which Provincial Councils may be authorized by the General Assembly to legislate. 3. That it is desirable that the Council should have power to legislate on the following subjects, namely:— Eegulating its own proceedings and providing for the carrying on of the Provincial business when the Council is not in Session. Altering the number of Members of the Council and the boundaries of electoral districts ; appropriating revenues; regulating education, immigration, public hospitals and asylums, infirmaries and gaols; administration of public reserves ; fencing, prevention of cattle trespass, and of diseases in sheep and cattle ; constructing, maintaining, and diverting railroads, tramroads, roads, ferries, bridges, and other public works. Taking private land for public purposes. Preserving health, cleanliness, and order in towns and places not within the municipalities. Levying tolls, rates, and fees for the following purposes:—(1.) Support of education. (2.) Construction and maintenance of roads, bridges, and ferries. (3.) Support of hospitals, infirmaries, asylums, and gaols. (4.) Police. (5.) Prevention of disease in sheep and cattle. (6.) General expenses of the Government of the Province. 4. That the Superintendent should not have a veto in the legislation of the Province.
