Sir,— General Post Office, Wellington, 7th July, 1868. I have the honor to submit to your Excellency the Ninth Report on the Postal Service of New Zealand, being the Report for the year 1867. I have, &c., To His Excellency Sir George F. Bowcn, K.M.G., John Hall, Governor of New Zealand. Postmaster-General. REPORT. The changes which have been introduced into the Postal Service of New Zealand during the period which has elapsed since the date of my last Annual Report have not been of an important character. They consist chiefly of alterations by which reductions of departmental expenditure rendered necessary by the financial condition of the Colony could most effectually be accomplished. Notwithstanding these reductions, the business of the Post Office has not shared the depression generally prevailing throughout New Zealand during the past year. In the number of letters received and despatched, in the number of Post Office money orders issued and paid, and especially in the aniount of deposits in the Post Office savings banks, a very considerable increase has taken place. The Postal revenue of the Colony is considerably augmented, and its Postal expenditure is considerably diminished. Departmental. With the exception of modifications which have been called for by the development of some of the Gold Fields of the Colony, no changes of importance have been introduced into the organization of the department. The total amount of business transacted through the medium of the Post Office is shown by the following statements : — The letters despatched have been 2,402,909 in 1867, against 2,353,856 in 1866. The letters received have been 2,408,331 in 1867, against 2,404,788 in 1866. The newspapers despatched have been 1,390,368 in 1867, against 2,413,511 in 1866. The newspapers received have been 1,670,520 in 1867, against 1,959,528 in 1866. The Postal Revenue (exclusive of Money Order commission) has been .£55,331 18s. Id. in 1867, against .£47,836 10s. 6d. in 1866. From the Ist January, 1867, to 30th June, 1868, fifty-seven new Post Offices have been opened, and five offices have been closed. A further reduction in the staff of some of the chief offices, in addition to that reported last year, has been effected, without impairing the efficiency of the service, or, except in one instance, restricting the accommodation previously afforded to the public. In the instance referred to, that of Auckland, the reduction in the force of the chief office, which it was deemed expedient to make in consideration of the financial condition of the Province, and in compliance with the expressed wish of the Superintendent and Provincial Council, could not be effected without reducing the number of letter-deliveries within the City of Auckland. Care has been taken to render these changes as little inconvenient as possible. The Inland Mail Services have as a rule been efficiently performed, in spite of their diminished cost and of a winter of unusual severity. To judge by the paucity of complaints, the Post Office duty generally has been

efficiently and carefully discharged. The principal complaints of importance that have reached me have been those resulting from the reduction in the Steam Mail Services, which has been carried out in compliance with the desire to this effect expressed by the General Assembly. In very few instances have the persons by whom these complaints have been circulated taken the trouble to ascertain, or had the candour to admit, that these reductions were the necessary result of those measures of economy which the financial condition of the Colony has rendered indispensable. I have myself visited several of the Post Offices during the past year; and nearly the whole of the chief offices, as well as a considerable number of the subordinate offices, have been examined by the Inspector. I cannot forbear reiterating the opinion I expressed last year, that a constant and vigilant inspection is the best guarantee for the efficiency of a postal service in any country, and to express a wish that circumstances would enable increased provision to be made for that purpose in this Colony. Tables 16 and 17, appended to this Report, show the amount of correspondence in proportion to population in the United Kingdom, in the Australian Colonies, and in New Zealand. These tables give some curious and interesting results. It appears that the average number of letters to each individual in New Zealand is about one-half of the average of the United Kingdom, while it is nearly twice that of the Colonies of Victoria and New South Wales. Of newspapers, however, the colonists, and especially those of New Zealand, seem to be much larger consumers than the inhabitants of the United Kingdom, the proportion being about fourteen per head for the former to six for the latter country. There is also a remarkable difference in the statistics in these respects between the different Provinces of New Zealand. Nelson has the smallest correspondence in proportion to its population, while Canterbury has the largest, each resident in the latter Province receiving two and a half times as many letters as in the former. In newspapers the consumption appears also less in Nelson than in other parts of the Colony, the largest number per head being distributed in Hawke's Bay and Otago. Dead Letters. During the year 1867, 37,628 letters, including 518 registered letters, were received at the Dead Letter Office. Of these, 29,999, including 485 registered, were despatched from the office by post; and 79 letters were delivered to personal applicants; 7,550 have been destroyed, as neither the writers nor the persons to whom they were addressed could be found. Of the above dead letters, 16,829, including 200 registered, originating in New Zealand, were opened in the Dead Letter Office and returned to the writers ; and 13,170, including 285 registered, originating in places beyond the Colony, were returned unopened to the several offices from whence they reached this Colony. The following Returns give a clear view of the amount of work performed in this branch of the Department.

Registered Letters. This branch of the business of tho Post Office shows, as will be seen by the following comparative Return for the years 1865, 1866, and 1867, a small falling off in the latter as compared with the previous year. This is chiefly to be attributed to the fact that the large increase in the number of registered letters which took place in the year 1866 was caused by exceptional circumstances which have now ceased to operate.

Money Orders. The detailed statements of Money Orders issued and paid in New Zealand, which is furnished in tables Numbers 1 and-2, show an increase in both instances over the number of transactions which took place in 1866. This is the more worthy of remark as the increase of 1866 over the previous year was very large; and it is in this portion of the Post Office business that the influence of general commercial depression might have been expected to be most severely felt. As in previous years, the number and amount of Orders issued in New Zealand very largely exceeds that of Orders issued elsewhere and paid in the Colony. Considerable sums of money in the aggregate appear to be forwarded by means of Post Office Orders to Victoria and New South Wales ; while to the United Kingdom the remittances by this means exceed the receipts by about £34,000 per annum. Savings Banks. At the date of my last Report the system of Post Office Savings Banks had been but recently introduced. Its progress since that time has been eminently satisfactory. I append elaborate tables, Numbers 3, 4,5, 6, 7, and 8, which have been carefully prepared by Mr. Pagan, the Controller of Money Orders and Savings Banks, showing in great detail the number and character of transactions at each Post Office Savings Bank throughout the Colony. It will be seen that in nearly every instance the amount of deposits has gone on steadily increasing, until the aggregate has risen from £3,180 2s. 2d. on the Ist March, 1867, to the sum of £101,168 -6s. 2d. on the 31st of May, 1868. This result is gratifying, as an evidence not only of material prosperity on the part of an important portion of the community, but also of the growth of habits of prudence and thrift which it was the object of these Savings Banks to foster and encourage. Post Office Service has been very efficiently conducted by Mr. Pagan, with but little clerical assistance. The increase of business above indicated has now, however, rendered furtherassistance indispensable. Steam Postal Services. Panama Service. I cannot refer to the Panama Mail Service without noticing the loss sustained by New Zealand through the decease of the gentleman to whose exertions it is principally indebted forthe successful establishment of this important undertaking. Few men have brought to the public service of this Colony more sincere zeal for its progress and prosperity, more practical ability and more indefatigable industry, than the late Mr. Crosbie Ward, and there are few of its public servants whose name and public services will be more gratefully remembered and appreciated. The Panama Mail Service has continued, during the past year, to be performed by the Panama New Zealand and Australian Royal Mail Company, without any interruption. The voyages from Sydney to New Zealand and Panama, have been accomplished with uniform punctuality ; in no instance has the homeward bound steamer failed to reach Panama in time for the mail to Southampton. On the outward journey there has been less regularity. In some instances time has been lost between Panama and New Zealand, but in the majority of cases the delay has been attributable to the late arrival at Colon of the vessels of the West India Royal Mail Company. I am informed that these irregularities are owing to the disorganization which the West India Mail Services has suffered through the loss of a considerable number of the Company's vessels in the extraordinary hurricanes experienced in the West Indies during the past twelve months. These losses are being repaired as speedily as possible, and with a view, among other things, of expediting this important service, the West India Company's steamers carrying the Australian and New Zealand Mails will, in future, run direct between Southampton and Colon. The time gained by this change of route will, doubtless 'enable mails via Panama to be delivered in Australia and New Zealand even before the dates specified in existing Time Tables. It will be seen by Tables 13, 14, and 15, that the bulk of the correspondence between this Colony and Europe is transmitted by the Panama route. In connection with this subject the progress of the Eailway now being constructed across the Continent of North America possesses great interest. I can see no reason why, upon the completion of this Railway, which is expected to take place in the year 1870, mails should not be delivered in Sydney via New Zealand within forty-two days from Liverpool or Southampton, and there can be little doubt that the traffic between the Australasian Colonies and California would afford ample remuneration to a line of steamers of the highest class. I regret that the Colony of Victoria, as well as others in the Australian group who arc no parties to the contract with the Panama Company, have not yet been induced to make any contribution to the cost of this service at all adequate to the advantages which it affords to them. The payment of twenty shillings per pound upon the gross weight of mails conveyed for the non-contracting Colonies, which was determined on in concert with the Colony of New South Wales, has produced a contribution so merely nominal, that if those Colonies cannot be induced to assent to a considerable modification of the present arrangement, it deserves serious consideration whether they should not be altogether debarred from availing themselves of the service. Suez Service. During the present year important changes have been made in this service. The branch steamers from Galle to Sydney, which formerly ran at fixed periods of the calendar month, are now timed so as to meet at Galle the mail steamers to and from China once in every four weeks. The day of the month therefore upon which the English mails via Suez arrive at and depart from the Australasian Colonies is constantly changing. A monthly mail service not regulated by fixed dates of the calendar month must nearly always be an inconvenient one; in Australia the new arrangement is found to be very objectionable, and in this Colony, where the arrival and departure of the Panama mail as well as the several inter-provincial services are necessarily timed to fixed dates of the calendar month, the new arrangement has rendered the Suez service a very expensive and a most inconvenient one. A line of inter-provincial steamers has to be specially provided to collect and distribute the Suez mails which often arrive and leave at dates so close to those of the mails via Panama as to render them practically useless. During the present month, for instance, the steamers leaving Auckland with the Panama and Suez mails respectively depart within one day of each other, and both these mails leave Wellington on the same date. Under these circumstances and looking to the necessity which exists for the strictest economy in every branch of the public service, the Government is of opinion that the expense which is entailed upon the Colony by the maintenance of inter-colonial and interprovincial steam services for the collection and distribution of the Suez mails should no longer be incurred. It is proposed, therefore, to discontinue these services and to receive and forward the Suez mails by unsubsidized vessels. Inter-colonial Services. In pursuance of the intentions above stated, notice has also been given for the discontinuance of the service between Melbourne and Port Chalmers. This notice will expire on the

12th September next. In accordance with the desire expressed by the House of Representatives in its last session, the mail service between Sydney and Auckland, by which the Suez Mails for the latter place were conveyed, has already been discontinued. The following Table will show the subsidies paid for inter-colonial mail services during the past five years. The number and the cost of the inter-provincial services have also been considerably reduced, and they are now almost confined to those which are indispensable -for the collection and distribution of the European Mails. It has always been found difficult, with a due regard to the main object for which these services arc maintained, so to arrange the Time Table as to furnish also a regular and convenient Postal Service between one part of the Colony and another; I need hardly add that since the new arrangement for the Suez service has come into operation this difficulty has become an impossibility. The inter-provincial services are performed in about equal shares by the New Zealand Steam Navigation Company, and the Panama New Zealand and Australian Royal Mail Company. Notice has been given for the termination of both contracts in September next. The subjoined Table will show the sums now paid for these services, as well as those paid in previous years. The decision of Her Majesty's Government upon the proposals emanating from the Postal Conference held in Melbourne during the last year, were communicated to your Excellency's predecessor in a despatch from the Secretary of State of the 19th October, 1867. That decision was adverse to the proposals of the Conference. A communication has been addressed by the New Zealand Government, to that of New South Wales, with a view of ascertaining whether any, and if so, what steps are in contemplation by the Governments of the Australian Colonies in view of the position in which this question now stands. No answer has yet been received to that communication, and looking at the extent to which regular postal communication with the mother country and Europe is already provided for New Zealand by the existing contract with the Panama Companyr, I do not see that unless invited by one of the Australian Governments, this Colony is at present called upon to take any active steps in the matter. The contract with the Peninsular aud Oriental Company for the mail service between Galle and Sydney is terminable by two years' notice, but as this notice has not yet been given no change can be effected, except with the concurrence of the Company, before July, 1870. Miscellaneous. The numerous changes which have been effected in the Postal Services of this Colony since the New Zealand Postal Guide was last published, have rendered the issue of a new edition very desirable. This has for some time been in preparation by the Inspector of the Post Office, and will I hope be ready for publication at the same time as this Report. It will contain a large amount of useful information, not only with respect to the arrangements of the Post Office Department in the Colony and to the Colonial and Foreign Mails, but also with respect to the New Zealand Telegraph Service, which is in many cases advantageously combined with that of the Post Office.
