My Lord Duke, — I have the honor to enclose copies of the letters named in the margin, showing the circumstances under which, in compliance with the terms of your Grace's Despatches, No. 96, of September 23rd, 1862, and No. 1, January 10th, 1863, I felt justified in requesting the Lieutenant-General to authorise monthly advances, as a loan to the Colonial Government, from the Treasury Chest for Military purposes, under urgent and unforeseen circumstances. 2. These advances will amount to £12,000 per month, and the loan will be re-paid as soon as the General Assembly has provided the necessary funds. The General Assembly will meet in October next. Government House, Auckland, August 13th, 1863. felRj— I beg to refer you to the enclosed copies of Despatches from the Secretary of State authorising advances to the local Government from the Treasury Chest for Military purposes under urgent and unforeseen circumstances. I have also the honor to enclose the copy of a Memorandum I have received from my Responsible Advisers, showing that an extraordinary Military Expenditure, of about £12,000 a-month, is now being incurred by the Colonial Government, on account of Military Defence for the protection of the Northern Island from attack by the Natives and that the Colonial Government will not much longer have the means of paying these unforeseen expenses until the General Assembly, which is to meet in October next, have provided funds for the purpose! I have, therefore, the honor to request that you will, in accordance with the terms of the instructions of the Secretary of State, authorise the payment from the Treasury Chest of advances for the extraordinary expenses for Military purposes to winch I have above alluded, until the General Assembly has had time to provide the necessaty funds, when such advances will be forthwith re-paid. » MEMORANDUM foe the honobable the colonial seceetaby. An extraordinary expenditure, estimated at the rate of about £12,000 per month, is now being incurred by the Colonial Government, on account of Military defence, for the protection of the settled districts of the Northern Island from attack by the Natives. Specific provision for this purpose has not been made by the House of Representatives. Tho emergency which called for preparations on so large a scale was unforeseen, and so sudden that no time was afforded for summoning the General Assembly. Ministers, for the public safety have, up to this time, met this expenditure from any funds in the Treasury. These are now, however, fast becoming exhausted. The Assembly has beeD summoned to meet for the despatch of business on the 19th October next, and it is submitted that His Excellencv the Governor be requested to move the General to authorise the issue of money as an advance from the Commissariat, to meet the expenses in question, until the Government can propose to the Legislature to make the necessary provision, which they will do at an early period of the Session. After the correspondence that has taken place on this subject with the Imperial Government, it is a matter of regret that circumstances should have arisen to compel this application, which has not been made until it became necessary, to save the Treasury from financial difficulty. SlE, I have the honor to acknowledge the receipt of your letter, with its Enclosures from the Secretary of State, authorising advances to the local Government from the Treasury Chest for Military purposes, under urgent and unforeseen circumstances, and to inform your Excellency that I have authorised the payment by the Commissariat of £12,000 a-month to meet the present expenditure incurred in protecting the settled districts of the Northern Island, until the General Government, as explained in the Memorandum of Ministers, is able to provide the necessary funds. My Lord Duke, — I have the honor to enclose for Your Grace's information a Eeturn of the Militia, Volunteers, and Local Forces of this part of the Province of Auckland, for the month of July. 2. The inhabitants of this part of the Country have come forward with the best spirit to meet the present great emergency, and we have now in all about 3,000 men under arms, and performing active service. 3. In this number are included a force of 265 men, regularly enrolled for continuous service under Colonel Pitt, which we are increasing as rapidly as we can, besides a mounted force of 100 men. Both these bodies of men will act under the General's orders, in any part of this Island exactly in the same manner as regular troops. I have, &c, G. Grey. His Grace the Duke of Newcastle, K.G., &c.

I have to acknowledge the receipt of your Despatch of the 19th February last, No 18 recommending that some distinction should be conferred upon Major Charles St. John Herbert of the New Zealand Militia, ' The'Statutes of the Order of the Bath preclude the conferring upon Major Herbert the distinc tion of Companion in the Military Division of the Third Class of the Order, but I have much pleasure in informing you that his name will be submitted to Her Majesty for that distinction in the Civil Division of the Order for his distinguished services during the late Native war. Sie, — I have the honor to acknowledge the receipt of your Despatch, No. 57, of the 1st of June, in which, adverting to a letter received by you from the Senior Naval Officer at Sydney, you urge the necessity of making New Zealand the Head-Quarters of the Naval Station during the present disturbed state of the Colony. I have to inform you in reply that in consequence of your previous representations the Lords Commissioners of the Admiralty informed me as far back as the 29th of April last, that they were prepared to comply with your wishes in the matter, and that Commodore Sir William Wiseman, who was then about to proceed from England to carry on the duties of Senior Officer of Her Majesty's Ships on the Australian Station, would be directed to make New Zealand his HeadQuarters while affairs continue in theiv present unsettled state, unless unforeseen circumstances should make liis j)resence necessary elsewhere. I much regret that owing to a misapprehension this communication was not made to you by the next mail after the receipt of the letter from the Board of Admiralty, though I trust that as Sir W. Wiseman was to proceed so shortly to his command but little delay will in fact have arisen in your becoming aware of the orders which had been given. I have, &c, Newcastle.
