MR ROOSEVELT ABUSED NEW YORK, June 13 Mussolini summoned the Fascist Grand Council to a secret two-hour session last evening, according to a report reaching the New York Times frem Rome. The Council is reported yesterday to have “examined measures to ensure adequate defence of the metropolitan area in view of forthcoming events.” It is also said to have £jscussed German disappointment that the construction of fortifications is considerably below expectations and to have considered the immediate extension of the Italian Air Force to replace German pilots now flying Italian planes in defence of the peninsula. •In an article attacking President Roosevelt, Mussolini's press spokesman, Gayda, says the initiative for the war against Italy from North Africa was launched from the White House. It states: “This is a defensive war against the imperialist plans of the United States, which started an armed offensive six months before the formal declaration of war.”
