Copyriirnu WASHINGTON, Feb. 13 Senator Tydings in the Senate today declared that Japan was at present “winning the war” with large-scale offensive operations. Mr Tydings proposed that the United States take a chance on sending a heavily escorted convoy of troops to reinforce General MacArthur in the Philippines or the British defending Singapore. “Unless we are ready to take a chance, and you cannot win battles if you are unwilling to take a chance, we are unworthy of defending this democracy,” he declared. LONGER WORKING WEEK NECESSITY IN AMERICA DEPARTMENTS EXTEND HOURS (United Press Assn. —Elec. Tel. Copj r rlg-tit) WASHINGTON, Feb. 14 President Roosevelt has disclosed that Federal agents have been informed that it was imperative to increase manpower defence work by extending the working-week hours. The department executives had received advice which noted that practically all Government department services had lengthened the work-ing-week voluntarily from 39 to 44 hours. Mr Roosevelt said it was necessary to capitalise on this increase of hours, since it releases experienced employees for war work and helps to relieve the shortage in housing for individuals and Government offices in Washington. He emphasised that excess personnel must be effectively directed into defence jobs and pointed out that it was a Congressional function as to which, if any, Government agencies were to be curtailed and which were considered not essential. CopyrijrQtj LONDON, Feb. 14 | An Agency message from New Delhi says that in the Central Assembly today, Sir Reginald Maxwell, Home Member, explained the steps the Government of India had taken as a precaution against any likely invasion of India. He said all the powers which could be considered necessary had been taken by the Central and Provincial Governments under the Ordnances and Defence of India Rules. A Civil Defence Department had been created to maintain the people’s morale. Police forces had been strengthened by an additional recruitment of 30,000 men and more were being enrolled. A force of 65,000 Civic Guards had been created and a special watch was being exercised over individuals and organisations likely to assist the enemy and create disorder.
