DROPPING OF DIFFERENCES ATTITUDE OF GRAND MUFTI AMNESTY FOR PRISONERS (United Press Assn.--Elec. Tel. Cnpyrlßiit) JERUSALEM, Nov. 4 The complete absence of scenes at the celebration of the 22nd anniversary of the Balfour Declaration provides proof that the Arabs are abiding by the exhortation of the High Commissioner, Sir Harold MacMichael, to drop their differences during the war. The Arabs for the first time for years have not hung out black flags. The Cairo correspondent of the Times says the Prime Minister of Egypt, Mohamed Pasha Mahmud, said he had received letters indicating that the Grand Mufti of Jerusalem, who was reported recently to have escaped from exile, was at Bagdad and was willing to accept the British White Paper on Palestine. Negotiations are proceeding for an amnesty for Palestinian Arabs in exile and in prison.
