The Arabs for the first time for years have not hung out black flags. The Cairo correspondent of the Times says the Prime Minister of Egypt, Mohamed Pasha Mahmud, said he had received letters indicating that the Grand Mufti of Jerusalem, who was reported recently to have escaped from exile, was at Bagdad and was willing to accept the British White Paper on Palestine. Negotiations are proceeding for an amnesty for Palestinian Arabs in exile and in prison.
