AUSTRALIAN DELEGATE’S REPORT CONDITIONS IN NEW GUINEA (By Telegraph.—Press Association) AUCKLAND, Monday Australia’s delegate to the Mandates Commission at Geneva three months ago, Mr J. R. ITalligan, is a through passenger by the Monowai. He reported to the commission on the conditions in New Guinea and on Nauru Island. “For the most part the deliberations were of a domestic or formal nature,” he said.
