Copyright) LONDON, Dec. 29 The Daily Telegraph, in a leading article, points out that the economic measures in Germany and Japan represent a progressive gravitation to the principle of Bolshevism, which is professedly anathema to both. Economic Bolshevism means the complete conscription of productive resources, the Telegraph says. The only difference between the three countries is that Russia organises economy in the interest of class instead of race. Japan’s new ordinances mobilising economic resources and controlling labour and capital are ihe first step on the lines of the German measures and arc substantially similar to Russia's.
