NEW Y’ORK, June 9 A representative of the United Press had an exclusive interview with Lord Stamp, the noted British economist who was raised to the peerage in the Birthday honours yesterday. He said he believed some formula should be found to enable the United States Treasury to write off the British war debt. “ The amount we can pay and that which you can accept without difficulty,” said Lord Stamp, “ must necessarily be limited. Active negotiations for a war debt settlement or the possible resumption of token payments would help economically only if linked with trade and exchange agreements. Y'ou cannot touch one without touching all. “ It is not possible to do anything along the old lines of paying by way of surplus exports on our part and surplus imports on yours.”
