Mr Cordell Hull, issued a statement to-day formally recognising the legal right of Mexico to expropriate foreign-held property, but insisting that it must be accompanied by fair and equitable compensation. Mr Hull said the United States presentations to Mexico on Tuesday had revolved upon the question of proper payment, and he indicated that no pressure had been exerted on Mexico for the return of the expropriated properties. Four men were killed in fighting among oil workers at Mlnatitlan. Considerable uneasiness is also reported at Tampico, where the workers are demanding the promised wage Increases and where tlie storage tanks are overfilled with oil for which Mexico has no market.
