IMPERIAL COMMUNICATIONS DELAY IN ANNOUNCEMENT United Press Assn.—Elee. TeL copyright (Received April 1, 12.30 p.m.) LONDON, March 31. The Australian Associated Pres# understands that an announcement regarding Imperial communications was delayed pending the conclusion of the communications conference at Cairo. The British Government is announcing a new scheme in a White Paper on April 8. It is expected that simultaneous announcements will be made in all the Dominions.
