AMNESTY TO PRISONERS DEATH SENTENCES COMMUTED United Press Assn.—Elec. Tel. Copyrigni TOKIO, Feb. 11 To celebrate the jubilee of the constitution the Emperor granted an amnesty to 1000 political prisoners, restored civil right to 300,000 others, commuted death sentences to life sentences, and life sentences to twenty years. The last-named include Captain Yamaguehi and six others concerne’d in a coup d’etat in 1936 The Emperor also granted a commutation of a quarter of their sentences to the four naval men concerned in the assassination of _ the Premier.
