NOMINAL BREACH

RATIONING OF EMPLOYEES. “PRAISEWORTHY EFFORTS.” (By Telegrapn.—Press Association) DUNEDIN, Tuesday. A purely nominal penalty of one shilling in each case was imposed by Mr J. Bartholomew, S.M. in the Magistrate’s Court this morning when he j gave reserved Judgment in proceedings against Smith and Smith, Ltd., for breaches of an award. The magistrate said that owing to slackness the company was faced with the alternatives of dismissing hands or rationing work and the works manager, after discussion with the leading hand, who was on the union executive, decided on a rationing scheme. In this particular award no provision was made for 6hort time or rationing so that a breach of the award must be recorded. It was unfortunate that the company’s praiseworthy efforts in the employees’ Interests should entail a breach and obviously only a nominal penalty should be exacted.
