INDIVIDUAL AND STATE.

THE DEMOCRATIC BASIS. In an address in Hamilton on Friday Dr. I. D. Kandel, Professor of Education at Columbia University, New York, referred •to the conflicting theories regarding the relationship of individual and State. There were two theories regarding this relationship, the professor said: (1) The totalitarian idea that the individual belongs to the State, and (2) the Democratic idea that the State is an instrument of justice for the individual. “ If we lose faith In democracy,” he added, “ it will plunge us back into barbarism. It will put us back a thousand years and make man’s struggle for freedom a vain one.”
