We must remedy, the deficiency in order to participate in any request for collective security. “ History . has - showed that the people in peace-time nearly always let the Navy down; then, when It/ could not carry out its duties, somebody— wrong person—was hanged. That makes me nervous. “ An adequate British Navy would give security to one-quarter of the world, making Britain’s greatest contribution to world peace.”
