Italian proposals for the reform of the League of Nations are regarded as fraught with danger. Signor Musso- : lini is apparently aiming at a substitute for the League, something like a four-power pact—namely, a limited directorate of the larger powers, to assume responsibility for the settlement of political problems of Europe, in which the lesser powers \ will have practically no voice.
