The Conservative conference at Birmingham Is considering a resolution that the Party should concentrate on Empire development. Major Proctor moved an amendment demanding the prohibition of Japanese imports to the colonies, while their wages threaten British standards. Japan’s bid for supremacy in the wool markets inspired an Italian motion at the Budapest conference, proposing that the 'delegates “consider competition from those countries whose working conditions are below the European.”
