CONGRESS OF UNION. PREPARING A CONSTITUTION. The third Pan-European Congress opened In Basle, Switzerland, recently. Some 600 people attended, representing -23 countries. The main idea, variously put forward by the different speakers, seemed to be that only in the union of the peoples of Europe on a federal basis can Europe be extricated from the difficult situation in which she finds herself to-day, and he helped to a better future. In summing up, Count GoudonhovcKelergi, Hie president of the PanEuropean Union, said that all mem--1 hers of the congress were of one opinion—that European disarmament could only he brought about by a recognition of compulsory arbitration, and by Hie formation of an armed European force strong enough lo on - ! force the decisions of Hie arbitrators. I Other important problems, such as !
