FLOOD WATERS SUBSIDING.

COMMUNICATION RESTORED. NAPIER, Monday. Flood waters were subsiding slowly to-day and some of the flooded areas are already free, though there is still a large expanse of water in the lower Papakura district, which will persist until the breaches in the bank of the Tutatekuri River have been repaired. Road communication has been restored practically everywhere, although in some places temporary deviations are necessary. The road from Napier to Taupo, via Risington, was opened at 4 p.m. to-day, but the direct road will be closed for a week or more. The main Napier-Wairoa road 'will probably be opened tomorrow morning. Roads connecting Napier and Hastings were all passable to-day.
